Village of Cary Village Board met June 18.
Here is the agenda provided by the board:
I. Call to Order This meeting was called to order at 6:23 p.m. by Mayor Kownick.
II. Roll Call
Present: Mayor Kownick, Trustees McAlpine, Betz, Covelli, Weinhammer, Kraus and Collier
Absent: None
Others present included Village Administrator Rife, Community Development Director Simmons, Public Works Director Morimoto, Police Chief Finlon, Finance Director DuCharme, Management Analyst Sage, Village Attorney Milluzzi and members of the audience per the sign-in sheet.
III. Pledge of Allegiance Mayor Kownick led in the recitation of the Pledge of Allegiance.
IV. Public Comments There being no comments from the public, Mayor Kownick closed Public Comments at 6:24 p.m.
V. Discussion Regarding Single-Family Detached Residential Development Fees Director Simmons provided an overview of single-family detached residential development fees for certain vacant lots within the Village,
Kim Meier, KLM Builders, provided information on his firm and the types of homes they specialize in building for communities like the Village of Cary. Mr. Meyer stated there is a growing market need for empty-nesters and retirees. As such, the impact fees for taxing bodies such as the school district are a cost to developers that do not provide a useful benefit to the purchaser. Mr. Meyer asked the Village Board to consider reducing development fees.
Trustees McAlpine, Kraus, Betz, Weinhammer and Collier stated they are supportive of the reduction of development fees. Trustee Covelli stated she is supportive of the reduction of development fees but would like to have input from the other taxing bodies.
It was the consensus of the Committee of the Whole to forward on to the July 16, 2019 Village Board Meeting the consideration for approval of the reduction development fees for single-family detached homes.
VI. Executive Session:

Mayor Kownick entertained a motion to enter into Executive Session for the purpose of discussing Litigation: Pending or Imminent, 5 ILCS 120/2(c)(11), Closed Session Minutes, Review, 5 ILCS 120/2(c)(21) and Personnel: Collective Bargaining, 5 İLCS 120/2(c)(2).
Motion:
Trustee McAlpine moved, seconded by Trustee Kraus to adjourn into Executive Session for the purpose of discussing Litigation: Pending or Imminent, 5 ILCS 120/2(c)(11), Closed Session Minutes, Review, 5 İLCS 120/2(c)(21) and Personnel: Collective Bargaining, 5 İLCS 120/2(c)(2).
Ayes: All ayes by voice vote
Nays: None
Motion Carried.
Mayor Kownick and Trustees Covelli, Betz, Collier, Kraus, McAlpine and Weinhammer entered into Executive Session at 6:54 p.m. Others present included Village Administrator Rife, Community Development Director Simmons, Chief Finlon, Director Morimoto and Village Attorney Milluzzi.
Director Simmons and Director Morimoto left Executive Session at 7:02 p.m.
After discussion, Mayor Kownick entertained a motion to exit Executive Session.
Motion:
Trustee Kraus moved, seconded by Trustee Covelli to exit Executive Session at 7:16 p.m.
Ayes: All ayes by voice vote
Nays: None
Motion Carried.
VII. Adjourn There being no further items to discuss, a MOTION was made to adjourn the meeting at 7:17 p.m.

SECOND: Trustee McAlpine
The Voice Vote noted all ayes and the motion carried.
