Lake Zurich Board of Trustees grants special use permit for storage facility

Lake Zurich Board of Trustees met Monday, Dec. 19.

The village board includes six trustees who are elected at large, at nonpartisan elections for overlapping four-year terms. The board serves as the legislative body of the village.

Monday, December 19, 20167:00 p.m. CALL TO ORDER by Mayor Thomas M. Poynton at 7.00pm. OATH OF OFFICE FOR, NEW VILLAGE BOARD TRUSTEE

A. Oath of Office for Greg Weider to Fill Vacancy on Village Board of Trustees Effective December 19, 2016 until April 30, 2017.

The Oath of Office was administered by Mayor Poynton. Trustee Weider took his seat on the dais.

ROLL CALL Mayor Thomas Poynton, Trustee Jim Beaudoin, Trustee Jeff Halen, Trustee John Shaw, Trustee Marc Spacone, Trustee Jonathan Sprawka, Trustee Greg Weider. PRESIDENT'S REPORT / COMMUNITY UPDATE

A. Advice and Consent of Board to Appoint Andrea Poffenberger to Fill Vacancy on Parks and Recreation Advisory Board Effective February 14, 2017 until April 30, 2019. Motion was made by Mayor Thomas Poynton, seconded by Trustee Beaudoin, to approve the appointment of Andrea Poffenberger to the Parks and Recreation Advisory Board with a term of February 14, 2017 to April 30, 2019. AYES: 6 Trustees Beaudoin, Halen, Shaw, Spacone, Sprawka, Weider. NAYS: O ABSENT: O MOTION CARRIED.

Mayor Poynton administered the Oath of Office to Ms. Poffenberger. B. Proclamation Declaring December 31st at 11:30 pm the Universal Hour of Peace

Proclamation Honoring Detective Kurt Danielson upon His Retirement from the Village of Lake Zurich. After 30 Years of Public Service

Mayor Poynton read the Proclamation and thanked Detective Kurt Danielson for his years of service to the Village. Betty Harrison, employee recognition committee member presented Mr. Danielson with a plaque.

7. CONSENT AGENDA

Approval of Minutes of the Village Board Meeting, December 5, 2016 Semi-Monthly Warrant Register Dated December 19, 2016 Totaling $995,895.75

Resolution Urging the General Assembly and the Governor to Enact Automatic Appropriation Authority for All State-Collected Local Funds RES, #2016-12-7C

Summary: In partnership with the Illinois Municipal League, the Village seeks to send a collective message to elected officials in Springfield to enact legislation into law that creates automatic appropriation authority for critical sources of local government revenue, including Motor Fuel Tax, video and casino gaming revenues, Use Tax, and 911 revenues.

Special Event Approval for Alpine Races on September 10, 2017 and Stephen Siller 5k on Sunday, June 18, 2017

Summary: Special event guidelines require private events with anticipated attendance greater than 100 be reviewed by the Park and Recreation Advisory Board and approved by the Village Board. The Alpine Runners anticipate participation of over 700 and the Stephen Siller 5k anticipates approximately 300 attendees. The advisory board recommends approval of these 2017 Lake Zurich events,

Recommended Action: Motion was made by Mayor Thomas Poynton, seconded by Trustee Spacone, to approve the Consent Agenda as presented. AYES: 6 Trustees Beaudoin, Halen, Shaw, Spacone, Sprawka, Weider.

8. OLD BUSINESS

9. NEW BUSINESS

Ordinance Approving a Text Amendment, Granting a Special Use Permit, and Exterior Appearance and Site Plan Approval for Macritchie Storage at 650 Church Street ORD. ii.2016-12-169

Summary: Macritchie Storage LLC has filed a zoning application for the property at 650 Church Street for a proposed development consisting of a drive-through storage facility with 1,062 storage units of various sizes spread across two floors as well as a display space and office. Outdoor storage for automobiles, recreational vehicles, boats and other similar vehicles is proposed to along the southerly portion of the property.

The Planning and Zoning Commission held a public hearing on November 16, 2016 to consider the application and voted 6-0 in favor of recommending approval for the development proposal incorporating the conditions outlined in the proposed Ordinance.

Community Development Director Sarosh Saher introduced the Macritchie Storage LLC representatives who were present. They did not have any questions for the representatives.

Recommended Action: A motion was made by Trustee Sprawka, seconded by Trustee Weider, to approved Ordinance #2016-12-169 Approving a Text Amendment, Granting a Special Use Permit, and Exterior Appearance and Site Plan Approval for Macritchie Storage at 650 Church Street. AYES: 6 Trustees Beaudoin, Halen, Shaw, Spacone, Sprawka, Weider.

Community Development Director Sarosh Saher stated that the Planning Zoning Commission will meet on December 21, 2016 and the Cummings property proposal is be continued at the January 2017 meeting.
