City of Highwood Committee of the Whole met Feb. 4.

Here is the minutes provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:04 P.M. 

1. Roll Call

Present; Mayor Pecaro, Aldermen: Slavin, Hospodarsky, Levi, Note: Alderman Peterson arrived at 6:06 P.M.

Absent: Aldermen: Falberg, Fiore

Also Present: City Manager Coren, City Attorney Jablecki, City Treasurer Jalonek, City Clerk Baruffi, Assistant City Manager Martin, Administrative Assistant Litjens, Police Chief Wentz

2. Public Hearing - None

3. Review of Minutes to be Approved

3.1. City Council: January 0 7, 2020

3.2. Committee of the Whole: January 0 7, 2020

Both sets of minutes will be approved at the Regular City Council Meeting with the changes to the Committee of the Whole Minutes section 7.4A, the spelling of Carmen’s last name and the architect providing services pro-bono.

4. Appointments (Mayor Pecaro)

4.1. Reappointment: Rosa Stefani - Fire Pension Board

Rosa will be reappointed at the Regular City Council Meeting.

5. Review of Bill Warrant List

5.1. 01/21/2020 AP Warrant List

5.2. 02/04/2020 AP Warrant List

Both warrant lists will be approved for payment at the Regular City Council Meeting.

7. New Business

7.1 Consideration of a Resolution Approving an ARC Application for Signage at the LAX Shop Located at 108 Washington Avenue.

The LAX Shop is relocating from a neighboring community to Highwood. The Council is in agreement with the Appearance Review Committee and will approve the signage at the Regular City Council Meeting.

7.2 Consideration of a Resolution Approving an ARC Application for Signage at Loft 329 Located at 329 Waukegan Avenue.

The Council will approve the signage for Loft 329 at the Regular City Council Meeting.

7.3 A Discussion on the November 2019 Treasurer ’s Report.

7.4 A Discussion on the December 2019 Treasurer ’s Report.

Treasurer Jalonek reviewed the both the November and December Treasurer Reports.

7.5 Consideration of an Ordinance Approving an Intergovernmental Agreement Concerning an Extension of the Highwood Tax Increment Financing District.

Alderman Levi stated he works for the firm that represents School District 112 & 113 so will abstain during the vote at the Regular City Council Meeting.

7.6 Consideration of an Ordinance Adding Title 7 Chapter 10 “Automated Traffic Law Violations ” to the Highwood City Code.

The cameras would be attached to the school busses for the safety of the children getting on and off the busses. Each Police Department would review the video for the school bus stops in their jurisdiction. This agreement would be between school districts 112 & 113, the City of Highwood, the City of Highland Park and the bus company, First Student.

Alderman Levi stated he works for the firm that represents School District 112 & 113 so will abstain during the vote at the Regular City Council Meeting.

7.7 An Update on the City’s OSLAD Grant Award for Everts Park – Phase 1.

Assistant City Manager Martin presented an overview of the OSLAD grant. The City has been awarded $400,000.00 grant money. Construction is set to begin late August 2020 and complete by July 2021. There are plans to have a community celebration area to provide central location for dedications and park contributions.

7.8 A Discussion on Potential Donations and Naming Rights on the Everts Park Project. Discussion ensued regarding naming rights, donations, time period attached to naming rights. It was suggested to contact North Suburban Special Rehabilitation Association as they have guidelines in place for donations.

7.9 An Update of Plans and Programs Related to Increasing Participation in the 2020 US Census.

Assistant City Manager Martin gave an overview of the 2020 Census. Carmen Patlan, the Executive Director of the Highwood Library has received a grant for $30,000.00 for the census. Signs regarding the census will be displayed in English, Spanish, and Italian. The more accurate count of Highwood residents ensures Highwood will receive more federal funds for state and local programs. There are two events scheduled at the Highwood library March 7th for coffee and March 30th for Ice cream and a kids day at the Highwood Recreation Center on April 25th, all centered around the census. As residents complete the census data information, promotional items such as water bottles, census lollipops, beach balls, and hacky sack balls will be distributed.

7.10 Consideration of an Ordinance Amending Title 6 Chapter 1 “Police Department ” in the Highwood City Code to Amend Ranks and Provide Promotional Criteria.

This Ordinance will clarify ranks within the Police Department. The Lieutenant resigned and that rank or position is gone. The Chief will appoint the top 3 to the rank of Sergeant.

Chief Wentz reviewed an incident involving 8th grade girls.

He further stated there will be increased signage at Everts Park regarding the timeframe the park will close.

The maximum of 3% taxation for adult use cannabis has been instituted by the City. Attorney Jablecki clarified there is a 1.75% home rule tax plus the 3% tax. The new licenses would not take effect until May 1, 2020, and are limited in number.

10. Adjournment Moved by Alderman Peterson, seconded by Alderman Hospodarsky to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:08 P.M.
