City of Highland Park Board of Fire and Police Commissioners met Oct. 29.

CALL TO ORDER

At 9:00 AM Chairman Gingiss called the meeting to order and asked for a roll call.

ROLL CALL

Members Present: Chairman Joel Gingiss, Commissioner Steven Adatto, Commissioner Stephen Rachman

Members Absent: None

Staff Present: Police Chief Lou Jogmen, Nick Barnes

Others Present: None

APPROVAL OF MINUTES

A. Special Meeting of the Board of Fire and Police Commissioners – September 13, 2021 Chairman Gingiss directed Secretary Nick Barnes to amend the minutes for September 13, 2021. The directive included a correction to the “members present” section of the closed session minutes and the correction of a typo in the open session minutes.

Chairman Gingiss requested a motion to approve the open and closed session Minutes of a Special Meeting of the Board of Fire and Police Commissioners for the date of September 13, 2021 as amended.

Commissioner Rachman moved to approve the minutes as amended. Commissioner Adatto seconded.

On a voice vote:

Voting Yea: Chairman Gingiss, Commissioner Adatto, Commissioner Rachman

Voting Nay: None

Special Meeting – Board of Fire and Police Commissioners

Abstain: None

Absent: None

Chairman Gingiss declared that the motion passed.

SCHEDULED BUSINESS

A. Approval of amended rules & regulations (Chapter 6)

Secretary Nick Barnes and Police Chief Jogmen presented an amended Rules & Regulations document to the Board. The proposed amendments were limited to Chapter 6 and included the reinstitution of points scoring and the removal of the 12 month requirement for in state candidates.

Chairman Gingiss entertained a motion from Commissioner Adatto to approve the amended Rules & Regulations Commissioner as submitted Chapter 6 (Police Lateral Entry Examinations). Commissioner Rachman seconded the motion.

On a voice vote:

Voting Yea: Chairman Gingiss, Commissioner Adatto, Commissioner Rachman

Voting Nay: None

Abstaining: None

Chairman Gingiss declared that the motion passed.

B. Approval of a police officer lateral entry hiring process

Police Chief Jogmen and Secretary Nick Barnes gave the Board an update on current staffing considerations and the status of the current, active Register of Eligibles.

Chairman Gingiss entertained a motion from Commissioner Adatto to approve the City to conduct a Police Officer Lateral Eligibility Process. Commissioner Rachman seconded the motion.

On a voice vote:

Voting Yea: Chairman Gingisss, Commissioner Adatto, Commissioner Rachman

Voting Nay: None

Abstaining: None

Chairman Gingiss declared that the motion passed.

BUSINESS FROM THE PUBLIC

There was no business from the public.

OTHER BUSINESS

Secretary Nick Barnes informed the Board of a letter received by the City from a previous Police candidate requesting an appeal and reconsideration of a previous hiring determination.

Secretary Nick Barnes provided a reminder that training provided by Robert Smith of Clark Baird Smith will take place at the next regular meeting of the Board on December 1, 2021.

ADJOURNMENT

Chairman Gingiss entertained a motion by Commissioner Rachman to adjourn the meeting. Commissioner Adatto seconded.

Chairman Gingiss declared that the motion passed.

The Board of Police and Fire Commissioners adjourned its meeting at 9:32 AM
