Chair Simpson called the meeting to order at 10:51 a.m.

Brenda O'Connell, Community Development Administrator, gave an overview of the Community Development and the rental assistance program during COVID-19. Discussion ensued.

Joint resolution approving the Program Year (PY) 2021 United States Department of Housing and Urban Development (HUD) Annual Action Plan (AAP) and authorizing an emergency appropriation in the amount of $81,605.74.

There was no discussion on this item.

Joint resolution for Emergency Appropriation for Vaccination Efforts from the Health Department Fund Balance.

Mark Pfister, Health Department Director, gave an overview of the grant for the vaccination effort to allocate funds to get reimbursement from FEMA.

A motion was made by Member Roberts, seconded by Member Maine, that this resolution be approved and referred on to the Financial and Administrative Committee. Motion carried by the following roll call vote:

Joint resolution accepting the Illinois Primary Health Care Association grant and authorizing an emergency appropriation in the amount of $2,333,333 for the Pandemic

Health Navigator Program grant.

Mark Pfister, Health Department Director, stated this grant was requested back in June, 2021. The grant will continue to allow applicants to get registered to be vaccinated for COVID-19.

A motion was made by Member Casbon, seconded by Member Altenberg, that this resolution be approved and referred on to the Financial and Administrative Committee. Motion carried by the following roll call vote:

Joint resolution accepting the Illinois Department of Public Health (IDPH) grant and authorizing an emergency appropriation in the amount of $170,000 for the Illinois Breast and Cervical Cancer Program.

Mark Pfister, Health Department Director, gave an overview of the Illinois Breast and Cervical Cancer funding to provide mammograms for uninsured women.

Joint resolution authorizing the Workforce Development Department to enter into Summer Youth Worksite Agreements with public, private or nonprofit organizations to host youth onsite as part of the Lake County Summer Youth Work Experience Program.

Jennifer Serino, Workforce Development Director, gave an overview of the Summer Youth Worksites agreements. The program will provide Worksites and support for youth 16 and older to receive their first job. Discussion ensued.

A motion was made by Member Casbon, seconded by Member Cunningham, that this resolution be approved and referred on to the Financial and Administrative Committee. Motion carried by the following roll call vote:

11. Members' Remarks

The Members' remarks was to ask questions to Mark Pfister, Health Department Director, questions in regards to the vaccination. Discussion ensued.

Member Barr stated the Bill 2798, in regards to local school boards and health departments not having the authority for decisions in regards to pandemics, can hopefully be looked at in this committee.
