Village of Cary Village Board Met October 6

Village of Cary Village Board met Oct. 6.

Here is the agenda provided by the board:

I. This meeting was called to order at 6:00 p.m. by Mayor Kownick.

II. Roll Call

Present: Mayor Kownick and Trustees Betz, Collier, Covelli, Kraus, McAlpine and Weinhammer. Trustees Covelli and Kraus participated via audio conference.

Absent: None.

Also present were Village Administrator Rife, Community Development Director Simmons, Chief Finlon and Village Attorney Uhler. Public Works Director Morimoto participated via audio conference.

Ill. Pledge of Allegiance

Mayor Kownick led in the recitation of the Pledge of Allegiance.

IV. Open Forum

There being no comments from the public, Mayor Kownick closed Open Forum at 6:01 p.m.

V. Mayor's Report

Mayor Kownick thanked Village employees for a successful groundbreaking for the new municipal center.

Mayor Kownick proclaimed October 4-10, 2020 National Fire Prevention Week.

VI. Trustee Reports

None.

VII. Consent Agenda

1. Consider for Approval the Warrant Dated October 6, 2020

2. Consider for Approval Minutes of the September 15, 2020 Village Board Meeting

3. Consider for Approval Minutes of the September 15, 2020 Committee of the Whole Meeting

4. Consider for Approval an Ordinance Granting a Variance to Install an Accessory Structure in a Required Front Yard for the Property Located at 209 Mildred Avenue [020-10-01]

5. Consider for Approval a Resolution Awarding the Union Pacific Railroad Maintenance Garage Site Preparation Improvements Bid to the Lowest, and Most Responsible and Responsive Bidder, DK Contractors Inc. Pleasant Prairie, WI, in an Amount Not to Exceed $37,552.00 and Authorize the Village Administrator to Approve a 10% Contingency for Unforeseen Changes in Scope for a Maximum Project Budget of $41,307.20 [R20-10-0l]

6. Consider for Approval a Resolution Authorizing the Mayor to Execute a Grant Agreement Between the Village of Cary and the Illinois Department of Transportation for Work Associated with Metra Pedestrian Crossing Safety Improvements [R20-10-02]

Motion: Trustee McAlpine moved, seconded by Trustee Betz, to approve Consent Agenda Items #1-6.

Ayes: Betz, Collier, Covelli, Kraus, McAlpine, Weinhammer

Nays: None

Abstain: None

Motion Carried

VIII. Items for Separate Action

1. Consider for Approval a Resolution Authorizing the Execution of a Sales Tax Revenue Sharing Agreement between the Village of Cary and BSTP Midwest, LLC [R20-10-03J

Motion: Trustee Collier moved, seconded by Trustee Betz to approve a resolution authorizing the execution of a sales tax revenue sharing agreement between the Village of Cary and BSTP Midwest, LLC.

Discussion

Director Simmons provided an overview of the proposed resolution.

Ayes: Betz, Collier, Covelli, Kraus, McA/pine, Weinhammer

Nays: None

Abstain: None

Motion Carried

IX. Administrator's Report

Administrator Rife stated petitions for candidacy are available at Village Hall and on line. Openpositions are Mayor, Village Clerk and three (3) Board of Trustee seats.

X. Department Head Reports

Chief Finlon stated the Police Department will be hosting a DEA drug take back event on Saturday, October 24th from 10:00 a.m. - 2:00 p.m. at the Cary Police Department. There is also a drop box in the Police Department lobby that is open 24/7.

Chief Fin Ion stated the McHenry County ETSB (Emergency Telephone Safety Board) is funding Smart911, a program that allows residents to save personalized information that would be useful to first responders upon receiving an emergency call request.

Director Simmons stated the Downtown Strategic Plan Open House was well attended and the feedback received is being reviewed by the consultant.

Director Morimoto stated curbside brush collection is ongoing.

None.

XII. Adjourn

There being no further items to discuss, Mayor Kownick entertained a motion to adjourn the meeting at 6:13 p.m.

Motion: Trustee McAlpine moved, seconded by Trustee Weinhammer to adjourn the meeting.

Ayes: Betz, Collier, Covelli, Kraus, McAlpine, Weinhammer

Nays: None

Abstain: None
