1. Call to Order
Mayor Knight called the Regular Village Board Meeting to order in the Village Hall at 7:00 pm

The Pledge of Allegiance was led by Boy Scout Troop 90.
3. Roll Call
Upon roll call by Clerk Falk-Novak, the following Trustees were present: Trustees Starkey, Arnswald, Black, Howe, Schlick, Morino

After the roll call, Mayor Knight asked for a moment of silence in light of the recent Las Vegas tragedy.
4. Recognition
A. Presentation of Police Chief Wermes' Letter of Appreciation to Wauconda CUSD 118 High School Future Business Leaders of America (FBLA) for the Development of the Wauconda Police Department Recruitment Video.
Chief Wermes recognized the FBLA students for the Police Department recruitment video they designed. The video was played at the Village Meeting and certificates were handed to each student.

Brad Fink: This concludes Phase 2 of the internal water system improvements. This is the final pay request. He wanted to note that this project came in approximately $54,000 under budget and he would like to commend Village Engineer Bill Rickert and RHMG Engineering for their efforts in achieving these savings.

Brad Fink: This represents the final payment to Lorig Construction. Once they resolved the Sutton Circle paving project, they felt comfortable moving forward processing this final pay request. An important thing to note is that this final payment request does not include the deficient work on Sutton Circle. They did have a number of extra costs that they didn't anticipate as a result of unsuitable material removal, additional crack sealing, additional patching and encountered a number of culverts that needed to be replaced. He confirmed that the Sutton Circle project has been completed and the Village has received a couple of emails from residents who are extremely happy with the result.

Brad Fink: This is only coming before the board for review because IHSA is requesting the waiver of the safety inspection fee. IHSA will provide their own safety inspection. They will be charged $10 per boat which will go towards fish stocking. Trustee Starkey asked if the S10 fee is all coming to the Village and Brad confirmed that it is.

Chris Miller: The Village Plan Commission and Zoning Board of Appeals held a Public Hearing on September 20" and was in favor 6-0. There was one condition stipulated in which there will be no outside marketing of motor vehicles. This will be a totally indoor operation.

Chris Miller: It was requested by Combined Asset Development, LLC that the Sunset Clause be removed from the Agreement. The Plan Commission and Zoning Board of Appeals reviewed at the Public Hearing held on September 6" and was in favor 7-0.

E. (Discussion) Lake Michigan Water Internal System Improvements - Phase 3A Bonner Road Elevated Water Storage Tank Lettering and Orientation (Pgs. 97-105)
Brad Fink: The Village received numerous requests from business owners in the Business Park to have the wording "Business Park' displayed on the Water Storage Tank. Mayor Knight stated he has met with business owners and thinks it is a good idea. The business owners are willing to step up and contribute towards this expense. Business Park will be displayed on two sides of the Water Storage Tank. Trustee Howe interjected that he has seen discussions on social media from the High School Boosters suggesting to have some reference of the High School on this tower, however, no one has approached the Village formally. Brad stated he spoke to Superintendent Dr. Coles and he indicated he was neither for or against and remained neutral. Brad also contacted the President of the Booster's Club and he provided the pricing and she said that they didn't have the means to move forward but did appreciate the call.
It was determined to take a consensus and not wait until the next Village Board Meeting as the contractor is ready to complete the painting and expected a decision by tomorrow on how to proceed. All Trustees were in consensus except for Trustee Starkey who chose to abstain since she is a property owner in the business park. This will be ratified at the next Village Board Meeting.
12. Mayor's Report
He attended the IML Conference in Chicago and there were great sessions and a great networking event. He received an email that Storm Water Management is holding a flood proofing Expo and Workshop on October 19" at the Libertyville Sports Complex from 3-8 PM. Friday is National Manufacturing day and there will be an open house Alliance Laser Sales from 2-6 PM. The Mayor once again offered his condolences to those affected by the tragedy in Las Vegas.
13. Committee Reports & Trustee Comments
Trustee Starkey
The ICSC Chicago Deal Making Show was last week in Chicago. Staff Members Chris Miller and Deb Ogorzaly worked the show in the Lake County Partners booth and met with developers. This annual event is a great way to continue discussions with developers and Chris & Deb did a great job representing Wauconda. The TIF Joint Review Board met last week for their annual meeting. There is no new activity to report but there have been continued discussions with interested parties. The TIF fund balance is currently at $89,600. The Village Economic Development Committee will meet next Tuesday, October 10th at 5:30 pm in this room. I want to thank the Cruise Night volunteers, Public Works and the Lions Club for their excellent work making the 2017 Cruise Nights a huge success by bringing thousands of out-of-towners and local residents to Wauconda to highlight our town. Congrats to Trustee Arnswald who became a grandpa this week. What a blessing for him and his family
Trustee Arnswald
The Village Services committee meeting was held earlier this evening. He wanted to thank Don Kutinac, Ryan Jacobsen, and Chief Dave Dato. They made some good progress and they are just about finished but have a little proofreading and fact-checking to do and then they will be ready to go with the storyboards. They received a final blessing from Don which means a lot to the board. There are 4 benches and each will have a storyboard. Each bench and storyboard will represent one of the four planes on September 11, 2001. He thanked Trustee Howe for all his input as well. Thanks to all those who helped with these storyboards. Congratulations to the FBLA students on their recruitment video for the Wauconda Police Department. Trustee Arnswald also proudly announced he recently became a grandpa.
Trustee Black
Congratulations to the FBLA team for their Wauconda Police Department recruitment video. There will be a Natural Resources Committee meeting on October 17" at 5:30 PM. We had 571 cars at our last Cruise Night and a total of 2,231 cars for the season and averaged just under 560 cars a night. For all seasons combined, the Public Works has parked 6,351 cars in four years. Thank you to the business owners, residents, the Lyons Club, Cert, Explorers, volunteers and cruisers.
Trustee Howe
He thanked the FBLA students who worked on the Police Department recruitment video and stated it ties us into what Trustee Arnswald discussed regarding the 911 Memorial. He mentioned that some of the students who worked on this project weren't even born yet when this event took place. The Marketing Committee met last week and they are making good progress and a decision has almost been made on the new electronic community sign. They are hoping to tie up some loose ends and bring to, the next Village Board Meeting on 10/17 with possible completion by Thanksgiving.
Trustee Schlick
He echoed Trustee Arnswald's sentiments regarding the Village Services Committee meeting as it was very productive and he is happy with the direction they are going. It has been great to have Don Kutinac involved and to have his approval and blessing which is a huge step forward. Congratulations to the FBLA students on their video and congratulations to Chief Wermes as they
took part in the Woman's Golf Outing as celebrity caddies and the Chief won the highest bid at the outing. Congratulations to Trustee Arnswald on becoming a grandpa.
