Village of Volo Board of Trustees met November 7.

Here is the minutes provided by the Board:

The Regular Meeting of the Board of Trustees of the Village of Volo was called to order at 7:00 p.m. in the Board Room of the Volo Village Hall, Mayor Stephen Henley presiding.

Roll Call: Trustees Wagner, Johnson, Heuser, Buttita, Northam – present, Trustee Porter - absent; Village Clerk Rydberg – present.

Also present were various staff members.

Public Comment – Agenda Items: None.

Approval Of Minutes: Regular Meeting Of October 17, 2017

Special Meeting Of October 28, 2017

Mayor Henley noted that the Minutes of the Special Meeting of October 28, 2017 have not been finalized and would be considered for approval at a future meeting.

Trustee Heuser made a motion, seconded by Trustee Buttita, to approve the Minutes of the Regular Meeting of October 17, 2017. On voice vote – all “aye”. Motion Carried.

Approval: Accounts Payable – November 7, 2017

Trustee Wagner made a motion, seconded by Trustee Northam, to authorize payment of the bills as listed in the Treasurer’s Report for November 7, 2017. Roll Call: Trustees Wagner, Johnson, Heuser, Buttita, Northam – all “aye”. Motion Carried.

Ordinance No. O-17-25: Amending Various Provisions Of The Village Of Volo Zoning Ordinance Regarding Alternative Energy Systems

Trustee Heuser made a motion, seconded by Trustee Northam, to approve Ordinance No. O-17- 25, amending the Zoning Ordinance to permit wind, solar, and geothermal energy systems as accessory uses and as accessory structures, subject to certain conditions, and to establish regulations for the location, installation, operation, and maintenance of these alternative energy systems. Roll Call: Trustees Johnson, Heuser, Buttita, Northam, Wagner – all “aye”. Motion Carried.

Acceptance Of Bids / Authorization To Execute: Tree Removal

Trustee Wagner made a motion, seconded by Trustee Heuser, to accept the bids and authorize execution of a contract with Advanced Tree Care for tree removal services. Roll Call: Trustees Heuser, Buttita, Northam, Wagner, Johnson – all “aye”. Motion Carried.

Discussion: 2017 Tax Levy Amount

Administrator May reviewed the suggested tax levy, detailing the base rate, which continues the Village’s long-standing practice of voluntarily complying with the Property Tax Extension Limitation Law (PTELL), and the additional rate for Lake Michigan Water.

Trustee Johnson made a motion, seconded by Trustee Northam, to establish a levy amount of $1,386,250 and set the public hearing on the tax levy ordinance for December 5, 2017. Roll Call: Trustees Buttita, Northam, Wagner, Johnson, Heuser – all “aye”. Motion Carried.

Public Comment: A resident of Symphony Meadows commented on overnight parking enforcement in the subdivision.

Trustee Reports: None.

Mayor’s Report: None.

Adjournment

There being no further business, Trustee Heuser made a motion, seconded by Trustee Wagner, to adjourn the meeting. On voice vote – all “aye”. Motion Carried.

The meeting was adjourned at 7:17 p.m.
