City of Highwood Committee of the Whole met March 3.

CALL TO ORDER by Mayor Pecaro at 6:07 P.M.

Absent: Alderman Slavin

Both sets of minutes will be approved at the Regular City Council Meeting.

This is a light warrant list. The warrant list will be approved for payment at the Regular City Council Meeting.

7.1 Consideration of an Ordinance Authorizing the Disposal of Surplus Property Owned by the City of Highwood.
A letter is composed and ready to go out to the residents explaining the change in the fire alarm monitoring system. The City of Highwood will be allowing customers to select any fire alarm monitoring company effective May 1, 2020.
7.2 Consideration of an Ordinance Amending Title 6 Chapter 3 “Alarm Systems ” in the Highwood City Code to Eliminate the Requirement to Connect to a Central Answering Point.
This Ordinance will be approved at the Regular City Council Meeting.
7.3 Consideration of a Motion Authorizing the City Manager to Enter into a Professional Services Agreement with Hitchcock Design Group for the Everts Park Phase 1 Implementation.
The Council questioned the 115% reimbursement of actual cost. The Council would approve 100% reimbursement of actual cost for Hitchcock Design Group. City Manager to ascertain the rationale for the 115% reimbursement.
7.4 A Resolution Authorizing the City Manager to Spend up to $19,995 on Regular Landscape Mowing, Edging, Landscape Bed Weeding and Basic Trimming through Scopelliti Landscaping.
There will be no price increase. The Resolution will be authorized at the Regular City Council Meeting.
7.5 A Discussion on the 2021 Draft Budget.
City Manager Coren reviewed the draft budget

Moved by Alderman Fiore, seconded by Alderman Hospodarsky to go into Executive Session to discuss 2C11 and 2C6. All present voting aye, motion carried.

9. Any Action Necessary Coming Out of Executive Session
Moved by Alderman Fiore, seconded by Alderman Hospodarsky to end the executive session and seal the minutes until no longer sensitive. All present voting aye, by voice vote, motion carried.
Moved by Alderman Falberg, seconded by Alderman Fiore to reconvene the Committee of the Whole
Meeting. All present voting aye, by voice vote, motion carried.
Anthony Bilotti, Laurie Williams, and Susan Hudson presented an overview of the Collaborative Community Housing Initiative which provides housing for special needs individuals and their families.
They work with families from Evanston to Lake Bluff. More information can be obtained on their website, the CCHI.org.
