CITY OF WAUKEGAN: CDBG 5 Year Consolidated Planning Process

City of Waukegan issued the following announcement on Sept. 19.

CITY OF WAUKEGAN, IL

2020-2024 - FIVE YEAR CONSOLIDATED PLANNING PROCESS

COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM,

HOME Investment Partnerships (HOME) Program,

AND AFFIRMATIVELY FURTHERING FAIR HOUSING

The City of Waukegan is preparing its 2020-2024 Five Year Consolidated Plan, 2020 Annual Action Plan, and Analysis of Impediments to Fair Housing Choice. The City must submit these plans to the U.S. Department of Housing and Urban Development (HUD) to receive Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds.

The CDBG Entitlement Program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing, a suitable living environment, and by expanding economic opportunities, principally for low to moderate-income persons. The HOME entitlement program allocates annual grants to larger cities and urban counties to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low to moderate-income people.

As a federal entitlement community under HUD’s CDBG Program, the City is required to affirmatively further fair housing under Section 808 of the Fair Housing Act. To affirmatively further fair housing, the City must conduct an analysis to identify impediments to fair housing choice within the jurisdiction and take appropriate actions to overcome the effects of any impediments identified through the analysis. The Analysis of Impediments is a planning document that examines any public or private actions that have the effect of restricting housing choice or the availability of housing, based on an individual’s race, color, religion, sex, disability, familial status, or national origin.

Input from the community is vital to the creation and implementation of these plans. The following public hearings will be held to discuss the housing and community development needs, as well as impediments to fair housing choice:
