Councilman Kaufman moved to approve the minutes of the Regular Meeting of the City Council held on January 28, 2019, as amended. Councilman Stolberg seconded the motion. Upon a voice vote, the Mayor declared the motion passed unanimously.

1. Focus on the Arts 2019
Mayor Rotering provided information related to Focus on the Arts that will take place on April 9, April 11, and April 12 at Highland Park High School. She proclaimed April 9 - 12, 2019 as Focus on the Arts Week.
C. Other business
1. Highland Park History Project
Mayor Rotering explained that the HP150 History and Lakefront Committee, in partnership with the Highland Park Historical Society, is seeking submissions for the Highland Park History Project Competition. She stated that adult submissions are due May 1 and Youth submissions are due June 1 and judging will be blind. She stated that the winners will be announced at the HP150 Big Bash on July 4th.
2. Pot Holes
Mayor Rotering reminded residents that pot holes appear after the winter’s freeze/thaw cycle and asked that residents report pot holes to the City's Public Works Department.
3. Mayor's State of the City
The Mayor delivered her State of the City address.

Stephen Freiden, Highland Park resident, asked for clarification as to how the RM1 Zoning, where the Greenberg Radiology business was previously located, would allow for a 190 bed senior living facility.
City Manager Neukirch provided information as to the status of the property and a neighborhood meeting that had previously taken place. She provided information on the Plan and Design Commission process.
Mayor Rotering stated that the process is very public and there will be many opportunities available to the public to provide their thoughts and feedback regarding any proposed development on the site

Rick Heineman, Highland Park resident, voiced his support and appreciation for the work that has been conducted on this project with the City of Highwood.
Councilman Stolberg moved to approve a Resolution Approving an Intergovernmental Boundary Realignment and Planning Agreement between the City of Highland Park and Highwood. Councilman Kaufman seconded the motion. Upon a roll call vote, the Mayor declared the motion passed unanimously.

BUSINESS FROM CITY STAFF
City Manager Neukirch stated that City offices will be open on Monday, February 18, 2019 on President's Day.
Community Development Director Fontane presented information on Affordable Housing.
Councilman Holleman and Community Development Director Fontane discussed the timeline for the review of affordable housing. They discussed the difference between low-income housing and inclusionary/affordable housing.

Councilman Holleman moved to adjourn. Councilman Kaufman seconded the motion. On a voice vote, Mayor Nancy Rotering declared the motion passed unanimously.
