City of Highwood Committee of the Whole met Nov. 7.

Here are the minutes provided by the committee:

CALL TO ORDER by Mayor Pecaro at 6:05 P.M.

1. Roll Call

Present: Aldermen Levi, Slavin, Falberg, Fiore, Peterson and Hospodarsky

Also Present: City Manager Coren, Assistant City Manager Martin, City Attorney Jablecki, Management Analyst Byrne, Code Enforcement Officer Monroy and Administrative Assistant Litjens

2. Public Hearing

3. Review of Minutes to be Approved :

3.1. City Council: October 17, 2023

3.2. Committee of the Whole: October 17, 2023

Minutes will be approved with amendments to any typographical scrivener’s errors at the regular City Council meeting.

4. Appointments

5. Review of Bill Warrant List

5.1. 11/07/2023 AP Warrant List

The Warrant List will be approved for payment at the regular City Council meeting.

6. Unfinished Business

7. New Business

7.1 Consideration of a Resolution Approving an ARC Application for a Blade Sign and Front Entrance Door, Located at 134 North Avenue.

Council directed staff f to provide modification to the Appearance Code allowing projection signs up to 48 inches from the building.

7.2 Consideration of the Corporate Authorities to Determine the Amount of the Tax Levy for the 2023 Tax Year.

Council discussed 4.9%.

7.3 A Discussion on the Paid Leave for All Workers Act.

Council directed staff to provide modification to the personnel manual.

7.4 A Discussion on Selling Surplus Land to the Property at 720 Sheridan Road.

This will be approved at the regular City Council meeting.

7.5 A Discussion on Parking Restrictions Implemented by Highland Park Within the Town of Fort Sheridan.

Council discussed the impact on residents.

7.6 A Proclamation Expressing the City of Highwood’s Appreciation for Christopher Martin’s Service to the Community.

Mayor Pecaro will present the proclamation at the regular City Council meeting.

8. Executive Session (If Necessary)

9. Any Action Necessary Coming Out of Executive Session

10. Adjournment moved by Alderman Fiore and seconded by Alderman Peterson to adjourn the meeting. All present voting aye, by voice vote, motion carried. Mayor Pecaro adjourned the meeting at 7:25 P.M.
