Waukegan City Council considers use of Steiner Pavilion for music festival

At a recent meeting, the Waukegan City Council was expected to authorize the use of Steiner Pavilion for the Soulful Sounds Music Festival on Friday, Sept. 2.

PUBLIC WORKS COMMITTEE

A. Motion to authorize the proper City officials to draft specifications and advertise for RFPs for the Water Plant’s

Supervisory Control and Data Acquisition (SCADA) system.

B. Motion to authorize the proper City officials to adopt two new ordinances required by the Illinois Department of

Natural Resources relative to new water allocation rules.

SPECIAL PUBLIC SAFETY COMMITTEE

A. Motion to authorize the proper City officials to waive the bid process and approve a change order in the

amount of $65,925 for Waukegan Roofing Company contract approved on October 4, 2014 to bring the total

contract award to $135,925.  Due to the significantly similar work in nature and scope, and the vendor having 

maintained the original architectural plans and specifications, the change order approval will allow for the Fire

Station #1 barrel roof replacement to be completed. Funding is available from line item 100-301926292. 

VII. OLD BUSINESS

A. Motion to authorize the proper City officials to draft an ordinance creating a new class of license for the retail

sale of wine and beer, specifically, EE-B. (HELD OVER BY ALDERMAN CUNNINGHAM)

IX. NEW BUSINESS

A. Approval of Payroll dated July 8, 2016 in the amount of $1,450,831.97 and Final Payout dated July 8, 2016 in

the amount of $4,498.39 and $30,919.28.

B. Approval of Bills dated July 18, 2016 in the amount of $3,111,172.35.

C. Approval of Raffle Sale Application for the Waukegan Arts Council.

D. Approve all Block Parties.

E. Accept and place on file the Monthly Treasurer’s report for the month of June 2016.

F. Approve the use of Steiner Pavilion for the Soulful Sounds Music Festival, on Friday, September 2

nd, 2016.

G. Motion to settle ELIZABETH GARCIA as Mother and natural guardian of JOHNATHAN GARCIA, a minor: and

ALICIA PEREZ as Mother and natural guardian of GIORGIO PEREZ, a minor v CITY OF WAUKEGAN et al,

Case No. 13-CV-08955, for the total sum of Fifty-five Thousand Dollars ($55,000.00).

H. Motion to adopt the most recent State of Illinois Department of Labor Lake County Prevailing Wage for July

2015 which is the most recent published Lake County Prevailing Wage.  This is pursuant to AN ORDINANCE

OF THE CITY OF WAUKEGAN, LAKE COUNTY, ILLINOIS ASCERTAINING THE PREVAILING RATE OF

WAGES FOR LABORERS, WORKMEN AND MECHANICS EMPLOYED ON PUBLIC WORKS OF SAID

CITIES, Ordinance No. 09-O-58, passed June 5, 2009.

XI. AUDIENCE TIME

Sec. 2-65.1. - Rules of decorum at City Council Meetings.

The presiding officer shall conduct city council meetings in an orderly manner. No person in the audience shall engage in disorderly conduct,

including any act that disturbs, disrupts, or otherwise impedes the orderly conduct of any council meeting or the presentation of any speaker.

During the public comment portion of the city council meetings, if any, all public comments are limited to three minutes per individual. Individuals are

directed to be brief and concise in making their remarks and to address topics directly relevant to business of the city council.

The presiding officer, after one warning, may rule any individual addressing the city council out of order if the individual:

(1) Becomes repetitive;

(2) Exceeds the three-minute limitation;

(3) Makes personal attacks against others;

(4) Makes rude or slanderous remarks;

(5) Becomes threatening or boisterous;

(6) Engages in electioneering for candidate(s); or

(7) Otherwise interferes with the orderly and dignified conduct of the meeting.

If ruled out of order and is found by the chair to be out of order, the individual may be barred from further remarks at that city council meeting and barred

from further attendance at that meeting. This ruling of the chair can be overridden by a two-thirds vote of the aldermen present.

Nothing herein is intended to limit or restrain negative, positive or neutral comments about the manner in which an individual employee, officer,

official or council member carries out his or her duties in public office or public employment of the city.
