City of Highwood Committee of the Whole met July 3.

Here is the minutes provided by the Committee:

Call To Order by Mayor Pecaro at 6:07 p.m.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Falberg, Hospodarsky, Peterson, Alderman Fiore arrived at 6:26 p.m.

Absent: Aldermen: Grice, Slavin

Also Present: City Manager Coren, Assistant City Manager Martin, City Attorney Ferolo, City Clerk Baruffi

3. Review of Minutes to be Approved

City Council: June 19, 2018

Committee of the Whole: June 19, 2018

Both sets of minutes will be approved at the Regular City Council Meeting.

The Comcast Cable was discussed.

It was announced the Highwood portion of the Town of Ft. Sheridan parkway trees will be maintained by the City.

7. New Business

7.1. Consideration of a Resolution Regarding Approval of an Awning Sign, Door Sign,

Window Band Sign and Two Variations to the Appearance Code (City Code Chapter 10-3) for “The Smilelist ” Family Dental Clinic (410 Green Bay Road).

Discussion ensued. The Council has requested the minutes from ARC meeting be included in the packets. For the Smilelist signage the S which includes the logo on the side panel of the awning was discussed. The ARC recommendation was not to include the writing on the side panel as a logo is included. City Manager Coren gave Prya Boinpally an option for the awning of if it passes tonight there will be no S on the side of the awning or to wait two weeks to the next meeting to discuss further whether or not the S would be approved. Prya Boinpally of The Smilelist chose to have the awning made without the S on the side panel.

7.2. Consideration of a Resolution Regarding Approval of Two Wall Signs and Door Sign and Two Variations to the Appearance Review Code (City Code Chapter 10-3) for “Honey Bay ’s BBQ” (148 Green Bay Road).

Discussion ensued. The boxes are already up on the building from the previous tenant. Although the boxes would not be lit, the Council were not in favor as a whole of the signs being placed on the boxes with gooseneck lighting. It was decided to invite the applicant to the next meeting to further discuss their signage. City Attorney Ferolo suggested the usage of a TIF incentive program for signage or a matching program for the signage.

7.3. Consideration of an Ordinance on Salary and Compensation for the City of Highwood for the FYE 2019 Budget.

This will be approved at the Regular City Council Meeting this evening.

7.4. A Discussion on the Small Cell Deployment Act.

City Attorney Ferolo explained the small cell deployment act which allows the telecommunications industry to roll out a 5G telecommunications network in the next several years with minimal input by local governments regarding the placement of small cell installations. There will be an Ordinance prepared for the July 17, 2018, meeting, which will include the controls the City is allowed. The annual fee limit is up to $200.00.

7.5. A Discussion on the Sandwich Board Sign Ordinance.

City Manager Coren clarified that Valet signs are different. The sandwich board signs are not allowed in the streets and need to be brought in nightly. The CSO and Clerk will work on the signage for the August 7th meeting.

7.6. A Discussion on the Draft City of Highwood – Housing Improvement Grant.

Assistant City Manager Martin gave an overview of the housing improvement grant. The grant program would have a limited amount of monies available and a committee would be set up to review the prospective projects. The projects that would be considered are those that reduce residential density or projects that eliminate non-conforming zoning.

7.7. A Discussion on the NSSRA Capital and Facility Acquisition Plan.

This will be discussed at a future meeting.

Lucy Hospodarsky, Highwood Library Board President, reviewed the library issues. The library plans to stay under $10,000.00 for the services of a consultant to review the library services. The reason for a consultant would be to determine the direction of the library and the delivery of the services.

Lucy also reviewed the library building issues of creation of the building master plan. Some of the building concerns are: roofing, concrete stoop, tuck pointing, and structural issues and window leakage issues both in the east meeting room.
