New Metra station at North Chicago
Honored to be part of the celebration and ribbon cutting with Angelo Kyle for the new Metra station in North Chicago. The new station came in under budget, and I am really grateful for Norm Carlson, Lake County’s Metra board member, and Kevin McCann, the Chief Operating Officer of Metra, who took the time to walk through the interior to see the other improvements that can be made to get this station up to the standards that are the norm for other stations across the Metra system. The project was overseen by the City of North Chicago and came in under budget, and I am really pleased that this outdated structure got the facelift it sorely needed. I know Angelo will keep me posted on the other improvements we discussed, like bathroom renovations, pedestrian crossing guards, and some HVAC upgrades.
Norm Carlson also shared that the UP North line had the highest percentage of retained ridership during the months of November and December across the entire system, showing that there are a significant number of essential workers in Lake County who depend on Pace and Metra, so I would argue that investment in this line is crucial. And we learned that Metra is in development for the first battery-powered commuter locomotive in the country, so kudos and thank you to Metra for their innovation and commitment to clean energy.
Highwood Public Library event
Yesterday I was honored to speak at the celebration at Highwood Public Library, which was named one of only three libraries in the entire United States to receive the 2021 National Medal for Museum and Library Service. The Highwood Public Library is dedicated to responding to the needs of local families and the community, resulting in programs and services increasing adult and early childhood literacy, access to education, and combating the impact of the digital divide. The library partnered with Walgreens to vaccinate residents, with the LCHD to test residents, and distributed over 23,000 meals to people in need, and PPE. It was an incredibly inspiring day to hear from Beti Simon, who learned English, completed her GED, and is now a student at CLC, thanks to the support of the staff and volunteers at Highwood Public Library. So again, on behalf of the Lake County Board, congratulations to Highwood Public Library for this award. We also learned that they are the recipients of over $600K to help them renovate their building, which hasn’t been touched since it was built in 1977.

I attended a meeting with the Dept. of Commerce and Economic Opportunity that Senator Adriane Johnson organized, so thank you to Senator Johnson for including me. Community navigators across Lake County leveraged community partners to help small, minority owned businesses connect with emergency resources during the pandemic. Due to its success, the program has been expanded to help disadvantaged businesses benefit from ongoing federal relief efforts and future business relief programs to aid in the economic recovery.
Navigator partners provide businesses with direct assistance on applications for funding, as well as language assistance, on-the-ground outreach, webinars, technical assistance sessions, and more. This includes assistance for minority owned, very small businesses, and those located in rural communities. Community navigators will provide specialized outreach to target businesses which typically face barriers in accessing capital and funding opportunities. This includes small businesses located in rural areas or disproportionately impacted areas (DIAs) designated by DCEO and small businesses owned by members of the following communities: racial or ethnic minorities, veterans, immigrants, women, and individuals with disabilities.
Living Room Wellness Center: If you haven’t heard already, I am thrilled that Lake County has partnered with the Independence Center to expand their current living room model to provide critical and timely support to help people who are in mental health crisis. I want to personally thank Sheriff Idleburg and States Attorney Eric Rinehart for their leadership on this issue, and I look forward to the celebration on August 19th.
Mighty Hook: Last week I attended a ribbon cutting celebrating the grand opening of Mighty Hook, an advanced manufacturing company, here in Waukegan. The plant began operations in late June, and we are grateful for their decision to locate and grow here in Lake County. He spoke about his workers having a shorter commute to work, less traffic issues, and a better cost of living. The owner has been a Lake County resident for over 20 years. Many thanks to Lake County Partners for their work on this; they were recognized for their efforts in bringing this deal together.
Paratransit
Last week we had two informational sessions on our proposed paratransit program. For years, we’ve known that our current system is inefficient and doesn’t fully serve the needs of our residents due to the boundaries of the different governmental agencies that managed the individual systems. As a result, ridership was spotty at best, and satisfaction was low. This new proposed system will be countywide, with just ONE phone number for people to call for transportation needs. Also, if you haven’t heard it yet from either the Sheriff’s Office or the State’s Attorney’s Office, I am happy to inform the board and the public that there is an intergovernmental agreement between Lake County and the Independence Center located in Waukegan, to expand their current Living Room Wellness Center. The Grand Re-Opening & Ribbon Cutting Ceremony is scheduled for Thursday, August 19th, 2021 Time: 11:00AM at 1730 Washington St.

