City of Highwood Committee of the Whole met Sept. 21.

Here are the minutes provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:07 P.M.

1. Roll Call

Present: Aldermen Levi, Slavin, Falberg, Fiore, Peterson and Hospodarsky

Also Present: City Manager Coren, City Attorney Jablecki and Administrative Assistant Litjens

3.1. City Council: August 17, 2021

Minutes will be approved as presented at the Regular City Council Meeting.

3.2. Committee of the Whole: August 17, 2021

Minutes will be approved as presented at the Regular City Council Meeting.

5. Review of Bill Warrant List

5.1. 09/07/2021 AP Warrant List

The Warrant List will be approved as presented at the Regular City Council meeting.

5.2. 09/21/2021 AP Warrant List

The Warrant List will be approved as presented at the Regular City Council meeting.

7. New Business

7.1 A Proclamation Announcing Highwood Design Week 2021.

Chamber Director Carolyn Cerf shared details on the nightly events of Highwood Design Week 2021.

7.2 Consideration of a Resolution Approving an ARC Application for Wall, Door and Window Signage for Advantage Fitness, Located at 828 Sheridan Road.

This will be approved at the Regular City Council meeting with the ARC recommendation of only three services listed on the window signage,

7.3 Consideration of a Resolution Approving an ARC Application for a Monument Sign and Landscaping Plans for Sheridan Point Plaza, Located at 800-840 Sheridan Road. This will be approved as presented at the Regular City Council meeting.

7.4 A Presentation by the Highwood Library.

Library Board President Lucy Hospodarsky and Executive Director Carmen Patlan introduced the new Associate Library Director Laura Ramirez. Updates to the Library’s renovation were shared with a tentative completion date of late Fall 2022 as well as future fundraising efforts.

7.5 A Discussion on the June 2021 Treasurer’s Report.

City Manager Coren stated the increase in sales tax revenue.

7.6 Consideration of a Motion Authorizing the City Manager to Execute an Agreement with the Fraternal Order of Police on a Collective Bargaining Agreement for the Years 2021- 2026.

This will be approved at the Regular City Council meeting.

7.7 Consideration of a Motion Authorizing the Mayor to Enter into an Agreement with the Village of Glenview to Continue Providing Dispatching Services to the City of Highwood. This will be approved at the Regular City Council meeting.

7.8 Consideration of a Motion Authorizing the City Manager to Repair a Collapsing Manhole on Bank Lane in an Amount not to Exceed $35,000.

This will be approved at the Regular City Council meeting with the waiving of competitive bidding.

7.9 A Discussion on the Existing City Code Prohibiting Bedrooms in Basements. Discussion ensued on the existing City Code prohibiting bedrooms in basements. Staff will refer to building code regulations to modify the language in the ordinance.

7.10 A Review of a Map on Development within the TIF District in Highwood and a Discussion on the Inventory of Properties.

City Manager Coren reviewed various City owned properties.

10. Adjournment moved by Alderman Slavin and seconded by Alderman Hospodarsky. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:32 P.M.
