Presentation and Discussion - Proposed Substantial Amendments to the Neighborhood Stabilization Program Round 1 (NSP1) and Neighborhood Stabilization Program Round 3 (NSP3) Action Plans.

Approval of the proposed Substantial Amendment to the Neighborhood Stabilization Program Round 1 (NSP1) Action Plan.

· Neighborhood Stabilization Program Round 1 (NSP1) funds ($4,600,800) were initially awarded to Lake County in 2008.

· NSP1 funding supported housing initiatives that generated a total of $6,057,853 in program income.

· The United States Department of Housing and Urban Development (HUD) is encouraging grantees to close out the NSP1 program.

· The proposed amendment allocates the entire remaining NSP1 fund balance to Youth Conservation Corps ($39,013.54). The funding will support the acquisition, rehabilitation and resale of a single-family home in the Village of Beach Park.

Approval of the proposed Substantial Amendment to the Neighborhood Stabilization Program Round 3 (NSP3) Action Plan.

· Neighborhood Stabilization Program Round 3 (NSP3) funds ($1,370,421) were initially awarded to Lake County in 2011.

· NSP3 funding supported housing initiatives that generated a total of $1,021,597 in program income.

· The United States Department of Housing and Urban Development (HUD) is encouraging grantees to close out the NSP3 program.

· The proposed amendment allocates the entire remaining NSP3 fund balance to two activities:

o Youth Conservation Corps - ($126,278) to support the acquisition, rehabilitation and resale of a single-family home in the Village of Beach Park.

o Community Partners for Affordable Housing ($27,555) to support the acquisition, rehabilitation and rental of four townhome units on Georgetown Ln. in Waukegan, IL.
