CALL TO ORDER

At 7:38 PM, Mayor Rotering called the meeting to order and asked for a roll call:

ROLL CALL

PRESENT:              Mayor Rotering, Councilmen Stolberg, Kaufman, Knobel, Holleman

ABSENT:                Councilmen Stone, Blumberg

STAFF PRESENT: City Manager Neukirch, Fire Chief Amidei, Community Development Director Fontane, Police Chief Jogmen, Public Works Director Kanapareddy, Assistant City Manager Sabo, Deputy City Clerk Palbitska

APPROVAL OF MINUTES

     1. Approval of the Minutes of the Regular City Council Meeting Held on January 28, 2019

          Councilman Kaufman moved to approve the minutes of the Regular Meeting of the City Council held on January 28, 2019, as amended. Councilman Stolberg seconded the motion. Upon a voice vote, the Mayor declared the motion passed unanimously.

     RESULT:        ADOPTED AS AMENDED [UNANIMOUS]

APPROVAL OF WARRANT LIST

     1. Warrant List and Wire Transfers from January 17, 2019 to January 31, 2019

           Councilman Kaufman moved to approve the Warrant List. Councilman Holleman seconded the motion. Upon a roll call vote, the Mayor declared the motion passed unanimously.

     RESULT:         ADOPTED [UNANIMOUS]

      A. Appointments

               There were none.

     B. Proclamations

          1. Focus on the Arts 2019

                Mayor Rotering provided information related to Focus on the Arts that will take place on April 9, April 11, and April 12 at Highland Park High School. She proclaimed April 9 - 12, 2019 as Focus on the Arts Week.

     C. Other business

           1. Highland Park History Project

                Mayor Rotering explained that the HP150 History and Lakefront Committee, in partnership with the Highland Park Historical Society, is seeking submissions for the Highland Park History Project Competition. She stated that adult submissions are due May 1 and Youth submissions are due June 1 and judging will be blind. She stated that the winners will be announced at the HP150 Big Bash on July 4th.

           2. Pot Holes

                Mayor Rotering reminded residents that pot holes appear after the winter’s freeze/thaw cycle and asked that residents report pot holes to the City's Public Works Department.

           3. Mayor's State of the City

                The Mayor delivered her State of the City address.

BUSINESS FROM THE PUBLIC (Citizens wishing to be heard regarding items not listed on this agenda)

Stephen Freiden, Highland Park resident, asked for clarification as to how the RM1 Zoning, where the Greenberg Radiology business was previously located, would allow for a 190 bed senior living facility.

City Manager Neukirch provided information as to the status of the property and a neighborhood meeting that had previously taken place. She provided information on the Plan and Design Commission process.

Mayor Rotering stated that the process is very public and there will be many opportunities available to the public to provide their thoughts and feedback regarding any proposed development on the site

         Mayor Rotering removed item 13 from omnibus vote consideration.

         Councilman Stolberg moved to approve items 1-12 by omnibus vote consideration.

         Councilman Kaufman seconded the motion. Upon a roll call vote, the Mayor declared the motion passed unanimously.

     2.Adoption of an Ordinance (O12-2019) by omnibus vote consideration titled, “An Ordinance Amending the Annual Budget of the City of Highland Park, County of Lake, State of Illinois, for the Fiscal Year Beginning January 1, 2019 and Ending December 31, 2019 for Highland Park Country Club and Senior Services Operations”.

     3.Adoption of a Resolution (R19-2019) by omnibus vote consideration titled, “A Resolution Amending the Compensation Plan For City Employees During the Period January 1, 2019 – December 31, 2019”.

     4.Adoption of a Resolution (R20-2019) by omnibus vote consideration titled, “A Resolution Authorizing the City Manager to Execute Agreements for the Rental of Event Rooms at the Highland Park Country Club”.

