City of Highwood Committee of the Whole met June 4.

Here is the agenda provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:13 P.M.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Falberg, Levi, Peterson, Alderman Slavin arrived at 6:18 P.M. Absent: Aldermen: Hospodarsky, Fiore

Also Present: City Manager Coren, City Attorney Ferolo, City Clerk Baruffi

2. Public Hearing - None

3. Review of Minutes to be Approved

3.1. City Council: May 21, 2019

3.2. Committee of the Whole: May 21, 2019

Both sets of minutes will be approved at the Regular City Council Meeting this evening.

4. Appointments (Mayor Pecaro)

4.1. Dan Wertheimer – ARC Appointment

4.2. Paul Jaimes – ARC Appointment

Both persons will be approved for appointment at the Regular City Council Meeting.

5. Review of Bill Warrant List

5.1. 06/04/2019 AP Warrant List

City Manager Coren stated the payment for the capital project is the 1st payment for A-Lamp.

6. Unfinished Business - None

7. New Business

7.1 Consideration of a Motion Authorizing the City Manager to Work with the Highwood Chamber of Commerce and Street Level Studios to Implement New Street Light Banners in Highwood.

City Manager Coren explained the City is paying for the banners, while the Chamber sells sponsorships, of which the City will recoup 50%. The City will also pay for the installation and repair costs of the banners. Carolyn Cerf of the Chamber, and Tanya Fretheim of Street Level Studio presented concept for the 169 banners. Discussion ensued. It was agreed to replace the word Inclusion with the work Diversity.

7.2 Consideration of a Resolution Approving an ARC Application for Façade Renovation at 318 & 320 Green Bay Road.

The City has received a TIF façade grant application from Michael Koenitz-Hudac, of the Preservations Properties Group. He is removing the electrical wires, enhancing the facade, and replacing the roof with a metal roof. He will not have extending window air conditioners, but the floor models with a flush fan that goes into the lower window.

7.3 Consideration of a TIF District Façade Improvement Grant Award – 318 & 320 Green Bay Road.

Only the product and materials are reimbursable through the grant, not the labor.

7.4 Consideration of a Motion Approving the FYE 2020 Budget. City Manager Coren reviewed the Fiscal Year 2020 budget.

7.5 Consideration of a Motion Updating the Capital Projects Plan for FYE 2020 – FYE 2022 and Authorizing the City Manager to Enter into an Agreement with Christopher Burke Engineering to Complete the Engineering for the FYE 2021 Plan in an Amount not to Exceed $14,500.

Fiscal Year 2020: Resurface: Everts, Mears, and the north section of Morgan Fiscal Year 2021: Resurface: Wrendale, Morgan (Prairie to Elm)

Reconstruct: Elm and Burtis

Fiscal Year 2022: Resurface: Jeffreys, Oakridge, Summit,

Reconstruct: Oak Terrace and Maple

7.6 Consideration of a Motion Accepting a Proposal to Add Memorial Benches and Trash Receptacles to Pleasant Park.

Discussion ensued. The Council agreed that the sponsorship opportunities for the park should be placed on the website for anyone to contribute for memorials.

7.7 A Discussion on Separating the Cost of Fire and Emergency Services from the General Corporate Property Tax Levy in Future Years.

City Manager Coren explained separating the cost of fire and emergency services from the general corporate would allow the City greater flexibility for the tax levy.

Note: Alderman Peterson left at 7:15 and returned at 7:17 P.M.

7.8 A Discussion on the Intersection at Highwood Avenue and Green Bay Road.

The stop signs and right of way coming over the railroad tracks into the intersection was discussed.

Moved by Alderman Slavin, seconded by Alderman Levi to go into Executive Session to discuss 2C5, Real Estate. All present voting aye, motion carried. The Council went into Executive Session at 7:19 P.M.

Moved by Alderman Peterson, seconded by Alderman Slavin to end Executive Session. All present voting aye, by voice vote, motion carried. Mayor Pecaro ended Executive Session at 7:24 P.M. with sealing the minutes until no longer sensitive.

Moved by Alderman Falberg, seconded by Alderman Levi to reconvene the Committee of the Whole Meeting. All present voting aye, by voice vote, motion carried.

7.9 Consideration of an Ordinance Authorizing the Mayor to Execute Real Estate Contracts for the Purchase of 406 Green Bay Road (PIN 16-15-213-022), 118 North Avenue (PIN 16-15-213-021), 414 Green Bay Road (PIN 16-15-213-017), Parking Lot Next to 414 Green Bay Road (PIN 16-15-213-019), and 122 North Avenue (PIN 16-15-213-018) in Highwood, Illinois.

It is expected the closing will be on or before August 15, 2019 with a purchase price of $1.1 million.

10. Adjournment Moved by Alderman Peterson, seconded by Alderman Falberg to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:27 P.M.
