A proposed amendment to the sign ordinances in Waukegan could lift the existing ban on "eye-catcher" signs, permitting them only as temporary installations.
The proposal, put forth by Alderperson Keith Turner, seeks to permit temporary signs or devices that flutter or move in the wind, revolve, change shape, reflect light in an unusual manner, or emit light, change color, or turn on and off. This information is according to the agenda for the Waukegan City Council's meeting scheduled for January 16.
If passed, these eye-catching signs would still need to comply with all temporary sign requirements outlined in the city's sign ordinance. According to the same council meeting agenda, these stipulations include obtaining a city permit, paying a $50 application fee and adhering to size restrictions. The ordinance also specifies that signs cannot be placed on public rights-of-way or within a required yard. Point-of-sale signs would be capped at a height of 5 feet while construction signs would have a maximum height limit of 14 feet.
Display durations would also be regulated under this sign ordinance. As per the Waukegan City Council's meeting agenda for January 16, commercial signs would be allowed for no more than 30 days at a time and limited to three instances per year. Construction signs could only be displayed two weeks prior to groundbreaking until occupancy.
