Village of Lake Villa Committee of the Whole met March 22.

Call to Order: The meeting was called to order at 7:00 p.m. by Mayor Loffredo.
Present: Trustees: Bartlett, Battistone, Harms, Kruckeberg, McDonald and Nielsen. Also present was Administrator Warwick and Finance Director Heitman, Public Works Horton and Police Chief Somerville.
Minutes: It was moved by Trustee Harms and seconded by Trustee Bartlett to approve the minutes from the March 8, 2017 Committee of the Whole Meeting.
Roll Call: Ayes 5; Abstain: 1 (Trustee Battistone)

Public Comment: Mr. Larry May presented several questions regarding a building that is being considered for annexation.
Lake Villa Baseball Park Multi-Year Agreement – After some discussion, the committee recommended approval of an agreement with the Lake Villa Township Baseball League for use of the baseball park.
Celebration of Summer Fireworks Agreement –After a general discussion, the Committee recommended approval of the fireworks contract with Spectrum Fireworks.
Tax Increment Financing Inducement Resolution –After a general discussion, the committee recommended approval of a resolution declaring the Villages intention to fund a project at 108 N. Milwaukee Avenue using TIF funds.
Grass Lake Road Sidewalk Intergovernmental Agreement – The Committee discussed the intergovernmental agreement regarding the construction of sidewalks on Grass Lake Road, near Lakes High School and Oakland Elementary School. The draft agreement between the Village, Lake Villa Township, Antioch School District #34 and Lake County to provide for the construction of a sidewalk on Grass Lake Road and Deep Lake Road via a cost sharing method. It was explained to the Committee that funds for this project would be placed in the 2018/19 fiscal year budget with construction spring/summer 2019.
2017/18 Proposed Capital Improvements – The Committee elected to defer discussion on this item until the budget workshop.
