City of Waukegan Planning and Zoning Commission met Nov. 14.

1.0 Roll Call

November 14, 2019 meeting called to order at 7:00 p.m. by Chairman Rodriguez.

Present: Commissioners Anderson (arrived 7:05 p.m.), Bill, Grimes, Haug, Hintz, Kolber, Rodriguez Absent: Commissioners Gonzalez, Griffin

Staff Present: Noelle Kischer-Lepper, Russ Tomlin, Steve Sabourin, Kathy Reinhardt

Attorney Douglas Dorando was also present.

2.0 Approval of the October 10, 2019 Minutes

Commissioner Rodriguez asked members for comments or changes. There were 2 requests for changes to the meeting minutes. Commissioner Haug needed to be documented as absent, and Zoning Calendar #2592 needed to include the vote.

Motion by Commissioner Kolber, Second by Commissioner Bill to approve the corrected Minutes of the October 10, 2019 Planning & Zoning Commission meeting.

Voice vote: all in favor, motion carried.

Absent: Commissioners Anderson, Gonzalez, Griffin

5.1 Zoning Calendar #V-5-19

Petitioner: College of Lake County

Location: Vacation of L-Shaped Alley located South of Madison Street and West of Sheridan Road

Commissioner Haug recused himself due to conflict of interest since he is an architect for this project. There being no public present for comment, and no representative of the Petitioner, Chairman Rodriguez asked for the staff report. Russ Tomlin explained that the existing “L- shaped” alley would be vacated to build an extension for the school while granting an easement for traffic to pass in the alignment of the current alley configuration. Russ confirmed that an alley would still exist.

Motion by Commissioner Grimes, Second by Commissioner Hintz to seat Commissioner Anderson. All in favor, Motion carried.

Motion by Commissioner Kolber, Second by Commissioner Grimes to approve Zoning Calendar #V-5-19, a request by Petitioner College of Lake County for Vacation of the L-shaped alley located south of Madison Street and west of Sheridan Road

AYES: Commissioner Anderson, Bill, Grimes, Hintz, Kolber, Rodriguez NAYS: None

ABSENT: Commissioners Gonzalez, Griffin

RECUSED: Commissioner Haug

Motion carried.
