City of Highwood Committee of the Whole met Feb. 6.

Here is the minutes provided by the Committee:

CALL TO ORDER by Mayor Pecaro at 6:04 P.M.

1. Roll Call Present: Mayor Pecaro, Aldermen: Grice, Falberg, Hospodarsky, Slavin Absent: Aldermen: Peterson, Fiore Also Present: City Manager Coren, City Attorney Ferolo, Administrative Assistant Litjens, Residential Zoning Administrator Tombari, City Clerk Baruffi, Intern Anand

2. Public Hearing – None

3. Review of Minutes to be Approved

3.1. City Council: January 16, 2018 3.2. Committee of the Whole: January 16, 2018 Both sets of minutes will be approved at the Regular City Council Meeting this evening.

4. Appointments (Mayor Pecaro)

5. Review of Bill Warrant List

5.1. 02/06/2018 AP Warrant List There being no concerns, the warrant list will be approved at the Regular City Council meeting this evening.

6. Unfinished Business - None

7. New Business

7.1. A Discussion on the 2017 Residential Rental Report.

Residential Zoning Official Tombari reviewed the Rental Housing Inventory & Residential Zoning report. He also presented an overview of the property improvements due to code enforcement actions.

Discussion ensued. Utilizing a drone to inspect aerially of properties in question was discussed. There is also a Digital Mapping Service which is a database of the community for housing information. The utilization of a grading system for the inspected homes is being used, and will be determined whether the system can be made public.

7.2. Consideration of a Motion Authorizing the City Manager to Enter into an Agreement with a Class A Certified Water Operator to Provide Consulting Services to the City of Highwood at a Rate of $2,400 per Month, Contingent on Approval by the City Attorney.

City Manager Coren reviewed the need for the Class A Certified Water Operator for the water plant.

7.3. An Update to the City Council on a Group of Residents Interested in Forming a Neighborhood Watch Group and a Discussion on Ways the Police Department and City Can Assist and Facilitate.

City Manager Coren reviewed the meeting with the Neighborhood Watch Group. Signage for the Neighborhood Watch Group was discussed.

7.4. A Discussion on a Request from Midwest Young Artists to Implement a Streetlight Banner Project to Highlight the Contributions of Their Organization and Give Them a Fundraising Opportunity.

City Manager Coren reviewed the Midwest Young Artists request. The design is conceptually okay, but there were additional comments of wanting the City of Highwood to be included on the banners. This will be discussed further at a future meeting.

7.5. A Discussion on a Request from Lake County to Participate in the Development of a Detailed 9-1-1 Consolidation Plan.

City Manager Coren reviewed the options with Lake County’s request. However, since the City has recently joined the group with Glenview, it was decided to not participate in the study with Lake County.

8. Executive Session (If Necessary) Moved by Alderman Falberg, seconded by Alderman Slavin to go into Executive Session. All present voting aye, motion carried. Vote: Yes: Aldermen: Falberg, Slavin, Grice, Hospodarsky Absent: Aldermen: Peterson 9. Any Action Necessary Coming Out of Executive Session Moved by Alderman Hospodarsky, seconded by Alderman Grice to end executive session, and seal the minutes until no longer sensitive. All present voting aye, by voice vote, motion carried. Mayor Pecaro ended executive session at 7:19 P.M.

Moved by Alderman Falberg, seconded by Alderman Grice to reconvene the Committee of the Whole Meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro reconvened the meeting at 7:21 P.M.

City Manager Coren updated the Council regarding developers, the proposed fountain near the 700 Sheridan Road property, and the cross training of a neighboring community for operation of the water plant.

10. Adjournment Moved by Alderman Falberg, seconded by Alderman Slavin to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:27 P.M.
