North Shore SD112 earns national recognition for leadership in student data privacy

North Shore School District 112 has received the Trusted Learning Environment (TLE) Mini Seal for Leadership Practice from the Consortium for School Networking (CoSN), according to an announcement made by CoSN. The district is among seven in Illinois to earn either a TLE Seal or TLE Mini Seal, which recognizes school systems that meet high standards in protecting student data privacy.

The TLE Seal is a national distinction given to districts that demonstrate strong privacy protections across five areas: leadership, business, data security, professional development, and classroom practices. The Mini Seal acknowledges progress in one or more of these areas as districts work toward achieving the full seal.

Illinois joined the TLE State Partnership Program in September 2024. This program allows all districts in the state unlimited free applications and renewals for the TLE Seal, access to statewide benchmarking on 25 core privacy and security practices, and targeted resources to address identified gaps. North Shore School District 112 participated as part of a pilot cohort focused on leadership and business practices under this initiative.

To receive the Mini Seal for Leadership Practice, districts must build and maintain leadership knowledge about relevant laws and best practices in student data privacy; develop policies ensuring compliance with federal and state regulations; set clear expectations for data protection; designate an executive leader responsible for privacy policies; communicate transparently with their community about student data practices; and allocate resources for privacy needs.

With the CoSN TLE framework as its foundation, the district is setting new benchmarks for protecting student data and inspiring others to follow suit,” said Keith Krueger, CEO of CoSN.

The CoSN TLE Seal requires recipients to show measurable steps toward improving organization-wide student data privacy practices through a reapplication process every two years. CoSN also recently published a case study highlighting how Illinois school districts—including North Shore School District 112—are using this framework to advance student data privacy across the state.

North Shore School District 112 serves Lake County and includes Braeside Elementary School, Edgewood Middle School, Elm Place School, Green Bay School, Indian Trail Elementary School, Northwood Junior High School, Oak Terrace Elementary School, Ravinia Elementary School, Red Oak Elementary School, Sherwood Elementary School, and Wayne Thomas Elementary School (https://www.illinoisreportcard.com/). According to recent state education reports (https://www.illinoisreportcard.com/), it employs 325 teachers with an average salary of $79,315 before pension contributions; most teachers are women (80.7 percent), while men make up 19.3 percent of staff members; no teacher had more than ten absences last year.

Demographically (https://www.illinoisreportcard.com/), students are predominantly White (63.9 percent), with Hispanic students making up nearly 27 percent; Black students represent almost two percent while Asian students account for just over three percent of enrollment figures at North Shore SD112 schools.

In terms of finances (https://www.illinoisreportcard.com/), spending per pupil was $27,611 in 2020 with total expenditures reaching $107 million.
