City of Highland Park Board of Fire and Police Commissioners met Feb. 17

CALL TO ORDER 

At 7:55 AM Chairman Rachman called the meeting to order and asked for a roll call.

ROLL CALL 

Members Present: Chairman Stephen Rachman, Commissioner Kiki Katz, Commissioner Evan Witkowski

Members Absent: None

Staff Present: Chief of Police Lou Jogmen, Deputy Chief of Police Bill Bonaguidi, Board Secretary Nick Barnes

Others Present: None

APPROVAL OF MINUTES 

Regular Meeting of the Board of Fire and Police Commissioners – December 1, 2022

Chairman Rachman requested a motion to approve the open and closed session Minutes of a Regular Meeting of the Board of Fire and Police Commissioners for the date of December 1, 2022.

Commissioner Katz moved to approve the minutes. Commissioner Witkowski seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Kiki Katz, Commissioner Evan Witkowski

Voting Nay: None

Abstain: None

Absent: None

Chairman Rachman declared that the motion passed.

CLOSED SESSION 

Chairman Rachman requested a motion that the Board of Fire and Police Commissioners close its meeting to the public pursuant to Section 2(c) of the Illinois Open Meetings Act (5 ILCS 120/2(c)) for the purpose of discussing personnel matters.

Commissioner Katz moved to go into closed session. Commissioner Witkowski seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Kiki Katz, Commissioner Evan Witkowski

Voting Nay: None

Abstain: None

Absent: None

Chairman Rachman declared that the motion passed.

At 7:56 AM the Board of Fire and Police Commissioners recessed the public portion of the meeting to meet in closed session.

Following a closed session overnight recess, Chairman Rachman reconvened the open session of the Board of Police and Fire Commissioners at 12:45 PM on February 18, 2023 and asked for a roll call.

Members Present: Chairman Stephen Rachman, Commissioner Kiki Katz, Commissioner Evan Witkowski

Members Absent: None

Staff Present: Board Secretary Nick Barnes, Fire Chief Joe Schrage, Chief of Police Lou Jogmen

Others Present: None

CLOSED SESSION REVIEW 

The Board interviewed Police Officer (Lateral) candidates and Firefighter / EMT I / EMT II candidates and came to a consensus on oral interview scores for each.

Chief of Police Lou Jogmen and Deputy Chief of Police Bill Bonaguidi exited the meeting at 10:00 AM on February 17, 2023.

Fire Chief Joe Schrage entered the meeting at 10:00 AM on February 17, 2023.

The group recessed overnight from 4:30 PM on February 17, 2023 until 8:00 AM on February 18, 2023.

Chief of Police Lou Jogmen re-entered the meeting at 12:00 PM on February 18, 2023. SCHEDULED BUSINESS 

A. Establishment of Initial Eligibility Lists(s)

The Board assigned oral interview scores to each candidate via written determination. Oral interview scores were factored into the total composite scores producing an initial eligibility list in rank order for both Police Officer (Lateral) and Firefighter / EMT I / EMT II.

OTHER BUSINESS 

There was no other business.

BUSINESS FROM THE PUBLIC 

There was no business from the public.

ADJOURNMENT 

Chairman Rachman entertained a motion by Commissioner Katz to adjourn the meeting. Commissioner Witkowski seconded.

On a voice vote:

Voting Yea: Chairman Stephen Rachman, Commissioner Kiki Katz, Commissioner Evan Witkowski

Voting Nay: None

Abstain: None

Chairman Rachman declared that the motion passed.

The Board of Police and Fire Commissioners adjourned its meeting at 1:02 PM.
