City of Zion City Council Met Feb. 12.
Here is the minutes provided by the council:
Mayor McKinney called the meeting to order.
On call of the roll the following answered present: Commissioners Fischer, Holmes, Frierson and McDowell. A quorum was present.
Also present: David Knabel, City Administrator; James Vasselli, City Attorney.
Mayor McKinney led in the Pledge of Allegiance to the Flag.
AGENDA CHANGES
It was moved by Commissioner Frierson, seconded by Commissioner McDowell to accept the City Council meeting agenda as presented. The vote on roll call was: Commissioners Fisher, aye; Holmes, aye; Frierson, aye; McDowell, aye and Mayor McKinney, aye. Motion carried.
CITIZEN COMMENTS
There were none.
CLOSED SESSION
It was moved by Commissioner Frierson, seconded by Commissioner Fischer that the Council recess to Closed Session at 4:03 p.m., pursuant to 5 ILCS 120/2 “Open Meetings”, for the discussion of filed, pending and/or probable or imminent litigation, collective bargaining and personnel. The vote on roll call was: Commissioners Fisher, aye; Holmes, aye; Frierson, aye; McDowell, aye and Mayor McKinney, aye. Motion carried.
It was moved by Commissioner Frierson, seconded by Commissioner Holmes to reconvene the Regular Council meeting at 4:46p.m. with all members present. The vote on roll call was: Commissioners Fisher, aye; Holmes, aye; Frierson, aye; McDowell, aye and Mayor McKinney, aye. Motion carried.
CONSIDER APPOINTMENT OF POLICE CHIEF
It was motioned by Commissioner Frierson and seconded by Commissioner McDowell to approve the appointment of Eric Barden to the position of Police Chief for the City of Zion. The vote on roll call was: Commissioners Fisher, aye; Holmes, aye; Frierson, aye; McDowell, aye and Mayor McKinney, aye. Motion carried.
REQUEST TO FILL VACANCIES & NEXT QUALIFIED CANDIDATES/POLICE DEPARTMENT
Administrator Knabel stated he is requesting approval to release the next candidate names from the Lieutenant, Sergeant and Entry Level list from the Board of Police & Fire Commissioners. He stated that the appointment of Lieutenant Barden as Chief has created a ripple effect creating a lieutenant vacancy, which will be filled with a sergeant but then will create a sergeant vacancy that will be filled with a patrol officer.
It was motioned by Commissioner Frierson and seconded by Commissioner Fischer to approve filling one police lieutenant vacancy, one police sergeant vacancy and patrol officer vacancy and request the names of the next qualified candidates from the Board of Fire and Police Commission Eligibility list. The vote on roll call was: Commissioners Fisher, aye; Holmes, aye; Frierson, aye; McDowell, aye and Mayor McKinney, aye. Motion carried.
ADJOURN
There being no further business to come before the Council at this time, it was moved by Commissioner Holmes, seconded by Commissioner McDowell and unanimously approved the meeting be adjourned at 4:48 p.m. Motion carried.
