City of Highwood City Council met Nov. 6.

Here is the minutes provided by the council:

CALL TO ORDER by Mayor Pecaro at 7:35 P.M.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Falberg, Hospodarsky, Fiore, Peterson, Slavin

Also Present: City Manager Coren, City Attorney Ferolo, Assistant City Manager Martin, City Clerk Baruffi, Accounts Payable Litjens

2. Pledge of Allegiance

All in attendance recited the Pledge of Allegiance

3. Review of Minutes to be Approved

3.1. Moved by Alderman Peterson, seconded by Alderman Fiore to approve the City Council: October 16, 2018 minutes with a correction. All present voting aye, by voice vote, motion carried.

3.2. Moved by Alderman Peterson, seconded by Alderman Fiore to approve the Committee of the Whole: October 16, 2018 minutes with a correction. All present voting aye, by voice vote, motion carried.

3.3. Moved by Alderman Peterson, seconded by Alderman Fiore to approve the Strategic Planning: October 09, 2018 minutes with a correction. All present voting aye by voice vote, motion carried.

4. Appointments (Mayor Pecaro)

5. Approval of Warrant List:

5.1. Moved by Alderman Peterson, seconded by Alderman Fiore to pay the 11/06/2018 AP Warrant List as presented. All present voting aye, motion carried.

9.1. Moved by Alderman Slavin, seconded by Alderman Hospodarsky to approve the September 2018 Treasurer ’s Report as presented during the Committee of the Whole Meeting. All present voting aye, by voice vote, motion carried.

12.1. 18-R-31 Moved by Alderman Peterson, seconded by Alderman Fiore to approve the variance by way of Resolution and Resolution Approving an ARC Application for Window Signs at Street Level Studios Including Two Variations to the City Code to Allow for Two Window Signs-One Per Façade-And to Allow for Goods and Services to be Located at 9 Highwood Avenue/250 Waukegan Avenue. All present voting aye, motion carried.

12.2. 18-O-23 Moved by Alderman Peterson, seconded by Alderman Falberg to waive the first reading and approve an Ordinance Authorizing a Redevelopment of Land at 246 Green Bay Road and Comprising a Part of the Downtown TIF Redevelopment Project Area of the City of Highwood, Lake County, Illinois. With changes to the contract. All present voting aye, motion carried.

12.3. 18-R-32 Moved by Alderman Fiore, seconded by Alderman Peterson to authorize a Resolution of the Corporate Authorities to Determine the Amount of the Tax Levy for the 2018 Tax Year. All present voting aye, motion carried.

12.4. Moved by Alderman Fiore, seconded by Alderman Peterson to approve a Motion Agreeing to an Amended Fee Structure for Klein, Thorpe & Jenkins Legal Fees. All present voting aye, motion carried.

Vote:

Yes: Aldermen: Fiore, Peterson, Falberg, Hospodarsky, Slavin This will be a $5.00 increase per hour, effective January 1, 2019.

12.5. 18-R-33 Moved by Alderman Fiore, seconded by Alderman Peterson to authorize a Resolution Authorizing the Execution of a Contract with Azavar Audit Solutions Regarding Recapturing Missed Municipal Revenue. All present voting aye, by voice vote, motion carried.

12.6. Moved by Alderman Slavin, seconded by Alderman Peterson the Approval of the City of Highwood Housing Improvement Program Grant. All present voting aye, by voice vote, motion carried.

The guidelines for the Housing Improvement Program (HIP) program will be posted on the website, Facebook, and shared with local realtors to name a few of the public relation avenues.

15. Adjournment Moved by Alderman Fiore, seconded by Alderman Hospodarsky to adjourn. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:53 P.M.
