Resolution authorizing a contract with Gordon Food Service, Kenosha, Wisconsin, in the estimated annual amount of $100,000 for prime food and dairy for the Hulse Detention Center.

· Lake County contracts annually for prime food and dairy services for the Minard Hulse Juvenile Detention Center.

· The existing contract for prime food and dairy expires on April 21, 2020.

· Lake County extended Invitations to Bid to eight vendors and one bid was received. Gordon Food Service was determined to be the lowest responsive and responsible bidder.

· The term of this contract is one-year term with options to renew for four, one-year periods.

· Lake County Purchasing has been working with the apparent low bidder and respective department(s) to ensure a successful transition to the new contract.

PUBLIC WORKS, PLANNING & TRANSPORTATION

Joint resolution authorizing a contract with Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $127,589.95 for the construction of binder and surface course lifts on an existing milled surface on various roads in the Cuba Township Road District, which will be improved under the Illinois Highway Code for a total of 0.7 miles.

· There was a public call for bids, and a total of two bids were received, ranging from $127,589.95 to $132,698.25. Peter Baker and Son Company was identified as the lowest responsible bidder in the amount of $127,589.95.

· This improvement is designated as Section 20-04000-00-GM.

· There are no expenditures of County funds on this project.

Joint resolution authorizing a contract with Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $240,002.66 for the construction of binder and surface course lifts on an existing milled surface on various roads in the Cuba Township Road District, which will be improved under the Illinois Highway Code for a total of 1.3 miles.

· There was a public call for bids, and a total of three bids were received, ranging from $240,002.66 to $289,320.66. Peter Baker and Son Company was identified as the lowest responsible bidder in the amount of $240,002.66.

· This improvement is designated as Section 20-04000-01-GM.

· There are no expenditures of County funds on this project.

Joint resolution authorizing a contract with Peter Baker and Son Company, Lake Bluff, Illinois, in the amount of $175,899.42 for resurfacing and patching in Newport Township Road District.

· There was a public call for bids, and a total of two bids were received, ranging from $175,899.42 to $187,450.56. Peter Baker and Son Company was identified as the lowest responsible bidder in the amount of $175,899.42.

· This project is designated as Section 20-11000-00-GM.

· There are no expenditures of County funds on this project.

Joint resolution authorizing a contract with Patriot Pavement Maintenance, Des Plaines, Illinois, in the amount of $136,038.16 to provide for crack sealing of hot-mix asphalt and concrete pavement, where necessary, on various County highways under the Illinois Highway Code, appropriating $165,000 of Motor Fuel Tax funds.

· Lake County’s Crack Sealing Program is an annual preventive maintenance program consisting of applying crack sealing at various locations to prevent the intrusion of water and incompressible material into the cracks and to reinforce the adjacent pavement.

· There was a public call for bids, and a total of three bids were received, ranging from $136,038.16 to $159,492.58. The lowest responsible bidder is Patriot Pavement Maintenance in the amount of $136,038.16.

· This project is included in the highway improvement program with construction in 2020, and designated as Section 20-00000-04-GM.

Joint resolution authorizing a contract with Corrective Asphalt Materials, LLC, South Roxana, Illinois, in the amount of $337,890.65 for the application of a pavement rejuvenator on various County highways, appropriating $405,000 of Matching Tax funds.

· Lake County’s Pavement Rejuvenator Program is an annual preventive maintenance program consisting of applying a pavement rejuvenator, a maltene based spray, on all new hot-mix asphalt roadway surfaces completed in the prior year’s reconstruction and resurfacing projects.

· The pavement rejuvenator has been found to add about five years of life to the pavement.

· The 2020 Pavement Rejuvenator Program will include applying rejuvenator to the reconstruction and resurfacing projects from 2019.

· There was a public call for bids, and a total of one bid was received in the amount of $337,890.65. Corrective Asphalt, LLC was identified as the responsible bidder in the amount of $337,890.65.

· This project is included in the highway improvement program with construction in 2020, and designated as Section 20-00000-16-PP.

Joint resolution authorizing a contract with Chicagoland Paving Inc., Lake Zurich, Illinois, in the amount of $350,000 for annual hot-mix asphalt maintenance of various roads on the County highway system and appropriating $420,000 of Matching Tax funds.

· Lake County’s Hot-Mix Asphalt Patching Program is an annual preventive maintenance program that preserves the surface quality and extends the life of County highways.

· There was a public call for bids, and a total of four bids were received, ranging from $350,000 to $674,874.12. Chicagoland Paving Inc. was identified as the lowest responsible bidder in the amount of $350,000.

· This project is included in the highway improvement program with construction in 2020, and designated as Section 20-00000-13-GM.

