City of Park City Council met Dec. 5.

Here is the minutes provided by the council:

The City of Park City held its regular Council meeting on December 5th, 2019 at City Hall, 3355 Belvidere Road, Park City, Illinois. Mayor Steve Pannell called the meeting to order at 7:00 pm.

Pledge of Allegiance was recited

ROLL CALL – Attorney Karlovics 

Present: Aldermen Telle, Dennis, Bibian, Eaker 

In Attendance: Mayor Steve Pannell, Inspector Bernard Pondextor, City Engineer Ken Magnus, City Attorney Peter Karlovics 

Absent: Alderman Ortega, Alderman Hart

OPEN TO THE PUBLIC: 

Discussion between Big Ed’s BBQ and the residents of the City of Park City.

Rick Jacobs of 517 Greenleaf

- Main concern with the development of Big Ed’s BBQ is the issue with traffic on Greenleaf St. as this is only a two lane road.

Roxanne Casillas of Sutherland Dr.

- Main concerns include traffic, the aesthetic of Park City overall, and the odor that would be emitted from Big Ed’s BBQ.

Rene Solano of 4912 Cornell Ave

- Main concerns include the issues of additional garbage potential; the placement of Big Ed’s is not compatible with the surrounding area. Understands that the area of interest is zoned for commercial purposes, which Big Ed’s BBQ falls under.

Eddie & Katie of Big Ed’s BBQ

- Big Ed’s BBQ has been in business for 11 years, they’ve dealt with poor landlord situations and they are looking to expand their business and create a home hub for it. Understand all of the concerns expressed by the residents of Park City. This is still in the preliminary stages and there is much to be discussed before moving forward.

Esther of 4020 Lake Park

- Main concern is that Big Ed’s does not become an establishment that creates for more gaming and issues with liquor consumption. Concerns also include the increase of rodents in the area, as well as the odor that would be emitted from Big Ed’s BBQ.

Motioned by Alderman Eaker and seconded by Alderman Bibian to approve consideration of the Consent Agenda by Omnibus Vote, items A through B:

A. Approval of Regular Council Meeting Minutes – November 21st, 2019 B. Reading and Approval of Bills Payable – December 5th, 2019 It was motioned by Alderman Eaker and seconded by Alderman Bibian to approve items A through B of the Consent Agenda 

Ayes: 5 Aldermen: Telle, Dennis, Ortega, Bibian, Eaker 

Nays: 0

A. Consideration and possible approval of AN ORDINANCE LEVYING TAXES FOR THE CORPORATE PURPOSES AND OBJECTS OF THE CITY FOR THE FISCAL YEAR COMMENCING ON THE FIRST DAY OF MAY, 2019, AND ENDING ON THE THIRTIETH DAY OF APRIL, 2020. (Ordinance 2019-O-14) It was motioned by Alderman Dennis and seconded by Alderman Eaker to Approve Ordinance No. 2019-O-14. 

Ayes: 5 Aldermen: Telle, Dennis, Ortega, Bibian, Eaker 

Nays: 0

B. Consideration and possible approval of AN ORDINANCE REQURING ALL LIQUOR

LICENSEES, EXCEPT CLASS D SPECIAL EVENT LICENSEES, TO MAINTAIN A WORKING VIDEO SURVEILANCE CAMERA ON THE LICENSED PREMISES AND PROVIDING REGULATIONS AND REQUIREMENTS THEREFOR (Ordinance 2019-O-15) It was motioned by Alderman Eaker and seconded by Alderman Dennis to Approve Ordinance No. 2019-O-15. 

Ayes: 5 Aldermen: Telle, Dennis, Ortega, Bibian, Eaker 

Nays: 0

COMMITTEE REPORTS: 

A. WATER AND SEWER COMMITTEE - Chairman Dennis – Requesting that Emergency Funds be used to repair three sink holes in the city on 8th & Knight, Dixie & Ruth Wilcox. Mayor Pannell using his Emergency Spending Authority to repair the three sink holes in the amount of $4,890 to be paid out of Water & Sewer. No objections from the council. 

B. LICENSE AND FINANCE COMMITTEE – Chairman Bibian – No Report 

C. PARKS AND RECREATION – LIAISON – Alderwoman Ortega – No Report

STAFF, OFFICERS, AND COUNCIL MEMBERS COMMENTS:

A. POLICE CHIEF – Walter Holderbaum – Absent 

B. CITY ENGINEER – Kenneth Magnus – No Report 

C. BUILDING DEPARTMENT & PUBLIC WORKS – Mayor Pannell – No Report 

D. CITY INSPECTOR – Bernard Pondexter – No Report 

E. CITY ATTORNEY – Peter Karlovics – No Report. 

F. ALDERMAN BIBIAN: Alderman Bibian requested clarification in regards to Big Ed’s BBQ, per Attorney Karlovics, they would be required to install scrubbers in order to operate within the guidelines set forth by the City of Park City.

DENNIS: Alderman Dennis has invited the council to his home for an Open House holiday event after the December 19th council meeting.

G. CITY CLERK – No Comment 

H. CITY TREASURER – Absent

MAYOR’S REPORTS AND APPOINTMENTS: All appointments are for 1 year unless stated otherwise.

Mayor Pannell informed the council that the City of Park City is on the list to receive a sub- recipient grant for the 2020 Census. The Mayor is requesting the Alderman to consider being a “block” captain for each of their wards as part of the Census initiative.

Leaf Collection has been extended to the week of 12/09/2019, to include bagged leaf pick-up due to weather delays. Mayor Pannell to verify if requirement of sticker will be necessary.
