City of Highwood City Council met July 5.

Here is the minutes provided by the Council:

Call to Order by Mayor Pecaro at 8:40 P.M.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Grice, Falberg, Hospodarsky, Peterson, Slavin

Absent: Alderman Fiore

Also Present: City Manager Coren, City Attorney Jablecki, City Clerk Baruffi, Administrative Assistant Litjens, Assistant City Manager Martin

2. Pledge of Allegiance

All those in attendance recited the Pledge of Allegiance.

3. Review of Minutes to be Approved

3.1. Moved by Alderman Grice, seconded by Alderman Hospodarsky to approve the minutes with the correction of section 12.2 changing the vote to no instead of yes of the City Council: June 20, 2017. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Slavin, seconded by Alderman Falberg to approve the Committee of the Whole: June 20, 2017, minutes as presented. All present voting aye by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

5. Approval of Warrant List:

5.1. Moved by Alderman Falberg, seconded by Alderman Peterson to approve the 07/05/2017 AP Warrant List as presented. All present voting aye, motion carried.

Absent: Alderman Fiore

City Manager Coren clarified the new Police Department vehicle purchase is on the warrant list.

9.1. Moved by Alderman Falberg, seconded by Alderman Peterson to approve the April 2017 year end Treasurer’s Report as presented. All present voting aye by voice vote, motion carried. The Treasurer’s Report was reviewed in the Committee of the Whole meeting.

12.1. 17-R-26 Moved by Alderman Grice, seconded by Alderman Falberg to authorize a Resolution Approving an ARC Application For a Signage (800 Sheridan Road-Just Grooming ). All present voting aye, by voice vote, motion carried.

12.2. 17-R-28 Moved by Alderman Grice, seconded by Alderman Falberg to authorize a Resolution Appointing the Assistant City Manager as the Alternate Director to the Solid Waste Agency of Lake County (SWALCO). All present voting aye, by voice vote, motion carried.

12.3. 17-O-16 Moved by Alderman Falberg, seconded by Alderman Slavin to waive the first reading and approve an Ordinance Eliminating 10-3-6-7 G 9 of the Highwood City Code to Allow String Lights to be Illuminated Outside of a Holiday Season . All present voting aye, motion carried.

12.4. Moved by Alderman Hospodarsky, seconded by Alderman Falberg to continue discussion of the special use permit until the first meeting in August 2017. All present voting aye, motion carried. Ordinance Granting a Special Use Permit and Parking Variance For 107 Highwood Avenue.

12.5. 17-R-27 Moved by Alderman Falberg, seconded by Alderman Grice to authorize a Resolution Amending the Agreement on 440 Green Bay Road to Confirm Initial Payment to Move the Project Forward and Define Timeframes. All present voting aye, by voice vote, motion carried. Jeff Pickus discussed the 200 Greenbay Road property and their search for a new restaurant to open at the site. Jeff stated the landscaping is being completed.

12.6. Moved by Alderman Grice, seconded by Alderman Peterson to authorize a Motion Authorizing the City Manager to Sign Amendment Number Two to the Memorandum of Understanding Between the City of Highwood and the Regional Transportation Authority. All present voting aye, by voice vote, motion carried.

12.7. Consideration of a Redevelopment Agreement For the Fire Station Property at 428 Green Bay Road with Preservation Properties Group.

This agreement has been removed from the agenda.

12.8. 17-O-17 Moved by Alderman Falberg, seconded by Alderman Grice to waive the first reading and approve an Ordinance Adopting the Prevailing Wage Rates for Laborers, Workers, and Mechanics Employed by the City of Highwood. Motion carried.

No: Alderman Slavin

Absent: Alderman Fiore

13. Any Action Necessary Coming Out of Executive Session

14. Adjournment Moved by Alderman Peterson, seconded by Alderman Hospodarsky to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 8:52 P.M.
