City of Highwood Committee of the Whole met Oct. 20.

Here is the agenda provided by the committee:

CALL TO ORDER By Mayor Pecaro at 6:13 P.M.

1. Roll Call

Present: Aldermen Fiore, Peterson and Hospodarsky

Absent: Alderman Levi

Late Arrivals: Alderman Slavin 6:16 P.M.

Alderman Falberg 6:23 P.M.

Also Present: City Manager Coren, City Attorney Jablecki and Administrative Assistant Litjens.

3.1. City Council: October 06, 2020

Minutes will be approved at the Regular City Council Meeting.

3.2. Committee of the Whole: October 06, 2020

Minutes will be approved at the Regular City Council Meeting.

5. Review of Bill Warrant List

5.1. 10/20/2020 AP Warrant List

The Warrant List will be approved for payment as presented at the Regular City Council Meeting. Note Alderman Slavin recused.

7. New Business

7.1 A Discussion on the August 2020 Treasurer’s Report.

The Treasurer’s Report will now present investment balances separate from the cash balance.

7.2 Consideration of a Resolution Establishing the City of Highwood PACE Program.

Kirk Rustman of the Hotel Moraine explained to Council the need for an energy efficiency upgrade via the PACE program which is payed back through their property tax bill. Kirk also said they are planning an early March 2021 grand opening of the residential portion.

7.3 Consideration of a Resolution Approving an ARC Application for Façade Signage at Warehouse Gym and Boxing Located at 250 Waukegan Avenue.

Staff will work on signage with the applicant. Council will approve front façade signage only and the temporary tent for Covid-19 from November 2020 to March 2021.

7.4 Consideration of a Resolution Approving an ARC Application for a Façade Change at VIP Stone and Tile Located at 334 Green Bay Road.

This will be approved at the Regular City Council Meeting.

7.5 Consideration of a Resolution Accepting a Bid from Integral Construction and Authorizing the City Manager to Enter into an Agreement for the Renovation of Everts Park AKA the Everts Park Final Design.

Bid notice was published on September 4, 2020. With Integral Construction being the low bidder for the project at $983,137 which is within the estimate and budget for the project.

7.6 Consideration of an Ordinance Amending Section 7-5-13C “Posted Parking Zones” to Implement 15 Minute Parking Restrictions on the East Side of Waukegan Avenue.

This will be approved at the Regular City Council Meeting.

7.7 A Discussion on the Collaborative Community Housing Initiative Development.

A downtown 5 story mixed use building in the 400 block of Green Bay Road was discussed. The proposed building met all zoning deliverables and parking opportunities with the retail portion most likely being office space.

7.8 Consideration of a Resolution of the Corporate Authorities to Determine the Amount of the Tax Levy for the 2020 Tax Year.

This will be approved at the Regular City Council Meeting.

10. Adjournment moved by Alderman Hospodarsky and seconded by Alderman Peterson to adjourn the meeting. Mayor Pecaro adjourned the meeting at 7:33 P.M.