     5.Adoption of a Resolution (R21-2019) by omnibus vote consideration titled, “A Resolution Approving a Contract between the City of Highland Park and Sheridan Estate Sales II Inc. for Estate Sale Services at the Firehouse Youth Center”.

     6.Adoption of a Resolution (R22-2019) by omnibus vote consideration titled, “A Resolution Approving an Agreement between the City of Highland Park and Szaboworks Inc. for the Purchase of Public Art”.

     7.Adoption of an Ordinance (O13-2019) by omnibus vote consideration titled, “An Ordinance Amending the Annual Budget of the City of Highland Park, County of Lake, State of Illinois, for the Fiscal Year Beginning January 1, 2019 and Ending December 31, 2019 for the Fiber Optic Infrastructure Network Project.”.

     8.Ordinances Approving Abatements for 2018 Debt Service Levy

           a.Adoption of an Ordinance (O14-2019) by omnibus vote consideration titled, “An Ordinance Abating Certain Taxes Levied Pursuant to Ordinance No. 27-10 For the Tax Year 2018 by the City of Highland Park, Lake County, Illinois”.

          b.Adoption of an Ordinance (O15-2019) by omnibus vote consideration titled, “An Ordinance Abating Certain Taxes Levied Pursuant to Ordinance No. 39-10 For the Tax Year 2018 by the City of Highland Park, Lake County, Illinois”.

          c.Adoption of an Ordinance (O16-2019) by omnibus vote consideration titled, “An Ordinance Abating Certain Taxes Levied Pursuant to Ordinance No. 81-11 For the Tax Year 2018 by the City of Highland Park, Lake County, Illinois”.

     10.Adoption of an Ordinance (O24-2019) by omnibus vote consideration titled, “An Ordinance Amending the Annual Budget of the City of Highland Park, County of Lake, State of Illinois, for the Fiscal Year Beginning January 1, 2019 and Ending December 31, 2019 Related to General, Multimodal, Street Capital, Water, Storm and Sanitary Funds”.

     11.Adoption of a Resolution (R24-2019) by omnibus vote consideration titled, “A Resolution Authorizing Award of the 2019 Unit Price Tree Purchasing Program Contracts to Multiple Vendors”.

     12.Adoption of a Resolution (R25-2019) by omnibus vote consideration titled, “A Resolution Authorizing the Award of the 2019 Unit Price Tree Planting Program Contract to Guy Scopelliti Landscape of Highland Park, Illinois”.

       ITEMS REMOVED FROM OMNIBUS VOTE CONSIDERATION

     13. Adoption of a Resolution (R26-2019) by titled, “A Resolution Approving an Intergovernmental Boundary Realignment and Planning Agreement with the City of Highwood”.

           Rick Heineman, Highland Park resident, voiced his support and appreciation for the work that has been conducted on this project with the City of Highwood.

           Councilman Stolberg moved to approve a Resolution Approving an Intergovernmental Boundary Realignment and Planning Agreement between the City of Highland Park and Highwood. Councilman Kaufman seconded the motion. Upon a roll call vote, the Mayor declared the motion passed unanimously.

     RESULT:         ADOPTED [UNANIMOUS]

     A. Highland Park Public Library Report - Councilman Kaufman

           Councilman Kaufman provided a report on the Highland Park Public Library.

     B. North Shore School District 112 Report - Councilman Knobel

           Councilman Kaufman provided a report on North Shore School District 112.

BUSINESS FROM CITY STAFF

City Manager Neukirch stated that City offices will be open on Monday, February 18, 2019 on President's Day.

Community Development Director Fontane presented information on Affordable Housing.

Councilman Holleman and Community Development Director Fontane discussed the timeline for the review of affordable housing. They discussed the difference between low-income housing and inclusionary/affordable housing.

ADJOURNMENT

Councilman Holleman moved to adjourn. Councilman Kaufman seconded the motion. On a voice vote, Mayor Nancy Rotering declared the motion passed unanimously.

The City Council adjourned its meeting at 8:13 PM.
