City of Highwood Committee of the Whole met Dec. 3.

Here is the minutes provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:03 P.M.

1. Roll Call

Present: Mayor Pecaro, Aldermen: Levi, Peterson, Slavin, Note: Alderman Falberg arrived 6:11 P.M.

Absent: Aldermen: Hospodarsky, Fiore

Also Present: City Manager Coren, City Attorney Jablecki, City Clerk Baruffi, Administrative Assistant Litjens

2. Public Hearing - None

3. Review of Minutes to be Approved

3.1. City Council: November 19 , 2019

3.2. Committee of the Whole: November 19 , 2019

Both sets of minutes will be approved at the Regular City Council Meeting this evening.

4. Appointments (Mayor Pecaro)

5. Review of Bill Warrant List

5.1. 12/03/2019 AP Warrant List

The warrant list will be paid at the Regular City Council Meeting.

M.E. Simpson tested all the valves, and all were good except 1 was closed, but is now open.

The water plant and grounds were discussed.

6. Unfinished Business - None

7. New Business

7.1 Consideration of a Redevelopment Agreement Concerning 438 and 440 Green Bay Road in the City of Highwood Illinois.

The redevelopment agreement was discussed as well as the difference between the TIF district being extended or not. This agreement is the first reading for the Council, so no action will be taken this evening.

There will be no commercial with this building, with parking on the 1st and 2nd floor and 4 stories of living space.

7.2 Consideration of an Ordinance Amending 1-8A-4-I: Duties to Provide the City Manager Aut hority to make Budgeted Purchases Where t he Total Cost is $20,000 or Less.

This ordinance will be passed at the Regular City Council Meeting.

7.3 A Discussion on the Fire Alarm Monitoring Program in the City of Highwood.

When 4 or more units are connected, a fire alarm monitoring system is required. It was the consensus of the Council to set a start date of around January 1st to begin the process and officially end the program May 1, 2020, as Red Center needs a 90 day notice for discontinue dispatch.

10. Adjournment Moved by Alderman Levi, seconded by Alderman Slavin to adjourn the meeting.

All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:25 P.M.
