City of Highland Park Board of Fire and Police Commissioners Met April 30.

CALL TO ORDER

At 2:02 PM Chairman Gingiss called the meeting to order and asked for a roll call.

ROLL CALL

Members Present: Chairman Joel Gingiss, Commissioner Steven Adatto, Commissioner Stephen Rachman

Members Absent: None

Staff Present: Chief of Police Lou Jogmen, Deputy Chief of Police William Bonaguidi, Detective Elvin Girona, Emily Taub, Nick Barnes

Others Present: None

APPROVAL OF MINUTES

A. Special Meeting of the Board of Fire and Police Commissioners – April 2, 2021 Chairman Gingiss asked for a motion to approve the open and closed session Minutes of a Special Meeting of the Board of Fire and Police Commissioners for the date of April 2, 2021 as presented.

Commissioner Adatto moved to approve the minutes. Commissioner Rachman seconded the motion.

Chairman Gingiss made motion to amend: minutes should identify officers and chief by their titles. Chief of Police Lou Jogmen, Commander Jennifer Olson, Deputy Chief of Police William Bonaguidi, Officer Brian Merkel.

Chairman Gingiss made motion to amend: minutes should identify names of candidates being reviewed. David Bekov and Andrew Cirillo.

Chairman Gingiss moved to approve the minutes as amended.

On a roll call vote:

Voting Yea: Chairman Gingiss, Commissioner Rachman, Commissioner Adatto 

Voting Nay: None

Absent: None

Chairman Gingiss declared that the motion passed.

CLOSED SESSION

Chairman Gingiss entertained a motion from Commissioner Adatto that the Board of Fire and Police Commissioners close its meeting to the public pursuant to Section 2(c) of the Illinois Open Meetings Act (5 ILCS 120/2(c)) for the purpose of discussing personnel matters. Commissioner Rachman seconded the motion.

On a roll call vote:

Voting Yea: Chairman Gingiss, Commissioner Adatto, Commissioner Rachman 

Voting Nay: None

Abstaining: None

Chairman Gingiss declared that the motion passed.

At 2:08 PM the Board of Fire and Police Commissioners recessed the public portion of the meeting to meet in closed session.

At 2:27 PM Chairman Gingiss reconvened the open session of the Board of Police and Fire Commissioners and asked for a roll call.

Staff Present: Chief of Police Lou Jogmen, Deputy Chief of Police William Bonaguidi, Detective Elvin Girona, Emily Taub, Nick Barnes

CLOSED SESSION REVIEW

Board reviewed and discussed the Post-Offer Psychological Screening, Medical Screening, and Background Investigation of police candidate Officer David Bekov. Board reviewed potential candidacy for Officer Julio Puma.

SCHEDULED BUSINESS

A. Determination of police officer candidate David Bekov

Chairman Gingiss entertained a motion from Commissioner Rachman that the Board of Fire and Police Commissioners PASS police officer candidate David Bekov’s post offer screenings. Commissioner Adatto seconded the motion.

On a voice vote:

Voting Yea: Chairman Gingisss, Commissioner Adatto, Commissioner Rachman 

Voting Nay: None

Abstaining: None

Chairman Gingiss declared that the motion passed.

B. Extension of the Entry Level Police Officer Register of Eligibles (February 27, 2020) As a result of closed session discussion, Chairman Gingiss stated there is no reason to pursue extension. Commissioner Adatto and Commissioner Rachman concurred.

OTHER BUSINESS

Chairman Gingiss and Emily Taub clarified the previous rule change to remove scoring, but not remove ranking. Chairman Gingiss stated that by removing scoring we removed the ability to rank and apply military points. Chairman Gingiss instructed Board to consider a subsequent rule change to return to scores at a future meeting. The Board will direct staff to prepare the rules change for consideration of the Board.

Commissioner Adatto issued apology to Chairman Gingiss for placing undue blame on him for previous rule change. Chairman Gingiss accepted apology.

Chairman Gingiss provided direction to City staff to develop a presentation at next meeting on police hiring characteristics, skills, and abilities document developed by Emily Taub and Commander Jennifer Olson.

Chairman Gingiss provided direction to the Board to complete ranking of remaining lateral candidates at next meeting of the Board.

Emily Taub recommended waiting on the lateral candidate rule change until a future subsequent meeting in order to go through the proper posting procedure. Chairman Gingiss agreed to table until a future meeting date.

BUSINESS FROM THE PUBLIC

There was no business from the public.

ADJOURNMENT

Chairman Gingiss entertained a motion to adjourn the meeting. Commissioner Rachman moved to adjourn. Commissioner Adatto seconded the motion.

On a voice vote:

Voting Yea: Chairman Gingiss, Commissioner Adatto, Commissioner Rachman 

Voting Nay: None

Abstaining: N/A

Chairman Gingiss declared that the motion passed.

The Board of Police and Fire Commissioners adjourned its meeting at 2:45 PM.