FINANCIAL & ADMINISTRATIVE

7.9 20-0487

Resolution authorizing a one-year contract with CDW Government, Vernon Hills, Illinois, for Cisco SmartNet software maintenance, in the amount of $68,726.82.

· Cisco SmartNet supports all network equipment that effects network switches, virtual private network (VPN) and internet connectivity.

· Pursuant to Article 10-101 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods, services, or professional services with one or more public procurement units in accordance with an agreement.

· Lake County Information Technology (IT)/Enterprise Technology identified a cooperative purchasing contract with CDW through the National Intergovernmental Purchasing Alliance (NIPA) to procure the needed goods, services or professional services that was competitively solicited and awarded.

Resolution authorizing a one-year contract with CDW Government, Vernon Hills, Illinois, for Tintri storage support in the amount of $50,425.20.

· Tintri provides storage capabilities to all enterprise applications.

· Lake County Information Technology (IT)/Enterprise Technology, desires to continue this support agreement for one year for $50,425.20.

· The County Purchasing Division identified a cooperative purchasing contract with CDW, through the National Intergovernmental Purchasing Alliance to procure needed goods, services or professional services that was competitively solicited and awarded.

· Pursuant to Article 10-101 of the County Purchasing Ordinance, Cooperative Purchasing, the County may participate in a cooperative purchasing agreement for the procurement of goods, services or professional services with one or more public procurement units in accordance with an agreement entered into between the participants.

Resolution authorizing emergency appropriations for Fiscal Year (FY) 2020 in various funds for certain projects, items, and activities budgeted in the prior year and not completed.

· Since all unused appropriations lapse at the end of each FY, it is necessary to “carry over” unspent budget authority from one FY to the next under certain conditions as defined in the County's Budget Policies.

· These carryover requests include contracts which were unable to be completed in FY 2019 and uncompleted or ongoing projects.

· These items must be authorized through what is termed an “emergency appropriation” in order to transfer the budget authority that was previously granted in FY 2019 to FY 2020.

Resolution authorizing line-item transfers between various funds for the purpose of transferring previously approved funds in Fiscal Year (FY) 2020.

· Line-item transfers in various funds between line-items in FY 2020 budget are needed to align the budget with correct expense accounts.

· The County Board must approve line-item transfers under certain conditions.

· A listing of the various transfers is attached to the resolution.

· This action does not increase budget authority; it simply transfers previously approved budget authority.

LAW & JUDICIAL

7.13 20-0490

Joint resolution authorizing a two year contract, with renewals, with McDermott Center (doing business as Haymarket Center), Chicago, Illinois, and a two year contract, with renewals, with Abraxas (a wholly-owned subsidiary of GEO Group Inc.), Woodridge, Illinois, in the estimated amount of $670,000 for adult residential substance use treatment and other services in the Adult Probation Services Division of the Nineteenth Judicial Circuit Court Administrative Office.

The current contract for adult residential substance use treatment expires on April 30, 2020.

· There is a need to establish a contract with a vendor(s) to provide adult residential substance use treatment, recovery home services, and recovery coaching services for the Lake County Adult Probation and Psychological Services Divisions of the Nineteenth Judicial Circuit Court Administrative Office.

· Lake County extended requests to 15 vendors and received two proposals.

· In accordance with the Evaluation Criteria as established in the Request for Proposal, the Adult Probation Services and Psychological Services Divisions reviewed and determined that the proposals submitted by Haymarket Center and Abraxas are acceptable.

· This contract will be paid from Fund 250 (Probation Services Fee) and Fund 101 (General Fund) Specialty Courts and Adult Redeploy Grant funds.

HEALTH & COMMUNITY SERVICES

7.14 20-0503

Joint resolution reserving $100,000 of 2020 Video Gaming Revenue (VGR) grant funds for agency unreimbursed novel corona virus (COVID-19) emergency shelter expenses.

· Lake County’s homeless service and domestic violence agencies, in normal circumstances, provide shelter in congregate settings. Under the threat of the COVID-19 pandemic, the Federal Emergency Management Agency (FEMA) issued guidance that emergency shelter can and should be provided in non-congregate settings. Due to the widespread impact of the COVID-19 pandemic on local health and human services, additional non-congregate emergency shelter needs are anticipated.

· At its February 28, 2020 meeting, the Public Services Advisory and Review Committee (ARC) of the Lake County Housing and Community Development Commission (HCDC) discussed staff funding recommendations of $601,503 in VGR grant awards for gambling addiction treatment and behavioral-health services. With $701,503 in VGR funds budgeted in Fiscal Year 2020, $100,000 of VGR grant funds are still available.

