Village of Grayslake Board of Trustees met May 2.

Here is the minutes provided by the Board:

Trustee Bassett administered the oath of office to re-elected Village Clerk Cynthia E. Lee. Village Clerk Lee administered the oath of office to re-elected officials Mayor Rhett Taylor, Trustees Shawn Vogel and Adam Shores, and newly elected Trustee Heather Nicodemus.

The regular Meeting of the Board of Trustees of the Village of Grayslake was called to order at 7:00 p.m. in the Board Room of the Grayslake Village Hall, Mayor Rhett Taylor presiding.

Roll Call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus - present. Village Clerk Lee – present.

Also present were various Village staff members.

Public Comment – Agenda Items: None.

1. Approval: Minutes of the Regular Meeting of April 18, 2017

Trustee Jarvis made a motion, seconded by Trustee Davies, to approve the Minutes of the Regular Board Meeting of April 18, 2017. On voice vote – all “aye”. Motion Carried.

2. Approval: Treasurer’s Reports/Payment of Bills: May 2, 2017

Trustee Shores made a motion, seconded by Trustee Vogel, to approve the Treasurer’s Report for May 2, 2017, and authorize payment of the bills as listed in the report. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

3. Presentation: Village Board Recognition – Bruce Bassett

Mayor Taylor recognized Bruce Bassett for his 16 years of service to the Village Board. Trustee Basset made remarks reviewing his 16 years of service as a Trustee.

4. Resolution 869: SWALCO Appointments

Pursuant to the Village’s intergovernmental agreement with the Solid Waste Agency of Lake County, Trustee Waldenstrom made a motion, seconded by Trustee Jarvis, to approve Resolution No. 869, appointing Village Manager Mike Ellis as SWALCO director and Trustee Elizabeth Davies as the alternate director. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

5. Ordinance 2017-0-15: CLCJAWA Appointments

Trustee Shores made a motion, seconded by Trustee Waldenstrom, to approve Ordinance No. 2017-0-15, appointing Mayor Rhett Taylor as director and Trustee Shawn Vogel as alternate director of the Central Lake County Joint Action Water Agency. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

6. Miscellaneous Appointments

Trustee Vogel made a motion, seconded by Trustee Davies, to approve Mayor Taylor’s recommendations for miscellaneous appointments including Trustee Adam Shores for the Economic Development Commission position, Mayor Rhett Taylor and Trustee Elizabeth Davies for the Gelatin Property Planning Group, and Trustees Kevin Waldenstrom and Shawn Vogel for the North Downtown Subarea Planning Group. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

7. Resolution 870: Recognizing International Compost Awareness Week

Trustee Jarvis made a motion, seconded by Trustee Davies, to approve Resolution No. 870, recognizing international compost awareness week. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

8. Ordinance 2017-0-16: Public Safety Employee Benefit Act (PSEBA)

On the recommendation of the Committee of the Whole, Trustee Vogel made a motion, seconded by Trustee Shores, to approve Ordinance No. 2017-0-16, establishing administrative procedures related to the granting of benefits under the Public Safety Employee Benefit Act. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

9. Waiver of Bids and Authorization to Execute: Veteran’s Memorial Expansion Equipment

Trustee Davies made a motion, seconded by Trustee Nicodemus, to waiver the formal bid process and authorize the execution of a contract with Fountain Technologies Inc. in an amount not to exceed $36,185 for certain underground equipment for the Veteran’s memorial expansion project. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

10. Acceptance of Bid(s): Street Light Maintenance

Trustee Waldenstrom made a motion, seconded by Trustee Vogel, to authorize the execution of a one-year contract with Geary Electric Inc. and Contractors Electric Service Inc. for street light maintenance. Roll call: Trustees Vogel, Jarvis, Waldenstrom, Davies, Shores, Nicodemus – all “aye”. Motion Carried.

Public Comment: Diane Keuth and students from Grayslake Central High School spoke regarding Future Business Leaders of America (FBLA).

Trustee Reports: The Trustees thanked Bruce Bassett for his years of service to the Village and welcomed new Trustee Heather Nicodemus. The Trustees stated Grayslake Middle School received the highest rating in their band competition and placed 5th in the state in their science Olympiad and Trustee Davies advised she attended the Lake County Partners luncheon regarding business in Lake County. Trustee Nicodemus thanked all for their assistance and expressed gratitude to serve on the Village Board.

Mayor’s Report: Mayor Taylor thanked Bruce Bassett for his years of service to the Village and welcomed new Trustee Heather Nicodemus. Mayor Taylor announced that the Circuit Court Judge dismissed the SAIA lawsuit today.

There being no further business, Trustee Jarvis made a motion, seconded by Trustee Davies, to adjourn the meeting. On voice vote – all “aye”. Motion Carried.

The meeting was adjourned at 7:50 p.m.
