$421,618 in the Stormwater Management Commission budget (Fund 212) to be
reimbursed by the United States Environmental Protection Agency (USEPA) through a
grant from the Great Lakes Restoration Initiative Grant Number (FAIN) GL-00E01926-0
for the Bull Creek Restoration Project in Beach Park, Illinois.
· SMC has entered into an agreement with the United States Environmental Protection
Agency (USEPA) for a grant from the Great Lakes Restoration Initiative Program to
stabilize and restore a 1,500 foot reach at Bull Creek in Beach Park, Illinois.
· SMC will administer the grant and will manage the contract and implementation of the
bioengineering practices for the stream and bluff restoration.

Schaumburg, Illinois, for the emergency procurement of information technology
services for the Lake County Sheriff’s Office (LCSO) in the amount of $268,500.
· Due to staff departures, there is a need to contract for technology services for the
LCSO to maintain critical operations.
· The LCSO requested assistance from the Purchasing Division, Department of
Information Technology and County Administrator’s Office to identify a responsible
vendor who could provide emergency services for a period of six months to minimize
serious disruption of government services.
· The LCSO and Purchasing Division evaluated firms providing similar services in the
regional area and identified Prescient Development Inc. of Schaumburg, Illinois, as a
responsible vendor to provide staff augmentation for information technology services
for the LCSO.
· Pursuant to the Lake County Purchasing Ordinance, emergency procurements are
made when a threat exists to public health, welfare, or safety, or to prevent or minimize
serious disruption of government services.
· Pursuant to Article 6, Section 103, the LCSO submitted a written determination of the
basis for the emergency and the certification that the selection of the vendor is
appropriate.
· This contract authorizes the purchase of information technology services for the LCSO

· A Request for Proposal (RFP) was developed following extensive research into
contracts and best management practices for healthcare services provided to other
comparable county and juvenile detention facilities.
· The RFP was sent to 21 vendors and proposals were received from two vendors.
· An interdepartmental committee comprised of representatives from the Sheriff’s Office,
Court Administration, Juvenile Detention, Health Department, Risk, Purchasing, and the
State’s Attorney’s Office reviewed the proposals.

· The Delegation Agreement has been renewed six times and the current agreement is
set to expire June 30, 2016.
· IEPA just recently provided the County with a revised Delegation Agreement,
referred to as an Intergovernmental Agreement (IGA), for a five year period,

· The process to review, provide comments and collaborate with the IEPA, on
the IGA, surpassed the timeframe to bring it to County Committees and the
County Board Meeting on June 14, 2016.
· The IEPA will allow for a request to extend the current Delegation Agreement
to July 31, 2016. This resolution accomplishes that extension.

for the Arden Shores Water Main Replacement Project in the amount of $594,204.
· The Arden Shores water system was originally constructed over sixty years ago and
must be upgraded to comply with current standards to insure public health and safety.
· The Arden Shores Water Main Project focuses on the replacement of the water main
along Bay Shore Drive, Hillside Avenue, Glendell Avenue and Juneway Terrace.
· This improvement will enable Lake County to purchase Lake Michigan water on a
wholesale basis from the City of North Chicago for distribution to residents in the Arden
Shores Estates Subdivision.
· An invitation to bid was extended to 16 vendors and responses were received from four

09-00174-05-CH.
· Hart Road, at U.S. Route 14, Intersection Improvement; Right-of-Way Acquisition:
Supplemental Appropriation with Condemnation Authority.
· The project scope changed: 1) the retaining wall was removed from the project; and 2)
a multi-use path was added.
· This County Board at its meeting of June 10, 2014, approved an appropriation of
$400,000 of ¼% Sales Tax for Transportation funds for right-of-way acquisition.
· The County has been allocated federal Congestion Mitigation Air Quality (CMAQ) funds
to improve this intersection, and the County will receive 80 percent reimbursement of
the costs of the right-of-way, with a maximum reimbursement of $599,900.
· This resolution appropriates $350,000 of ¼% Sales Tax for Transportation funds.

$1,662.50 for additions to the Various Culvert Linings Construction Contract, and

· 2015 Culvert Replacement: LCDOT Change Order No. 2.
· Change orders need to be approved by the standing committees for cumulative net
increases over 10 percent.
· The 2015 Culvert Replacement project is under contract with Hoerr Construction Inc.,
in the amount of $152,530.
· The additional funds are necessary as the culvert lengths were determined to be
slightly longer in the field than were estimated.
· Previously approved change order added a culvert lining under Cedar Lake Road.

· Miller Road, at U,S, Route 12, Intersection Improvement: Consultant Agreement and

· Miller Road, at the intersection of U.S. Route 12, will be improved by adding left turn
lanes and traffic signal modifications.
· A consulting engineering firm will be employed to provide Phase II design engineering
services.
· Using the Local Government Professional Services Selection Act, the selected, and
recommended, consultant is Bollinger, Lach & Associates Inc., Itasca, Illinois, at a
maximum cost of services of $292,165.67.

· LCDOT will conduct a Countywide Paratransit Market Analysis Study utilizing a
consultant.
· CMAP will reimburse LCDOT 80 percent of the project cost using UWP federal

Joint resolution providing for the receipt of $160,691.47, which is the state fiscal year
(SFY) 2017 reimbursement from the Chicago Metropolitan Agency for Planning
(CMAP), to the Lake County Division of Transportation (LCDOT), of federal highway
planning assistance funds that flow through the Illinois Department of Transportation
(IDOT).
· SFY 2017 Chicago Metropolitan Agency for Planning (CMAP) Planning Liaison
Agreement.
· Planning liaison funds are distributed yearly from the Federal Highway Administration to
IDOT and then to CMAP.
· These funds help support transportation planning provided by LCDOT and the Lake
County CMAP Council of Mayors, i.e., LCDOT staff positions.
· In SFY 2017, which begins July 1, 2016, the allocation to LCDOT will be $160,691.47 to
cover the workload that CMAP describes in its agreement.

Federation of State, County and Municipal Employees (AFSCME) Council 31, as the
exclusive representatives of the Coroner’s Office covering wages and benefits.
· The CBA shall be effective for a three year period, from December 1, 2013 through
November 30, 2016.
· Wages shall be increased 2.85 percent December 1, 2013; 2.85 percent December 1,
2014; and 2.85 percent December 1, 2015.
· A step for the immediate supervisor was added to the grievance procedure.

Works Department.
· The Public Works Department has a need for a Manager of Finance and Financial
Control to provide strategic financial planning, contract management and enhanced
coordination of municipal contracts.
· There is currently a vacant position that the Public Works and Human Resources are
recommending for a title and pay level change.
· The position will report to the Public Works director and will be responsible for strategic
financial planning, supervising a contract manager, and oversite of the coordination of
municipal water and sewer contracts countywide.

· This is a new position that will report to the Manager of Budget and Financial Control.
· The position is classified at pay level M8; $63,800-$79,800-$95,800 and the

Lake County due to a new stipulation, effective January 2016, requiring all new
employees and all employees enrolled in the consumer driven health plan complete a
HRA.
· A Request for Proposal was extended to 20 vendors, sealed proposals were received
from three vendors, and interviews were held with two firms.
· Based on the criteria set forth in the Request for Proposals, the evaluation committee
selected Catapult Health, Dallas, Texas, as the most favorable proposal for Lake
County.
· The contract authorizes a two year contract, with three additional one year renewals,
that will cost the County an estimated annual amount of $130,000.
