CHAIR'S REMARKS
It’s been a busy month, as it always is.
I attended the opening of the beautiful new fire station for the Warren Waukegan Fire Protection District. It is a great facility and it was great to hear about the reduced response times as a result of having this building just across Milwaukee Avenue.
I attended a great event at the Waukegan lakefront with Vice Chair Mary Ross Cunningham to celebrate the removal of PCBs from the Waukegan Harbor! The Waukegan Harbor Citizens Advisory Group has been working for decades to finally remove all the PCBs out of the Waukegan Harbor and surrounding land. I want to thank Vice Chair Cunningham for her continued advocacy and support of the many volunteers who have worked for literally decades on this project. It was great to hear the stories about the work she did in getting young people engaged and involved on this important environmental project.
I really want to spend this time, as we near the end of our fiscal year, thanking our staff for the work they’ve done for the people of Lake County over this last twelve months. It’s hard to believe that just twelve months ago the vaccine hadn’t even rolled out. Our terrific Health Department team moved from quickly from getting people tested to getting people vaccinated, and Lake County was a leader in this effort. We are grateful to our corporate partners and the hundreds of volunteers who helped our county get through an unprecedented time.
Through the work of our Lake County Dept. of Transportation Dept. we continued to work on important projects – building and expanding roads, fixing culverts and bridges, laying down pedestrian paths, bike trails, and sidewalks. Our outstanding planning, building, and development team continued to provide undisrupted permitting services and excellent service to our municipal partners and helping our residents with plan review and inspection meetings. Our public works department received an award for the Des Plaines water treatment plant and ensure that our residents and businesses continue to have clean drinking water.
Our community development team stood up a brand new rental assistance program with federal dollars to address housing instability across the county and administered several million in funding to people in need. Coordinated other household assistance, like food insecurity and homeless services.
Stormwater Management Commission has been extremely busy and is working on several regional stormwater projects working with partners on the local state and federal levels and they have been preparing for several large construction projects in the spring that will protect properties across Lake County from increased flooding.
We are moving toward a countywide, seamless transportation system for our seniors and people with disabilities, thanks to the volunteers with LCCTSC and the folks at Pace, especially Executive Director Rocky Donohue and our Lake County representative to the Pace board Linda Soto.
And of course I want to thank our people who work tirelessly behind the scenes – our County Administration staff, our finance team, facilities, HR, and IT. Their commitment, dedication and extraordinary attention to detail is unmatched. The analysis that is done to ensure we are moving in the right direction both internally and externally as we work collaboratively with our municipal and other governmental partners is so appreciated, and
I know I speak for the board when I say that we are tremendously grateful and always impressed with each of you. We are very, very fortunate to have you working here in Lake County.
I want to take a moment to thank our board and of course our tremendous staff for their hard work during this budget period. We are very fortunate to have such dedicated people working here in Lake County, and they spend untold hours balancing this budget and taking into account all the things that the board discussed over the last weeks. I look forward to Chair Frank’s remarks during the discussion.

Board of Health Report.
Coronavirus (COVID-19) Updates:
According to the Centers for Disease Control and Prevention (CDC), the United States continues to lead the world in the number of vaccine doses provided. As of November 2, 2021:
Over 221 million people, or 66.9% of the U.S. population, have received at least one dose of the COVID-19 vaccine.
Over 192 million people, or 58.1% of the U.S. population are fully vaccinated
Over 19 million people, or 10.3% of the fully vaccinated population have received a booster dose.
More than 73% of counties in the U.S., including Lake County, remain in high community transmission according to CDC.
As of November 2, Lake County has had over 73,288 confirmed COVID-19 cases and 1,096 deaths throughout the pandemic. Lake County’s recovery rate is 98.4%.
In Region 9, Lake and McHenry counties, the testing positivity rate is at 2.4%.

COVID-19 Vaccination Updates:
On November 2, the CDC endorsed the FDA’s authorization for children ages 5-11 to receive the Pfizer COVID-19 vaccine.
The Pfizer-BioNTech COVID-19 Vaccine for children 5 through 11 years of age is administered as a two-dose primary series, 3 weeks apart, but is a lower dosage than that given to individuals ages 12 and older. • Safe and effective COVID-19 vaccines are an important tool that will help us put an end to the pandemic. Lake County’s goal is to fully vaccinate 80% of our population to achieve herd immunity from COVID-19. This amounts to 560,000 people receiving the vaccine. • So far, over 907,000 doses of the COVID-19 vaccine have been administered to Lake County residents. Over 59.8% of Lake County residents are fully vaccinated, including over 84% of seniors. • All Lake County residents ages 5 and older are urged to get vaccinated as soon as possible.
There are many ways to get your booster shot. You can schedule an appointment with your healthcare provider, pharmacy, or at retail locations. There are over 200 locations throughout Lake County that may have COVID-19 booster vaccine availability. Visit Vaccines.gov to find a vaccine near you.
Celebrate the Holidays Safely
The CDC updated guidelines for celebrating safely during the upcoming holiday season. These guidelines emphasize vaccination as the best way to be protected when gathering with loved ones.
Other suggestions to stay protected during holiday celebrations include wearing masks indoors, avoiding crowded, poorly ventilated spaces, and staying home if you are feeling sick.
Individuals at higher risk for severe illness or those who live with individuals at higher risk for severe illness may want to take additional precautions.
Individuals considering traveling for the holidays should visit the CDC’s travel page to decide what is best for their family. The CDC still recommends delaying travel until you are fully vaccinated.

Flu cases were at an all-time low during the 2020-2021 flu season due to mitigations and stay at home orders nationwide. COVID-19 and influenza are caused by different viruses and it is possible to get sick with both at the same time.
It is important to get both your COVID-19 vaccine and flu shot this year to protect against severe illness, hospitalization, and death.
You do not have to wait between your COVID-19 vaccine and flu shot, you can even get them at the same visit.

Become a Mental Health First Aid Instructor
More than 50% of people will be diagnosed with a mental illness or disorder at some point in their lifetime.
The Lake County Health Department is accepting applications for its next Mental Health First Aid instructor training January 24 through 26, 2022.
Trainees will learn how to teach the Adult Mental Health First Aid course, including the five-step action plan, evidence-supported treatment, and self-help strategies.
The three-day, eight-hour virtual training, which normally costs $2,200 per person, is offered for free to qualified applicants. In exchange, individuals who take the course agree to teach three Mental Health First Aid classes.
