Village of Wauconda Village Board met March 20.

Here is the minutes provided by the Board:

1. Call To Order

Mayor Knight called the Regular Village Board Meeting to order in the Village Hall at 7:00 pm.

2. Pledge Of Allegiance

The Pledge of Allegiance was led by Mayor Knight.

3. Roll Call

Upon roll call by Clerk Falk-Novak, the following Trustees were present:

Trustees Starkey, Arnswald, Black, Howe, Morino, Schlick.

Quorum Present-

Also present: Kevin Timony (Village Administrator), Brad Fink (Director of Public Works), Chris Miller (Director of Building, Planning, and Zoning), Police Chief Wermes and Rudy Magna (Village Attorney)

4. Public Comment

No public comment.

5. Approval Of Agenda

9. New Business

A. (Action) Authorization to Execute an Agreement with Melrose Pyrotechnics Inc. for July 3, 2018 Fireworks Display Services for an Amount Not to Exceed $21,000 (Pg. 53)

Kevin Timony:

This is the same firm that provided services last year. Funds are raised for this event privately so the $21,000 comes from a combination of private donations and proceeds from the annual Village Golf Outing which will take place in June. This is the same amount that was paid for last year’s services.

B. (Action) Consideration for Approval of an Ordinance Approving the Recapture Agreement for Water System Extension Improvements By and Between JTW, LLC and the Village of Wauconda, Illinois (Ordinance No.2018-O-07) (Pg. 54)

Brad Fink:

The owner of 207 Wilson Avenue desires to install a watermain across from the frontage. Because it’s a costly endeavor, they are seeking support from the Village for a recapture agreement requiring future compensation from benefitted properties that may connect. This was discussed at length at the March 6, 2018 Village Services Committee meeting. Trustee Howe requested that it be noted that when they make the motion that they make it as amended to reflect the minor typographical errors in the recapture agreement.

C. (Action) Lake Michigan Water CLCJAWA West Group Expansion Easement Acquisition Funding (Pg. 67)

Brad Fink:

In May of 2017, the West Group deposited $500,000 with CLCJAWA for an easement acquisition associated with the external transmission main. To date, we acquired all but one easement and spent a total of $495,988. The Executive Director for CLCJAWA has requested us to deposit an additional $50,000 to cover the remaining easement. They do not believe the easement is going to cost this much, however, this will cover the cost (overage to be refunded back to the Village). This has been divided between Wauconda and Volo by the appropriate share resulting in a cost to Wauconda in the amount of $35,264.24.

D. (Discussion) Street and Parking Lot Closure Request from Wauconda Moose Lodge #1969 for July 2018 Fundraising Event (Pg. 68)

Kevin Timony:

The Village has received a Special Event Permit Application from the Moose Lodge for a post fund-raiser event after their Golf Outing that will be held in July. Since this does require a street and parking lot closure, he wanted to bring it to the board for discussion so they can get an answer back to the Moose Lodge so they may plan accordingly. He stated Chris Esvang was present in case the board had any questions regarding this event. This proposed closure and layout follows the formerly approved layout for the Blues, Brews & Burger Fest. The Mayor asked Chris about the 4:00 am to 11:00 pm closing (on Mill between Main and Maple) on the map which was included in the board packet and the municipal parking lot from 2:00 pm – 11:00 pm. Chris stated that this is where they are going to have a very large pig roaster and it would not be safe for vehicles to pass by. He also mentioned that the lot behind Bliss would remain open for business and residential access. He also mentioned that signs will be posted by Public Works making people aware that the lot will be closed at 2:00 pm. Chris stated they will also give ample notice and reach out to the local businesses affected in the immediate area to make them aware of this event and determine any special needs that the businesses might have. There was a consensus made to bring back to the next Village meeting as an action item for approval contingent on Chris going back to the businesses making them aware of this event and to bring back any concerns that they might need to be addressed.

10. Mayor’s Report

He thanked everyone involved with Shamrock the Block including the businesses, vendors and visitors. He mentioned that it was election night and wished everyone running good luck.

11. Committee Reports & Trustee Comments

Trustee Starkey

The Economic Development Committee and staff had a special meeting with Senators Pam Althoff and Melinda Bush to discuss transportation and legislative issues related to Wauconda. During Representative Yingling satellite office hours, she met with him as well to share our thoughts. The senators are arranging a follow-up meeting with the appropriate authorities. Tomorrow night there is a Public Hearing for the Plan Commission/ZBA at 7:00 PM regarding the conditional use permit for Wauconda Park District’s plan for the Phil’s Beach property. She also mentioned Wauconda has welcomed several new businesses: o Tractor Supply (old Dominick’s building) o Sugar Block Café Bakery in Wauconda Crossings o MagMile Brand (manufacturer of clothing and accessories) located in Chicago Cutlery building on Bonner.

She also recognized the following business anniversaries:

o Bevel Salon - 5 years

o Silver Lotus Yoga - 5 years

o Ryan Realtors - 25 years

Trustee Starkey thanked Trustees Schlick and Arnswald for representing the Village and participating in the Leprechaun Plunge while wearing their Wauconda Black Panther shirts.

Trustee Arnswald

There was no committee report. He thanked everyone involved in the Shamrock the Block and Plunge. He mentioned it was good to see so many people he didn’t know who were visiting from other towns for the event.

Trustee Black

He thanked everyone who helped put on Shamrock the Block and the Leprechaun Plunge. He mentioned how well-run these events are. This event drew a lot of people who had a really great time.

Trustee Howe

He offered his kudos to all involved in the Shamrock the Block and Leprechaun Plunge which drew big crowds for three solid days without incident. He also mentioned that the Big Bang Golf Outing will be held on June 8th. He confirmed that there will be a License and Admin Committee meeting next Tuesday, March 27th.

Trustee Schlick

There was no committee report. He thanked all who were involved with the Shamrock the Block and the Leprechaun Plunge. He also mentioned that he and Trustee Arnswald were awarded the “Judge’s Choice” award at the Leprechaun Plunge.

Trustee Morino

No comments.
