City of North Chicago City Council met June 9

Here are the minutes provided by the council:

The City Council of North Chicago met in a Special meeting, Friday, June 9, 2023 at 6:20 p.m.in the City Council Chambers at 1850 Lewis Avenue with Mayor Leon Rockingham, Jr., presiding.

I. CALL TO ORDER 

II. ROLL CALL 

Upon roll call being taken, the following members were present:

Present: Jackson, Coleman, Evans, Allen, Smith, Murphy

Absent: January

Alderman Smith moved, seconded by Alderman Jackson to allow remote participation of Alderman Coleman and Alderman Murphy due to work and illness.

ROLL CALL: 

Ayes: Jackson, Evans, Allen, Smith

Nays: None

Abstain: Coleman, Murphy

Absent: January

MOTION CARRIED 

III. REGULAR AGENDA 

Alderman Jackson moved, seconded Alderman Evans to allow Public Comments prior to the Regular Agenda

MOTION CARRIED BY VOICE VOTE 

Carmecia Hawthorn – Foss Park Board Commissioner

She stated concern of the North Chicago Flames Football Team not being recognized at City Council like Ammo Athletics. She emphasized the need to support the children and said that being recognized by the Mayor and Council would make a lasting impression on them.

Mayor Rockingham agreed and said that he would be excited to recognize the Flames Football team. There had previously been recognition of them but would be happy to do again. Alderman Coleman explained that the Flames had been recognized before but there was a new group of children that had not been, the previous group had advanced.

3-1 Consideration/Approval of DJK (David Kilbane) Consulting Agreement

Alderman Allen moved, seconded by Alderman Smith to Approve the DJK (David Kilbane) Consulting Agreement as presented. 

ROLL CALL: 

Ayes: Jackson, Allen, Smith, Murphy

Nays: Coleman, Evans

Absent: January

Alderman Coleman stated for the record his vote did not reflect David Kilbane and the long hours he’d dedicated to the City of North Chicago but due to pension obligations and inflated salary. If the Mayor was in office more the City could save money.

MOTION CARRIED

3-1 Consideration/Approval of Settlement Agreement in the Not to Exceed Amount of $75,000 for Haywood & Martin Claim

Alderman Coleman moved, seconded by Alderman Jackson approve the Settlement Agreement in the Not to Exceed Amount of $75,000 for Haywood vs. Martin Claim as presented. 

ROLL CALL: 

Ayes: Jackson, Coleman, Evans, Allen, Smith, Murphy

Nays: None

Absent: January

MOTION CARRIED 

IV. PUBLIC COMMENTS 

Previous to Regular Agenda

V. ADJOURNMENT 

There being no further business to come before the Council; a motion was made by Alderman Allen, seconded by Alderman Evans that the meeting stand adjourned.

Alderman Murphy asked if the intention was to continue search for a Chief of Staff. Mayor Rockingham said he would continue to find a permanent Chief of Staff. Alderman Jackson suggested that if anyone knew any candidates for the position to encourage them to apply. Alderman Smith asked if the City was paying for a search service; Mayor Rockingham said there was not a search firm it was a temporary service. Alderman Jackson suggested getting quotes for search firm opposed to a temporary service.

Alderman Smith asked to verify with Human Resources because he was sure there was an expensive cost the city was paying for a search firm. Alderman Coleman agreed with the aldermen in using a search firm. Alderman Evans suggested more local advertisement; the 2 year search was excessive. Mayor Rockingham assure he would discuss with Human Resources and report back to Council.

MOTION CARRIED BY VOICE VOTE 

Alderman January was absent

The Council Meeting adjourned at 6:36 p.m.
