City of Highwood Committee of the Whole met March 05.

Here is the minutes as provided by the committee:

CALL TO ORDER by Mayor Pecaro at 7:40 P.M.


      1. Roll Call

Present: Mayor Pecaro, Aldermen: Falberg, Hospodarsky, Levi, Peterson, Slavin

Absent: Alderman Fiore

Also Present: City Manager Coren, City Attorney Ferolo, Assistant City Manager Martin, Administrative Assistant Litjens, City Clerk Baruffi

      2. Public Hearing - None

      3. Review of Minutes to be Approved

            3.1. City Council: February 19 , 2019

            3.2. Committee of the Whole: February 19, 2019

Both sets of minutes will be approved at the Regular City Council Meeting.

      4. Appointments (Mayor Pecaro)

      5. Review of Bill Warrant List

            5.1. 03/05/2019 AP Warrant List

The salt purchases were higher this period as we not only had services from SE Services, but also purchased salt from Beach Park.

The Ripple Publicist billing was discussed in detail.

      6. Unfinished Business - None

      7. New Business

Consideration of a Resolution Approving an ARC Application for a New Wall Sign at the New Pho

                           Nam Bac Restaurant Located at 114 Washington Avenue.

Jin, of Sign Graphics in Chicago presented the sign for the owner. The original sign submitted to the Appearance Review Committee (ARC) was Vietnamese Noodle Soup, but was suggested by the ARC to change to Vietnamese Cuisine. The Council consensus was which ever wording the owner and staff agree upon would be approved.

             7.1 A Presentation by T im Dilsaver with PACE Bus Signs Around the City of Highwood. Tim Dilsaver and Doug Sullivan presented the proposed PACE bus sign placements. Discussion ensued. The following are the approved signage and locations.

                       Northbound Sheridan and First Street: as presented

             -Northbound Walker and Waukegan Avenue: as presented

             -Northbound Green Bay and Sheridan: as presented

             -Northbound Green Bay and North Avenue: move to the utility pole located directly North of 410 Green Bay Road.

            -Northbound Green Bay Road and Highwood Avenue: must be changed to a decorative pole, location is approved.

            -Northbound Prairie and Everts: eliminate pole, move to adjacent utility pole

            -Northbound Prairie and High Street: as presented

            -Northbound Prairie and South Central: no pole permitted, eliminate pole entirely

            -Northbound Prairie and Western: eliminate pole, move to adjacent utility pole

            -Northbound Sheridan Road and Webster: eliminate pole, move to decorative pole on East side of sidewalk

            -Northbound Sheridan Road and Clay: Add decorative pole in concrete placement directly West of the landscape bed

            -Southbound Sheridan Road and Bank Lane: Add decorative pole in concrete placement directly East of the landscape bed

            -Southbound Sheridan Road and First Street: as presented

            -Southbound Sheridan Road/Waukegan/Walker: Eliminate pole and sign

             7.2 Consideration of an Ordinance Amending 10-3-5: ”Appearance Review Committee ; Procedure ’s” to Increase the Number of Members from Five to Seven.

The Council is in agreement.

            7.3 A Discussion on Mobile Food Vendors in the City of Highwood. Discussion ensure of many options. This will be reviewed at a later meeting.

            7.4 A Discussion on the Part-Time Police Officer Program in Highwood. Council agreed on a $2.00, $1.00, $1.00 increase per hour over the next 3 years, since their rate of pay has not been increased in 8 years, and it would put them more in line with area part-time officers.

            7.5 A Discussion on Planning Roadway Improvements for the 2020 Construction Year.

The roads being considered for improvements are: Everts, Elm, Summit, Oak Terrace, Maple, Wrendale, and Oakridge.

It was agreed to cancel the next Council Meeting on April 2 nd as it is Election Day.

      8. Executive Session (If Necessary)

Moved by Alderman Slavin, seconded by Alderman Hospodarsky to go into Executive Session to discuss 2C1 and 2C5. All present voting aye, motion carried. Mayor Pecaro called the Executive Session at 7:27 P.M.

Vote:

Yes: Aldermen: Slavin, Hospodarsky, Peterson, Levi, Falberg

Absent: Alderman Fiore

Moved by Alderman Levi, seconded by Alderman Slavin to end the executive session. All present voting aye, motion carried

      9. Moved by Alderman Levi, seconded by Alderman Slavin to end the executive session and seal the minutes until no longer sensitive. All present voting aye, by voice vote, motion carried. Mayor Pecaro ended executive session at 7:38 P.M.

Moved by Alderman Peterson, seconded by Alderman Levi to reconvene the Committee of the Whole Meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro reconvened the Committee of the Whole Meeting at 7:39 P.M.

      10. Adjournment

Moved by Alderman Levi, seconded by Alderman Peterson to adjourn the meeting. All present voting aye by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:39 P.M.
