City of Highwood Committee of the Whole met Feb. 18.

CALL TO ORDER By Mayor Pecaro at: 6:03 P.M.
1. Roll Call
Present: Mayor Pecaro, Aldermen: Falberg, Hospodarsky, Peterson, Slavin, Alderman Levi arrived at 6:15 P.M.
Absent: Alderman Fiore
Also Present: City Manager Coren, City Attorney Jablecki, City Clerk Baruffi, Assistant City Manager Martin, Community Development Analyst Anand, Administrative Assistant Litjens

3. Review of Minutes to be Approved
3.1. City Council: February 04, 2020

Both sets of minutes will be approved at the Regular City Council Meeting.

5.1. 02/18/2020 AP Warrant List
The warrant list was discussed and will be approved for payment at the Regular City Council Meeting.

7. New Business
7.1 Consideration of a Resolution Approving an ARC Application for a Monument Sign Located at 246 Green Bay Road.
Discussion ensued. The Resolution will be approved at the Regular City Council Meeting.
7.2 Consideration of a Resolution Approving an ARC App lication for A Multi-Family Residential Building Located at 440 Green Bay Road.
The PUD was approved in January. Brian Kolb a neighbor of the proposed building was in agreement with the escrow monies being set aside for the up to 8, 8 feet arbor vitae and sod. The brick color will be replaced with a more red tone.
7.3 Consideration of a Motion Authorizing the Mayor to Enter into an Intergovernmental Agreement for the Administration of an Automated Traffic Law Enforcement System Concerning Violations for Approaching, Overtaking and Passing a School Bus.
This will assist with the safety of children getting on and off of the school busses.
7.4 Consideration of an Ordinance Adding Title 7 Chapter 10 “Automated Traffic Law Violations ” to the Highwood City Code.
The Highwood Police Department will have the ability to issue citations at its’ sole discretion.
7.5 Consideration of an Ordinance Authorizing the Disposal of Surplus Property Owned by the City of Highwood.
This will be for the sale of the fire truck. The City will be responsible for the tire repair, fix the hose problem, for all the certificates, and the broker agreement costs.
7.6 Consideration of an Ordinance Amending 4-1-7: Classification of Licenses in the Highwood City Code to Add a Class C Liquor License.
This is for beer and wine only.
7.7 Consideration of an Ordinance Amending 4-1-7: Classification of Licenses in the Highwood City Code for Class A Liquor Licenses.
Reducing to correct number of Class A licenses.
7.8 Consideration of a Motion to Authorize the City Manager to Enter into a Professional Services Agreement with Hitchcock Design Group for the Everts Park Phase 1 Implementation.
Discussion ensued. This will be tabled tonight, giving time for attorney review. An OSLAD grant in the amount of $400,000.00 was awarded in January 2020.
Steve Conters, of Hitchcock Design gave an overview of phase 1, which after pulling permits should begin by summers end 2020 and an anticipated completion early summer 2021.
7.9 Consideration of a Motion for Authorization for Payment of Housing Improvement Grant ($10,000) for Conversion of Duplex to Single Family Home at 342 Highwood Avenue.
The Council thanked Mr. Youra, who was in the audience for a nice job on the conversion.
7.10 A Presentation on the 2019 Rental Housing Program.
Community Development Analyst Anand presented the three phases of the rental program which include rental, code enforcement, and residential downsizing.

Moved by Alderman Hospodarsky, seconded by Alderman Slavin, to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:28 P.M.
