Highwood Committee of the Whole met Tuesday, Jan. 3.

COMMITTEE OF THE WHOLE MEETING

CITY COUNCIL CHAMBERS

Tuesday, January 03, 2017 at 6:00 P.M.

Call to Order By Mayor Pecaro at 6:03 P.M.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Fiore, Peterson, Slavin

Absent: Aldermen: Grice, Falberg, Feddermann

Also Present: City Manager Coren, City Attorney Ferolo, Assistant to City Manager Marquez, Deputy Clerk Baruffi

2. Public Hearing - None

3. Review of Minutes to be Approved

3.1. City Council: December 20, 2016

3.2. Committee of the Whole: December 20, 2016

Both of the minutes will be approved at the Regular City Council Meeting

4. Appointments (Mayor Pecaro)

5. Review of Bill Warrant List

5.1. 01/03/2017 AP Warrant List

City Manager clarified the City budgeted $100,000.00 for snow removal and we are on payment plan of paying for each time utilize the service.

The train station door was discussed and the locking procedures.

The transition from Advance Disposal to Lakeshore was discussed. Notification of transition will be on future water billing as well as information on the website.

The Council discussed sidewalk plowing and various options.

7. New Business

7.1. Consideration of an Ordinance Regarding Certain Variations from the Highwood Zoning Ordinance for 107 Burtis Avenue.

The petitioner will be coming the Regular City Council Meeting at 7:30 P.M. to answer any concerns regarding the project. The property of 107 Burtis Avenue is zoned R-2, Single Family Dwelling and is located on the corner of Burtis and Burtis. Discussion ensued. The two conditions which the Council agreed to add to the ordinance would be that the home only be allowed to be a single family dwelling and there not be grass or weeds growing through the permeable driveway.

7.2. A Discussion of the Fiscal Year 2018 Budget.

City Manager Coren reviewed the proposed draft budget inclusions:

No new loans or debt

The grind and resurfacing of Michigan and North Central Avenues plus sewer lining on North Central Avenue.

Mayor repairs to the alleyways adjoining North Central Avenue

$25,000.00 to repair sidewalks

$50,000.00 for identification and branding signs for downtown and the community

$250,000.00 in future years dedicated annually to street and sidewalk repairs.

$100,000.00 dedicated to beautification projects to be determined by the City Council

An additional $45,000.00 to replace sewers that collapse in roadways

Crack sealing maintenance in the amount of $30,000.00.

$5,000.00 to plant new trees

The replacement of the entire Highwood police squad fleet

The continued funding of a full time position to inventory the housing stock, conduct rental inspections

and pursue illegal buildings in Highwood

Planned funding of police body cameras

An increase of $5,500.00 to properly support services related to night markets and festivals.

Discussion pursued.

The audit was handed out with a brief overview. The auditor and treasurer will explain at the January 17, 2017 meeting.

7.3. Consideration of a Resolution Approving and Accepting an ARC Recommendation Regarding Wall, Window, and Door Signage for the Building at 523 Bank Lane for Kings and Convicts Brewing Company

7.4. Consideration of an Ordinance Amending 10-3-6-7 F. 5: Business District Signs to Clarify that Political Candidate Office Space Must Comply with the City of Highwood Sign Code. This ordinance, as presented, is agreeable with all aldermen in attendance.

7.5. Consideration of an Ordinance Amending 3-2A-1: Fees Established to Increase the Fee for a Residential Inspection to More Accurately Reflect the Cost of the Program to the City of Highwood.

Motion to table this ordinance for future meeting to discuss the fees involved.

7.6. A Review and Discussion on the Draft Downtown Zoning Update.

Decided to wait on discussion until the January 17, 2017 meeting.

9. Adjournment : Moved by Alderman Fiore, seconded by Alderman Slavin to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:27 P.M.
