City of Highwood Committee of the Whole met Nov. 17.

Here is the minutes provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:05 P.M.

1. Roll Call

Present: Aldermen Falberg, Fiore, Peterson, Slavin and Hospodarsky.

Absent: Alderman Levi

Also Present: City Manager Coren, City Attorney Jablecki and Administrative Assistant Litjens.

3. Review of Minutes to be Approved

3.1. City Council: October 20, 2020

Minutes will be approved as presented at the Regular City Council Meeting.

3.2. Committee of the Whole: October 20, 2020

Minutes will be approved as presented at the Regular City Council Meeting.

4. Appointments (Mayor Pecaro)

4.1. Steven Katz - Joint Plan Commission - Term Ending October 2021

Appointment will be made at the Regular City Council Meeting.

5. Review of Bill Warrant List

5.1. 11/04/2020 AP Warrant List

The Warrant List will be approved for payment at the Regular City Council Meeting.

5.2. 11/17/2020 AP Warrant List

The Warrant List will be approved for payment at the Regular City Council Meeting. 6. Unfinished Business

7. New Business

7.1 Consideration of a Resolution Approving an ARC Application for Façade Signage at State Senator Julie Morrison’s Office Located at 43 Highwood Avenue.

This will be approved at the Regular City Council Meeting.

7.2 Consideration of a Resolution Approving an ARC Application for a Canopy Addition at Greenwood Located at 200 Green Bay Road.

This will be approved at the Regular City Council Meeting.

7.3 Consideration of a Resolution Approving an ARC Application for Façade Signage at Raden Wellness Located at 200 Green Bay Road.

This will be approved at the Regular City Council Meeting upon the Applicant meeting scheduling and traffic control requests from Staff.

7.4 A Discussion on the September 2020 Treasurer’s Report.

City Manager Coren said we are in line with the projections given throughout the year during the Covid-19 Pandemic.

7.5 Consideration of an Ordinance for the Levy, Collection and Assessment of Taxes for the City of Highwood for the 2020 Tax Levy.

This will be approved at the Regular City Council Meeting.

7.6 Consideration of an Ordinance Abating the Tax Heretofore Levied for the Year 2020 to Pay the Principal and Interest on a General Obligation Bond not to Exceed $4,000,000 (TIF Alternative Revenue Sources) Series 2002, of the City of Highwood, Lake County, Illinois.

This will be approved at the Regular City Council Meeting.

7.7 Consideration of an Ordinance Abating the Tax Heretofore Levied for the Year 2020 to Pay the Principal and Interest on $2,250,000 General Obligation Refunding Bonds Series 2013, of the City of Highwood, Lake County, Illinois.

This will be approved at the Regular City Council Meeting.

7.8 Consideration of an Ordinance Abating the Tax Heretofore Levied for the Year 2020 to Pay the Principal and Interest on a General Obligation Bond not to Exceed $3,100,000 Series 2020, of the City of Highwood, Lake County, Illinois.

This will be approved at the Regular City Council Meeting.

7.9 Consideration of an Ordinance Granting a Special Use Permit and Parking Variance for 260 Green Bay Road for the Operation of a Recreational Cannabis Dispensing Facility. This will be approved at the Regular City Council Meeting.

7.10 Consideration of a Motion Authorizing the City Manager to Execute a First Amendment to a Redevelopment Agreement Concerning 246 Green Bay Road in the City of Highwood, Illinois.

This will be approved at the Regular City Council Meeting.

7.11 A Discussion on Rehabilitating and Selling the Property at 406 Green Bay Road. Concepts were reviewed to determine if the building would be a long term asset to the community.

Also to be noted, resident Paula Bernstein voiced concerns and questions relative to the Joint Plan Commission meeting to be held November 18, 2020.

10. Adjournment Moved by Alderman Slavin and seconded by Alderman Fiore to adjourn the meeting. Mayor Pecaro adjourned the meeting at 7:37 P.M.
