CALL TO ORDER

At 5:54 PM, Mayor Rotering called the meeting to order and asked for a roll call:

PRESENT: Mayor Rotering, Councilmembers Tapia, Stolberg, Stone, Blumberg, Holleman, Lidawer

ABSENT: None

STAFF PRESENT: City Manager Neukirch, Fire Chief Amidei, Community Development Director Fontane, Police Chief Jogmen, Public Works Director

Kanapareddy, Finance Director Logan, Assistant City Manager Sabo, Deputy

City Clerk Palbitska

ALSO PRESENT: Corporation Counsel Elrod

APPROVAL OF MINUTES

1. Approval of the Minutes of the Regular Meeting of the Committee of the Whole Held on April 26, 2021

Councilmember Stone moved to approve the minutes of the Regular Meeting of the Committee of the Whole held on April 26, 2021. Councilmember Stolberg seconded the motion. Upon a roll call vote, the Mayor declared the motion passed.

RESULT: ADOPTED [5 TO 0]

MOVER: Kim Stone, Councilmember

SECONDER: Adam Stolberg, Councilmember

AYES: Mayor Rotering, Councilmembers Stolberg, Stone, Blumberg, Holleman

PRESENT: Councilmembers Tapia, Lidawer

CLOSED SESSION

Councilmember Lidawer moved the Committee close its meeting to the public.

Corporation Counsel Elrod stated for the purposes of pending litigation and approval of Closed Session Minutes.

Councilmember Lidawer moved the Committee close its meeting to the public for the purposes of pending litigation and approval of Closed Session minutes. Councilmember Blumberg seconded the motion. Upon a roll call vote, the Mayor declared the motion passed unanimously.

Councilmember Stone asked if the specific sections needed to be cited.

Corporation Counsel Elrod noted that the motion was sufficient as it stands but it has been the Committee's custom to cite the specific sections of the Open Meetings Act.

Councilmember Stone cited the following sections of the Illinois Open Meetings Act: (5 ILCS 120/2(c)(21)) and (5 ILCS 120/2(c)(11)).

RESULT: PASSED [7 TO 0]

MOVER: Annette Lidawer, Councilmember

SECONDER: Tony Blumberg, Councilmember

AYES: Mayor Rotering, Councilmembers Tapia, Stolberg, Stone, Blumberg, Holleman, Lidawer

NAYS: None

At 5:56 PM, the Committee recessed the public portion of the meeting to meet in Closed Session.

At 6:29 PM, Mayor Rotering reconvened the open session of the Committee of the Whole Meeting.

Members Absent: Councilmembers Tapia, Stolberg, Stone, Blumberg, Holleman, Lidawer

City Staff Present: Assistant City Manager Sabo, Deputy Clerk Palbitska

ADJOURNMENT

The City Council provided the Mayor the authority to adjourn the meeting. The Mayor declared the meeting adjourned at 6:29 PM.
