City of Highland Park Board of Fire and Police Commissioners met April 8.

CALL TO ORDER

At 8:33 AM Chairman Rachman called the meeting to order and asked for a roll call.

ROLL CALL

Members Present: Chairman Stephen Rachman, Commissioner Steven Adatto, Commissioner Kiki Katz

Members Absent: None

Staff Present: Chief of Police Lou Jogmen, Detective Tom Spanos, Detective Elvin Girona, Fire Chief Joe Schrage, and Board Secretary Nick Barnes

APPROVAL OF MINUTES

A. Special Meeting of the Board of Fire and Police Commissioners – February 10, 2022 Chairman Rachman requested a motion to approve the open and closed session Minutes of a Special Meeting of the Board of Fire and Police Commissioners for the date of February 10, 2022.

Commissioner Adatto moved to approve the minutes. Commissioner Katz seconded.

On a voice vote:

Voting Yea: Chairman Rachman, Commissioner Adatto, Commissioner Katz

Voting Nay: None

Abstain: None

Absent: None

Chairman Rachman declared that the motion passed.

Special Meeting – Board of Fire and Police Commissioners

CLOSED SESSION

Chairman Rachman entertained a motion from Commissioner Katz that the Board of Fire and Police Commissioners close its meeting to the public pursuant to Section 2(c) of the Illinois Open Meetings Act (5 ILCS 120/2(c)) for the purpose of discussing personnel matters. Commissioner Adatto seconded the motion.

On a voice vote:

Voting Yea: Chairman Rachman, Commissioner Adatto, Commissioner Katz

Voting Nay: None

Abstaining: None

Absent: None

Chairman Rachman declared that the motion passed.

At 8:36 AM the Board of Fire and Police Commissioners recessed the public portion of the meeting to meet in closed session.

At 9:05 AM Chairman Rachman reconvened the open session of the Board of Police and Fire Commissioners and asked for a roll call. All members previously role called were present.

CLOSED SESSION REVIEW

The Board discussed and came to a consensus on post-offer screening elements for Police Candidate Robert Larson.

B. Approval of Entry Level and Lateral Hiring Processes (Police)

Chairman Rachman requested a motion to authorize the City to conduct entry level and lateral recruitment processes on behalf of the Board for the position of Police Officer, inclusive of the following (below).

Recruitment

• Recruitment period determination

• Application fee of $0

• Processing of applications internally

Written Test (Entry Only)

• Selection of written test for entry process

• Administration and proctoring of written test by vendor or City Staff

Examination Bands (Entry Only)

• Establishment of examination bands of 24 applications each for entry process, in order of scores on the Written Test.

Screening Interview

• Selection of candidates for screening interview

• Development of interview questions

• Conducting of screening interviews by City Staff

Polygraph Exam/Preliminary Background Investigation

• Selection of vendor for Polygraph

• Conducting and reporting of Polygraph results by vendor

• Selection of vendor preliminary background investigation

• Conducting and reporting of preliminary background results by vendor

• Application of preference points as dictated in Board rules

Commissioner Katz moved to authorize the City to conduct entry level and lateral recruitment processes on behalf of the Board for the position of Police Officer. Commissioner Adatto seconded.

C. Approval of a Police Sergeant Promotional Eligibility Process

Chairman Rachman requested a motion to authorize the City to conduct a promotional process for the position of Police Sergeant for the position of Police Officer on behalf of the Board, inclusive of the following (below).

• Processing of applications internally

Departmental Evaluation

• Evaluation of candidates internally

Written Exam

• Selection of written exam vendor and test

• Administration and proctoring of written test by vendor or City Staff

Commissioner Adatto moved to authorize the City to conduct a promotional process for the position of Police Sergeant for the position of Police Officer on behalf of the Board. Commissioner Katz seconded.
