Ordinance providing for the establishment of an altered speed zone of 50 miles per hour (M.P.H.), currently designated 55 M.P.H on Ninth Street, County Highway 47, from Illinois Route 131, Green Bay Road, to a point 800 feet west of Kenosha Road, County Highway 53, located in Zion Township, in conformity with Chapter 625 - Section 5/11-604 of the Illinois Compiled Statutes.
• County Speed Zone Ordinance: Ninth Street, County Highway 47, in Zion Township.
• An ordinance is required to establish speed zones.
• The necessary speed studies have been undertaken at the request of the Traffic Department.

Joint resolution authorizing an agreement with Donohue & Associates Inc., Sheboygan, Wisconsin, in the amount of $130,750 for design engineering services related to the Vernon Hills Water System Electrical and Mechanical Upgrade Project.
• The Vernon Hills Water System’s major facilities consist of four reservoirs, two elevated water towers, and two water delivery structures that are key components of the water distribution system that has been in continuous service for over 35 years.
• Major electrical and mechanical equipment at the facilities (motor control center, SCADA equipment, water flow control valves, and water level control sensors) require replacement and upgrades to ensure safe and continuous operation of this water system.
• Due to the nature of this project, the County requires services from an engineering firm qualified in this type of work and has procured services from Donohue & Associates Inc., Sheboygan, Wisconsin, in accordance with the Purchasing Ordinance and the Local Government Professional Services Selection Act.

Joint resolution authorizing a contract with FASTER Asset Solutions, Virginia Beach, Virginia, for fleet management software in the amount of $114,355.
• The Division of Transportation’s (DOT’s) fleet management software is currently using has reached the end of its useful life.
• There is a need to modernize the DOT’s fleet management software with a more technologically robust system that will enhance reporting, create efficiencies, detailed billing and more user friendly for creating work orders by staff.
• A request for proposal (RFP) was extended to 44 vendors, sealed proposals were received from four vendors, and interviews were held with four firms.
• Based on the criteria set forth in the RFP, an evaluation committee comprised of the DOT and Lake County Information Technology departments selected FASTER Asset Solutions, Virginia Beach, Virginia, as the most favorable proposal for Lake County.
• This contract will cost the County an amount of $114,355. Annual maintenance of the software is estimated at $17,086, including a three percent increase in years three through five.

Joint resolution providing for the receipt of $160,691.47, which is the state fiscal year (SFY) 2018 reimbursement from the Chicago Metropolitan Agency for Planning (CMAP), to the Lake County Division of Transportation (LCDOT), of federal highway

planning assistance funds that flow through the Illinois Department of Transportation (IDOT).
• SFY 2018 Chicago Metropolitan Agency for Planning (CMAP) Planning Liaison Agreement.
• Planning liaison funds are distributed yearly from the Federal Highway Administration to IDOT and then to CMAP.
• These funds help support transportation planning provided by LCDOT and the Lake County CMAP Council of Mayors, i.e., LCDOT staff positions.
• In SFY 2018, which begins July 1, 2017, the allocation to LCDOT will be $160,691.47 to cover the workload that CMAP describes in its agreement.

Joint resolution appropriating $80,000 of County Bridge Tax funds for the drainage improvement south of Rollins Road, at Wilson Road, and designated as Section 16-00080-62-DR.
• Rollins Road, at Wilson Road, Drainage Improvement: Appropriation.
• Rollins Road, at Wilson Road, will be improved with the restoration of eroded drainage outlets.
• This improvement will be constructed by day labor forces from the Division of Transportation.
• Before materials can be procured, an appropriation of $80,000 of County Bridge Tax funds is necessary.
• Each group of materials will be less than $30,000, and does not require a letting.
• This improvement is included in the highway improvement program.

Joint resolution appropriating $1,545,000 of Motor Fuel Tax funds for the purpose of maintaining streets and highways under the applicable Illinois Highway Code, from December 1, 2017 to November 30, 2018, including traffic control signals, street lights, Lake County PASSAGE field elements and electrical service, and designated as Section 18-00000-01-GM.
• 2018 Patrol I, Traffic Signal Maintenance and Electrical Service: Appropriation.
• Patrol I maintenance activities are paid out of the Motor Fuel Tax fund, and include maintenance and electrical service of the County’s traffic control signals, street lights, other field equipment, and field elements of Lake County PASSAGE.
• Before a project letting can be held for the contract maintenance services, an appropriation of $1,470,000 of Motor Fuel Tax funds is needed.
• An appropriation of $75,000 of Motor Fuel Tax funds is needed for the electrical service.
• This is a shared service item, with existing agreements with Deer Park, Gurnee, Highwood, Highland Park and the Illinois Department of Transportation for the inclusion of certain traffic signals within their jurisdiction in the County’s traffic signal maintenance contract for reimbursement to the County for their share.

• North Shore Bike Path Abutment Repairs: LCDOT Change Order Number Two.
• Change orders need to be approved by the standing committees for cumulative net increases over 10 percent.
• North Shore Bike Path abutment repairs project is under contract with Alliance Contractors Inc. in the amount of $618,683.50.
• The length of this project is approximately 0.057 miles for three century-old railroad bridge abutments holding up the current North Shore Bike Path over the Skokie River, over the Canadian National Railroad, and over the Metra Railroad.
• Change order number two is for additional and deeper concrete repairs required that were not anticipated in the original contract plans.
