City of Highwood Committee of the Whole met Oct. 1.

Here is the minutes provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:03 P.M.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Falberg, Hospodarsky, Fiore, Peterson, Slavin

Absent: Alderman Levi

Also Present: City Manager Coren, City Attorney Jablecki, City Clerk Baruffi, Assistant City Manager Martin, Administrative Assistant Litjens

2. Public Hearing - None

3. Review of Minutes to be Approved

3.1. City Council: September 17, 2019

Will be approved at the Regular Meeting with change to 12.4. of the motion to be seconded by Alderman Hospodarsky, not Alderman Levi.

3.2. Committee of the Whole: September 17, 2019

Will be approved at the Regular Meeting with change to 7.1 from many students to nine students.

4. Appointments (Mayor Pecaro)

5. Review of Bill Warrant List

5.1. 10/01/2019 AP Warrant List

There is a check to the City of Highwood Park for Fort Sheridan Lift Station Rehab at a cost of $226,398.14.

Commercial Façade Grants awarded to: Preservation Properties, Doris’ Bridal, and Papa Willie’s.

6. Unfinished Business

Ruth Flood, a Gurnee resident spoke to the Council regarding her issues with the US Bank.

7. New Business

7.1 Consideration of a Resolution Approving an ARC Application for Signage at Street Level Studio, Located at 214 Green Bay Road.

Tonya Fretheim and Garry Shumaker presented the signage and canopy for the building, keeping in mind the architecture of the building. The Council will approve the signage and canopy at the Regular City Council Meeting this evening.

7.2 Consideration of an Ordinance Amending the City of Highwood Zoning Ordinance with Regard to Zoning Restrictions for Recreational Cannabis Business Establishments.

The location of the establishments would be in a commercially zoned area in the core of the downtown. Barbara Denecker voiced her opinion of being drug free.

There is a State Law of 1500 feet between facilities.

Per the zoning regulations for the City, a special use permit will be required.

7.3 Consideration of an Ordinance Adding Title 4 Chapter 21 “Cannabis Business Establishments” to the Highwood City Code.

Correction to Chapter 13, section 4-21-3: License Eligibility: changing Title 10 to Title 11.

7.4 Consideration of a Motion Authorizing the City Manager to Sign a Master License Agreement for the Co-Location of Small Wireless Facilities Located within the City of Highwood Municipal Rights of Way.

Attorney Jablecki clarified the agreement. This agreement requires the payment of $200.00 per year per facility.

7.5 Consideration of a Motion Approving a Complete Streets Policy for the City of Highwood.

Currently, the City has a Comprehensive Plan, Transit Oriented Development Plan, and a Commercial Zoning Plan. The complete street policy would allow for the best a more concise plan that would allow for best practices for various users.

7.6 A Presentation by Carmen Patlan, Executive Director of the Highwood Library, on Achievements at the Library in 2019.

Carmen provided a 6 month overview of the programs being provided at the Highwood Public Library for both adults and children. Some of the programs are, but not limited to, GED classes, citizenship, Zumba classes, assistance with homework, robotics, SAT/ACT practice testing, comic book club, and youth coding program. The library is averaging 1000 visits per month. Three students demonstrated a robotic arm that they built out of office supply items. Two women, Betty and Erica spoke of how their lives were changed because of the programs at the library.

There are 40 librarians chosen from across the country to go to Washington D.C. regarding the census. Carmen is one of the librarians chosen to go to Washington D.C.

The Council thanked Carmen for her support.

10. Adjournment Moved by Alderman Fiore, seconded by Alderman Hospodarsky to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:27 P.M.
