City of Highwood Committee of the Whole met Sept. 15.

Here is the minutes provided by the committee:

As the City of Highwood continues to follow social distancing requirements the City Council meeting will be held on the front lawn of City Hall beginning at 6:00 PM weather permitting. In the case of inclement weather the meeting will be held in the Council Chambers while following social distancing guidelines and safety precautions.

The City of Highwood remains united in ensuring the safety and health of our community and our employees.

CALL TO ORDER by Mayor Pecaro at 6:07 P.M.

1. Roll Call

Present: Aldermen Fiore, Slavin, Hospodarsky, Falberg and Peterson

Absent:

Late Arrival: Alderman Levi at 6:11P.M.

Also Present: City Manager Coren, City Attorney Jablecki and Administrative Litjens.

2. Public Hearing - None

3. Review of Minutes to be Approved

3.1. City Council: August 18, 2020

Minutes will be approved at the Regular City Council Meeting.

3.2. Committee of the Whole: August 18, 2020

Minutes will be approved at the Regular Council Meeting.

4. Appointments (Mayor Pecaro)

4.1. Scott Coren - City Clerk

Appointment will be approved at the Regular Council Meeting.

5. Review of Bill Warrant List

5.1. 09/08/2020 AP Warrant List

The Warrant List will be approved for payment as presented at the Regular City Council Meeting.

5.2. 09/15/2020 AP Warrant List

The Warrant List will be approved for payment as presented at the Regular City Council Meeting.

7. New Business

7.1 A Proclamation Announcing Highwood Design Week.

A Proclamation will be presented at the Regular City Council Meeting. It was also noted the dog houses around the downtown are being auctioned to help support the Everts Park Project.

7.2 A Presentation by Library Director Carmen Patlan on Library Programs and Initiatives.

Library Board President Lucy Hospodarsky shared her pride in the successes and positive growth of the Library. Library Director Carmen Patlan shared the online conversion of certain programs assisting in mitigating Covid-19. Some programs to note are computer classes for older residents, ESL and tutoring. Grants were also awarded from the Highland Park Community Foundation and the Lake County Health Department for PPE kits and for a possible learning pod, a designated space for tutoring.

7.3 A Discussion on the July 2020 Treasurer’s Report.

The General Fund continues to have a stable outlook during the COVID-19 Pandemic.

7.4 Consideration of a Motion Authorizing the City Manager to Execute an Agreement with SE Enterprises to Provide Snow Removal Services for the next Three Years.

City Manager Coren shared the success in keeping the 3 year contract the same price as years past.

7.5 Consideration of a Resolution Adopting a Hazard Pay Program for Certain City of Highwood Employees for the Period of March 15, 2020 to September 15, 2020.

This resolution creates a fund to pay out hazard pay to certain non-union employees who have been deemed essential and have been required to attend work in person, interact with the public and put themselves at greater risk of contracting the Coronavirus.

7.6 A Discussion on Providing Tenting and Heaters for Downtown Highwood to Assist in Mitigating Covid-19.

It was discussed that heaters are an eligible expense under the CARES ACT.

Logistics of tenting around town were discussed regarding size and impact on snow removal services.

8. Executive Session (If Necessary)

Moved by Alderman Falberg and seconded by Alderman Peterson to move into Executive Session per section 2C5-6-11. Mayor Pecaro called Executive Session to order at 7:21 P.M. and adjourned Executive Session at 7:45 P.M., moved by Alderman Fiore and seconded by Alderman Peterson.

9. Any Action Necessary Coming Out of Executive Session Alderman Hospodarsky made the motion, seconded by Alderman Falberg to reconvene the Committee of the Whole meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro reconvened the meeting at 7:45 P.M.

10. Adjournment

Moved by Alderman Peterson and seconded by Alderman Fiore to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:48 P.M.
