City of Highwood Committee of the Whole met Oct. 6.

Here is the agenda provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:07 P.M.

1. Roll Call

Present: Aldermen Levi, Slavin, Falberg, Fiore and Peterson

Absent: Alderman Hospodarsky

Also Present: City Manager Coren, City Attorney Jablecki and Administrative Assistant Litjens.

2. Public Hearing : Moved by Alderman Falberg and seconded by Alderman Fiore to open the public hearing at 6:08 P.M. for Consideration of a Resolution on the City of Highwood Adopting a PACE Program. Council requested an opening date from the property owner prior to approval. Will be tabled to the 10 20 2020 meeting.

3. Review of Minutes to be Approved

3.1. City Council: September 15, 2020

Minutes will be approved at the Regular City Council Meeting.

3.2. Committee of the Whole: September 15, 2020

Minutes will be approved at the Regular City Council Meeting.

4. Appointments (Mayor Pecaro)

5. Review of Bill Warrant List

5.1. 10/06/2020 AP Warrant List

The Warrant List will be approved for payment as presented at the Regular City Council Meeting.

7. New Business

7.1 A Proclamation Declaring October “Domestic Violence Awareness Month” in the City of Highwood.

7.2 Consideration of an ARC Application for Signage at Warehouse Gym and Boxing Located at 250 Waukegan Avenue. Albert Falcon, owner of Warehouse Gym and Boxing, presented his proposed tent that will be used from November 1st to March 31st to comply with social distancing and CDC guidelines. Signage must be revised and resubmitted to ARC for recommendation.

7.3 Consideration of a Resolution Establishing the City of Highwood Pace Program. Tabled to the 10 20 2020 City Council Meeting.

7.4 Announcement from the Library.

Library Director Carmen Patlan announced an application, nominated by State Representative Brad Schneider, will be submitted for an award to the IMLS. This award is given to the top 5 libraries in the country.

7.5 A Discussion on Communicating Trick or Treating Guidelines for Highwood Residents for 2020.

Signs will be placed on the gateways to communicate safety measures for trick or treating this year during the Covid-19 pandemic. Trick or treating hours will be Saturday October 31, 2020 from 3-7 P.M.

Also mentioned: Elizabeth and Mike Bearwald, owners of the Bent Fork Bakery, presented to council a request for 2 - 15 minute parking signs to aid in curbside pick up and take out. An ordinance will be drafted for the 10 20 2020 City Council Meeting.

Moved by Alderman Fiore and seconded by Alderman Slavin to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:23 P.M.
