A motion was made by Member Cunningham, seconded by Member Simpson, to place this item on the floor.

A motion was made by member Frank, seconded by Member Vealitzek, to amend the third Whereas clause to strike “to serve for the remainder of the unexpired term; and” and replace the language with “pursuant to Section 5/25-11 of the Election Code until the next general election at which time the office shall be filled by election for the remainder of the four year term; and”

The motion to amend carried unanimously.

CHAIR'S REMARKS

Please find my report since the last County Board meeting on February 11, 2020. I am honored to serve you as Chair of the Lake County Board and I look forward to working with you and continuing our efforts on bipartisan policies and legislative matters.

COVID-19

Staff has been working diligently to ensure that Lake County Government is prepared for any disruption in services due to the coronavirus. County Administrator Gibson has been working with all relevant personnel and departments so that we can make necessary adjustments to our normal operating procedures to keep employees healthy while continuing to deliver key services to the residents of Lake County.

2020 Census

The Lake County Board established a 2020 Complete Count Committee comprised of local government leaders and representatives from social service agencies in Lake County. This Committee has been meeting monthly to share strategies and ideas to make sure every person in Lake County is counted, including hard-to-count populations.

It is critically important that all residents of Lake County are counted.

Census population data is used to determine the distribution of about $675 billion in federal funding to states and local communities.

The results also determine the number of seats each state will have in the US House of Representatives, and are used to draw congressional and state legislative districts.

Lake County loses out in approximately $1,400 per year in federal funding for every person not counted.

The U.S. Census Bureau will begin counting every resident in the United States this month.

Between March 12-20, almost every household in the United States will receive an invitation in the mail to respond to the census online

Reminder postcards and letters will be sent in late March and April.

Online reporting is available starting March 12th.

When you respond to the census, you need to include everyone living in your home on April 1, 2020.

The reporting window is open from March 12 – July 31.

A limited supply of Census 2020 Marketing Materials will be available following the Board meeting tomorrow. These items will be in Conference Room B.

30 20-0419 Ordinance amending Chapter 110, Amusement and Chapter 111, Liquor, of the Lake County Code of Ordinances.

A motion was made by Member Rummel, seconded by Member Simpson, to place this item on the floor.

A motion was made by Member Barr, seconded by Member Martini, to amend the language by adding the following sentence to the end of section 111.050 to clarify the intent of the change. “If the sale of the business is for whatever reason not finalized or the buyer is not found qualified to hold a liquor license, the current license holder shall retain said liquor license.”

The motion to amend carried unanimously.

Board of Health Report.

Novel Coronavirus:

The Health Department is closely monitoring a fast-changing outbreak of a novel (new) coronavirus (COVID-19) first identified in the city of Wuhan, China. There have been no confirmed cases of COVID-19 in Lake County. In late January, there were two confirmed cases of COVID-19 in Illinois, and both individuals fully recovered. In Cook County, a third confirmed case was reported on February 29, 2020, a fourth presumptive case was reported on March 2, 2020, and a fifth presumptive case was reported on March 5, 2020. Presumptive means the state test results have yet to be confirmed by the CDC. The current risk to the general public remains low in the United States, but local, state, and federal health officials are taking steps to prepare.

We all can take “everyday preventive actions” to prevent the spread of illness (remember the 3 C’s):

CLEAN hands often with soap and warm water for at least 20 seconds, and disinfect frequently touched objects and surfaces;

COVER your cough and sneeze with a tissue or your sleeve; and

CONTAIN germs by staying home if you are sick. Avoid close contact with people who are sick.

The Health Department has a novel coronavirus (COVID-19) webpage updated daily: www.lakecountyil.gov/coronavirus and a weekly email newsletter for COVID-19 updates. You can sign up to receive the emails on the Health Department website. Influenza

According to the CDC, Flu activity continues to be high in the United States and is expected to continue for weeks. As of February 22, 2020, there have been 10 influenza outbreaks in Long Term Care Facilities and 36

Intensive Care Unit admissions for influenza in Lake County this season. Please get your annual flu vaccine if you have not yet done so. The flu shot is your best protection against the flu and reduces your chances of having complications which could result in hospitalization.