Board of Health Report.
Coronavirus (COVID-19) Updates:
According to the Centers for Disease Control and Prevention (CDC), the United States continues to lead the world in the number of vaccine doses provided. As of July 6, 2021, 182.7 million people, or 55 percent of the U.S. population, have received at least one dose of the COVID-19 vaccine. Rates of new cases and hospitalizations in the U.S. have been dropping since they peaked in January. However, recent increases have occurred especially among the unvaccinated.
Lake County has had over 62,000 confirmed COVID-19 cases and over 1,000 deaths throughout the pandemic. Lake County’s recovery rate is 98.3%.
In Region 9, Lake and McHenry counties, the testing positivity rate increased from below 1% in June and July to 4.6%.
The CDC recently released guidance advising that individuals wear a mask in public indoor settings in areas of substantial or high transmission regardless of vaccination status. Fully vaccinated individuals who are immunocompromised or have someone in their home who is immunocompromised or unvaccinated may choose to wear a mask regardless of the level of transmission in their area. Additionally, the CDC is also recommending universal masking regardless of vaccination status for all individuals in K-12 schools.
As of Saturday, July 31, 2021, Lake County is experiencing “substantial” community transmission per the CDC.
Areas of substantial transmission are considered by the CDC to be those with 50 to 99 cases per 100,000 people over a 7-day period and/or 8 to 9.99% of COVID-19 PCR tests that are positive during the past 7 days. Areas of high transmission are considered to be those with more than 100 cases per 100,000 people over a 7-day period and/or equal to or greater than 10% of COVID-19 PCR tests that are positive during the past 7 days. To stop the spread of COVID-19 and protect themselves and others against variants, everyone who is able should get vaccinated as soon as they are able and follow additional CDC prevention guidelines.

COVID-19 Vaccination Testing:
Recent CDC guidance includes testing recommendations for fully vaccinated individuals. To reduce the risk of infection and spread the CDC recommends that fully vaccinated people:
Get tested if experiencing COVID-19 symptoms.
Isolate if they have tested positive for COVID-19 in the prior 10 days or are experiencing COVID-19 symptoms.
Get tested 3-5 days after exposure to someone with suspected or confirmed COVID-19 and wear a mask in public indoor settings for 14 days after exposure or until they receive a negative result.
The State’s Community-Based Testing Site located at 102 W. Water St., Waukegan, continues to provide free COVID-19 tests to anyone regardless of symptoms.
The site is open from 8 a.m. to 4 p.m., Monday, Wednesday, Friday, and Saturday. A name and phone number are all that is needed to be tested. Both drive-through and walk-up testing are available.
Many local pharmacies, retail locations, and healthcare providers are also providing COVID-19 testing. To find available COVID-19 testing near you, visit https://dph.illinois.gov/covid19/covid-19-testing-sites.
COVID-19 Vaccination Updates:
Safe and effective COVID-19 vaccines are an important tool that will help us put an end to the pandemic. Lake County’s goal is to fully vaccinate 80% of our population to achieve herd immunity from COVID-19. This amounts to 560,000 people receiving the vaccine. So far, over 755,000 doses of the COVID-19 vaccine have been administered to Lake County residents. Over 52% of Lake County residents are fully vaccinated, including over 80% of seniors.
Mobile vaccination clinics are available throughout Lake County. Residents can visit our Mobile Vaccination Clinic webpage to host a mobile vaccination clinic in their community and learn more.
Many local pharmacies, retail locations, and healthcare providers are also providing the vaccine. To find a provider near you, visit www.vaccines.gov/search/.
All Lake County residents age 12 and older are urged to get vaccinated as soon as possible. To schedule a vaccination appointment at a Lake County vaccination site, visit AllVax.lakecohealth.org or call (847) 377-8130.
End Overdose
August 31 is International Overdose Awareness Day, a day to remember those lost, acknowledge the grief of those left behind, and fight to end overdose.
According to preliminary data released by the CDC, drug overdose deaths in the United States rose 29.4% in 2020 to an estimated 93,331, including 69,710 involving opioids. This is a 5% increase from 2019.
Help is available. The Illinois Helpline is a statewide resource for substance use treatment and recovery services. Services are free, confidential, and available to anyone 24-hours a day.

administration, manufacturing, storage and distribution. It provides space to create new jobs and accommodate future growth. To bolster the talent pipeline, Mighty Hook is also establishing a training program to upskill employees.
Similar to the AZ Polymers win, this project is the result of collaboration. In the case of Mighty Hook, Lake County Partners, the Illinois Department of Commerce and Economic Opportunity, Illinois Manufacturing Excellence Center, ComEd, the City of Waukegan and Lake County Workforce Development worked together to assemble tailored solutions to meet the company’s needs.
Like many manufacturers, Mighty Hook has seen a surge in product demand in recent years, including during the pandemic. The Chicago Tribune has been covering Lake County’s strong business growth in a series of articles, including one focused on the manufacturing boom at companies like HM Manufacturing and Medline. Over the last two years alone, local manufacturers have added 520 new factory jobs and invested approximately $180 million in land, buildings, equipment and more. Based on feedback from businesses, LCP forecasts that the momentum will carry into the back half of the year and result in revenue and hiring growth.
CEDS ROUNDTABLE PROCESS UNDERWAY
After winning a $110,000 federal grant to lead the development of a Comprehensive Economic Development Strategy for the county, LCP immediately got to work with consultant TIP Strategies. The first phase of the initiative is underway, which involves a data deep-dive and the extensive gathering of community input. LCP has kicked off a series of 11 roundtable discussions with stakeholders from the municipal, manufacturing, healthcare, life sciences, planning and real estate, education, workforce, hospitality/tourism and small business/entrepreneurship industries.
