City of Highland Park Plan and Design Commission Met May 4.
Here are the minutes provided by the commission:
I. CALL TO ORDER
At 7:30 PM Chair Reinstein called the meeting to order and asked Planner Cross to call the roll.
II. ROLL CALL

Members Absent: Hecht
Planner Cross took the roll and declared a quorum present.

III. APPROVAL OF MINUTES
April 20, 2021 Regular Meeting
Chair Reinstein entertained a motion to approve the minutes of the April 20, 2021 meeting. Commissioner Weil stated there were corrections regarding the placements of the driveways for Bob O’Link. Commissioner Moore so motioned, seconded by Commissioner Marcus.

Motion passed 5-0.
IV. SCHEDULED BUSINESS
A. Design Review - 1120 Crofton Ave. N. – Bob O’Link Golf Club with Variations This item will be continued to the May 18, 2021 PDC agenda without discussion.
Chair Reinstein entertained a motion to continue this item to May 18, 2021. Vice Chair Hainsfurther so motioned, seconded by Commissioner Moore.

Nays: None
Motion passed 5-0.
Planner Cross stated there will be no additional notice.
B. Design Review – 1866 Sheridan Rd. – New Awning
Planner Cross made a presentation for the above item including project summary, proposed awning, design standards and recommendation.
Mr. Tom Meyer, Imperial Realty, Applicant, made a presentation including the current awning is approximately 30 years old and is ready for replacement. They want to update the look of the awning to go along with the other awnings in place at the storefront businesses. The height will be higher to allow more daylight in the building lobby.
Chair Reinstein stated there was a description in the packet that stated the color was mahogany and another stated it was deep brown. The Thatcher Oaks photo says the color is black. He asked for clarification.
Mr. Meyer stated the color is mahogany and they are aiming for dark, deep brown to go with the metal on the front of the building. The picture created by Thatcher Oaks was before they selected a color and they went with black. It is more to give an idea of the volume of the awning.
Chair Reinstein stated they like to see the color they are approving.
Mr. Meyer stated he had submitted a fabric sample with the application.
Vice Chair Hainsfurther asked if the angle of the awning matches the other storefront awnings.
Mr. Meyer stated yes, the projection is 2’ from the building.
Vice Chair Hainsfurther asked if the slope of the awning is identical to the storefronts or is it a greater or lesser slope.
Mr. Meyer stated it is very close.
Vice Chair Hainsfurther asked if there was lighting underneath.
Mr. Meyer stated there is an existing light at the entrance they intend to keep. Vice Chair Hainsfurther asked if it was in the soffit above the entry.
Mr. Meyer stated yes.
Vice Char Hainsfurther asked if the lettering and address were back lit.
Mr. Meyer stated they are not.
Chair Reinstein asked if the color swatch was a good replica of the aluminum above.
Mr. Meyer stated yes and they did not want to do black to set the building off from the storefronts. This entrance has a different function than the other entrances to the building.
Chair Reinstein asked if they felt the brown was enough.
Mr. Meyer stated they did not want a contrasting color, but wanted a subtle difference.
Chair Reinstein entertained a motion to approve. Commissioner Moore motioned to approve, seconded by Commissioner Marcus.

V. OTHER BUSINESS

B. Next Regular Meeting - May 18, 2021
Planner Cross stated there was a design consideration for Bob O’Link. They are meeting with the ZBA for variations on May 20th which will inform some decisions on the driveway. They will see what happens with the heritage trees and driveways.
There will be a Public Hearing for 425 Bloom which was before the Commission twice for pre-applications. This is two-phased planned development and they will be here for preliminary approval and following Council’s approval they will finalize engineering drawings and more elements of the plan and then return for final approval.
The Crossroads project will be brought before the Commission in June. The June meetings will be June 1st and 15th.