Legionnaire’s Disease Outbreak Update

On February 5, 2020, the Health Department reported an outbreak of Legionnaires’ disease at the Brookdale Vernon Hills senior living facility. There have been 5 confirmed cases of Legionnaires’ disease, including one death. The Health Department and the Illinois Department of Public Health (IDPH) worked with the facility to

investigate possible sources of exposure to Legionella bacteria, which causes Legionnaires’ disease. Water

sampling test results detected Legionella in the facility’s water systems. Preventative measures were implemented to reduce risk of exposure.Thermal and chemical disinfection of the water system were completed in February. Since these efforts, no new cases have been reported.

Low-Cost Pet Vaccination and Microchip Clinics

The Lake County Health Department's Animal Care and Control will hold their first two low-cost pet vaccination and microchip clinics of the season:

March 28 at the Milton C. Jensen Public Works Facility (40185 Glendale Avenue, Beach Park);

April 11 at the Vernon Hills Public Works (490 Greenleaf Dr., Vernon Hills).

The clinics are from 9 a.m. to noon and are open to ALL Lake County residents. Pets are taken on a first-come, first-served basis. All animals must be at least 4 months old. Dogs must be leashed and cats placed in carriers. Only cash is accepted at the time of service. For additional information, including prices and a list of all upcoming clinic dates and locations, visit the

Ethylene Oxide Update

The Health Department, in partnership with the Village of Gurnee and City of Waukegan, continues to address concerns of ethylene oxide (EtO) emissions from Medline Industries in Waukegan and Vantage

Specialty Chemicals in Gurnee.

Phase II of outdoor air monitoring concluded on January 22, 2020, and all results have been posted to the

Health Department’s website.

Because Medline suspended its EtO operations in December, an additional 30 day period of testing has been scheduled to resume shortly after Medline resumes full operations. The third phase of monitoring is expected to start in March and will gather data on the effectiveness of Medline’s additional pollution controls.

This is National Groundwater Awareness Week

About 90,000 Lake County residents rely on groundwater from aquifers to supply their private wells.

In observance of National Groundwater Awareness Week, the Health Department is offering reduced water testing rates between March 9 and March 20 for homeowners who use well water as their primary source of drinking water.

The normal fee of $18.00 for testing for bacteria and nitrates will be reduced to $12.00. Sterile test bottles and sampling instructions are available at the Lake County Central Permit Facility (500 W. Winchester Rd., Libertyville), at the Health Department’s headquarters (3010 Grand Ave., Waukegan), and at 18 township or municipal offices located throughout Lake County. A list of locations can be found on the Health Department’s website.

Lake County Commercial Space is in High Demand

Crain’s Chicago Business recently reported that 2019 was the best year for suburban Chicago office demand since 2015, finding that the share of unleased suburban workspace has fallen for 5 straight quarters. The news is in line with recent headlines in Lake County. On the heels of Horizon Therapeutics’ purchase of the 70-acre corporate campus in Deerfield previously owned by Takeda, the former Motorola campus in Libertyville now dubbed Innovation Park Lake County, has announced a string of big wins. Lake County Partners is collaborating with the village and BECO Midwest to promote the news, and plugging new companies into Workforce Ecosystem services.

EVBox, a top provider of electrical vehicle charging solutions, is moving its new corporate headquarters and production facility into 60,000 sq. ft., where it’s expected to create an initial 120 new jobs. The company has offices in New York, San Francisco and Los Angeles, but chose Lake County for its close proximity to American customers.

Intermatic, the market leader in energy controls, has selected the campus for the company's new corporate headquarters, to open later this year and house 125 new jobs. AveXis Inc., a leading-edge gene therapy company dedicated to developing

breakthrough solutions to rare and life-threatening diseases, is expanding into 150,000 sq. ft.— thereby tripling the size of the company’s campus operations in the last 2 years. Rapidly-growing medical manufacturer and distributor Medline Industries Inc. is investing $14 million in 140,000 sq. ft. of space, where the company will bring 600 jobs to support its new national sales hub.

Down the street, MBX Systems, a provider of custom computing hardware manufacturing and related software and technology services, has expanded into a new 34,000 sq. ft. addition on its existing 84,000 sq. ft. building and signed into a long-term lease to keep its headquarters in Lake County. Lake County Partners’ analysis assisted the company in determining the best next steps for growth. The company just reported a 45% increase in new customers.

In nearby Green Oaks, NorthShore Care Supply chose to continue its growth in Lake County, with a new 173,000 sq. ft. facility set to house the company’s headquarters, quality control lab, fulfillment center, research and development. With the move, the company will make heavy investments in automation, robotics, new products and promotion.

A motion was made by Member Cunningham, seconded by Member Hewitt, that this item be to adjourn. The motion carried unanimously.