· At this time, COVID-19 emergency shelter funding appears to be available in local, state, and federal aid packages for COVID-19 response. This reservation of VGR funds is to fund or reimburse emergency, non-congregate shelter needs including, but not limited to, reimbursing Lake County shelters for costs of emergency, non-congregate shelter. Such funding or reimbursement shall be subject to County Administrator approval and only in the event that adequate funding or reimbursements from other sources are unavailable.

FINANCIAL & ADMINISTRATIVE

7.15 20-0491

Resolution authorizing a contract with Davis Bancorp Inc., Barrington, Illinois, for armored car transport services for various Lake County departments in the amount of $63,440.

· There was a need to terminate Lake County’s existing contract for armored car transport services due to failure to perform in accordance with the contract.

· Various departments requested assistance from the Purchasing Division to identify a responsible vendor who could provide emergency services for a period of one year, with renewals, to minimize serious disruption of government funds.

· The various departments and the Purchasing Division evaluated firms providing similar services in the regional area and identified Davis Bancorp Inc. as a responsible vendor to provide continued armored car transport services to the various departments of Lake County.

· Pursuant to the Lake County Purchasing Ordinance, emergency procurements are made when a threat exists to public health, welfare, or safety, or to prevent or minimize serious disruption of government services.

· Pursuant to Article Six, Section 103, the Lake Treasurer’s Office submitted a written determination of the basis for the emergency and the certification that the selection of the vendor is appropriate.

7.16 20-0509

Resolution authorizing a Collective Bargaining Agreement between Teamsters Local 700 and Lake County Sheriff Department.

· This is a five-year agreement beginning April 17, 2017 through November 30, 2022.

· Employees will receive 2.25 percent, 2.5 percent, 2.85 percent, and three percent wage increases effective December 1, 2017, December 1, 2018, December 1, 2019, and December 1, 2020, respectively, and an increase equivalent to the wage increase of non-union employees for December 1, 2020 and December 1, 2021.

· It is projected that the cost of the general increase will be $23,440 for FY 2017, $59,653 for FY 2018, and $106,569 for FY 2019, and $ 162,351 for FY 2020.

7.17 20-0472

Resolution authorizing a one-year contract with SilkRoad, Chicago, Illinois for an applicant tracking and on-boarding solution in an amount not to exceed $39,655.

· Lake County has contracted with a third-party vendor to provide applicant tracking and on-boarding services for Human Services and the Health Department since 2014.

· The current agreement expires in April 2020 and there is a need to extend this agreement for an additional one-year term to avoid a disruption in services.

· The contract includes subscription services, user licenses, hosting service, maintenance for the applicant tracking system, and on-boarding services.

· Pursuant to Article Six, Section 102, the Purchasing Agent has approved the bid exemption on the basis of an existing long-standing successful relationship for services, and the knowledge gained through this relationship adds value integral to the services provided.

Resolution authorizing an agreement with CTL Group, Skokie, Illinois, for architectural and engineering services for construction administration services for the rehabilitation of the Lake County parking garage in the amount of $73,000.

· As part of the Fiscal Year 2020 budget processes, funding was appropriated for rehabilitation of the Lake County parking garage.

· This contract will provide construction administration services for the structural aspects of the rehabilitation of the Lake County parking garage.

· This project will replace failing asphalt and concrete, repair leaking drainpipes and waterproofing joints, provide required structural maintenance, and install new light emitting diode (LED) lighting in the parking garage.

· Implementation will provide renewal of County infrastructure and promote energy efficiency and industry best practices.

· In accordance with the Local Government Professional Services Selection Act, a firm may be selected directly by the County based on a prior satisfactory relationship and the recommended consultant is CTL Group.

Resolution ratifying a contract with Partners in Design, Riverwoods, Illinois, for architectural and engineering services for the Lake County parking garage and approving Contract Modification Number One in the amount of $16,000 for Agreement Number 20058.

· As part of the Fiscal Year 2020 budget processes, funding was appropriated for rehabilitation of the Lake County Parking Garage.

· Partners in Design was awarded the initial design contract for the architectural, mechanical, electrical and plumbing aspects of the parking garage project in the amount of $49,750 in accordance with the Local Government Professional Services Selection Act (50 ILCS 510/1 et seq) and a prior satisfactory relationship.

· Facilities and Construction has identified a need for Contract Modification Number One to increase the scope of work of the project to include construction administration services in the amount of $16,000.

· The additional scope of work includes additional hours needed to complete the construction administration services for architectural, mechanical, electrical and plumbing aspects of the parking garage project.

· This resolution ratifies the existing contract with Partners in Design and approves the contract modification in the amount of $16,000 to increase the total contract amount to $65,750.
