Village of Deerfield Board of Trustees met July 1

Here are the minutes provided by the board:

The regular meeting of the Board of Trustees of the Village of Deerfield was called to order on July 1, 2024, at 7:47 p.m. at Deerfield Village Hall. The clerk called the roll and announced that the following were

Present: Dan Shapiro, Mayor

and that a quorum was present and in attendance. Also present were Village Manager Kent Street and Ben Schuster, Village Attorney.

PLEDGE OF ALLEGIANCE Mayor Shapiro led those in attendance in reciting the Pledge of Allegiance.

DOCUMENT APPROVAL Trustee Oppenheim moved to approve the minutes from the June 17, 2024, Board of Trustees

meeting. Trustee Jacoby seconded the motion. The motion passed unanimously on a voice vote.

TREASURER’S REPORT Mr. Street provided highlights from the May 2024 Treasurer’s Report. He reported net sales tax decreased from last month, which is typical this time of year as receipts are related to a shorter month (February). Mr. Street noted water and sewer billings reflect lower usage months which is also typical for this time of year. Mr. Street reported state income tax increased as May receipts relate to amounts the Illinois Department of Revenue received in April. He noted vehicle sticker sales began in May and electric utility tax was received shortly after month end. Mr. Street reported notable expenditures in May include construction and engineering costs, a Ford F-150 Lightning, a Ford F-150 Hybrid, improvements at 839 Todd Court, annual general liability insurance, debt service payments and three payrolls.

BILLS AND PAYROLL Trustee Benton moved to approve the bills and payroll dated June 17, 2024. Trustee Oppenheim seconded the motion. The motion passed by the following vote:

AYES: Benton, Berg, Goldstone, Jacoby, Metts-Childers, Oppenheim (6)

NAYS: None (0)

PUBLIC COMMENT

Tracy Merrill expressed concern about the treatment the residents have received regarding the  Board of Trustees meeting proposed Pulte development of the Walgreens property. Ms. Merrill believes the residents’ concerns have not been addressed regarding removing the berm which houses more than 30 healthy trees, plants and wildlife. She noted not one Village representative has instructed the developer to preserve this land. Ms. Merrill believes the plan will depreciate her home value. She suggested the Village has disregarded the tree preservation ordinance, environmental protections and Village Code, as the removal of the berm would cause injury to neighboring property values. Ms. Merrill questioned if this leadership is ensuring every voice is heard and every concern is addressed. She questioned whether the representatives are serving the people’s interests and if they will act with integrity and fairness, and suggested the elected officials are acting in a manner that is negatively impacting their constituents. She believes the Village’s handling of the Pulte project is an example of neglecting the residents’ opinion. Ms. Merrill would like the Board to reconsider the current Pulte plan and explore alternative options.

Mayor Shapiro noted the Board of Trustees is here to serve the wellbeing of the community, not individual homeowners. The Board’s obligation is to do what is in the best interest of the Village. Ms. Merrill made accusations of neglect, undemocratic principles, abuse of power and irresponsible behavior; all of which he disallows and disagrees with.

NEW BUSINESS

RESOLUTION R-24-48 APPROVING A LICENSE AGREEMENT WITH SHAKE SHACK ILLINOIS LLC FOR PARKING AT 645 OSTERMAN AVENUE

Deputy Village Manager Andrew Lichterman reported the Village owns the parking lot at 645 Osterman Avenue and has allowed employees of Shake Shack to park there to mitigate parking concerns in their parking lot, especially during the grand opening. The agreement will allow Shake Shack employees to park in the paved area of the Village-owned parking lot for the next three months. This is a non-exclusive agreement and provides the Village with the appropriate protections.

Trustee Metts-Childers moved to approve a license agreement with Shake Shack Illinois LLC for parking at 645 Osterman Avenue. Trustee Oppenheim seconded the motion. The motion passed by the following vote:

AYES: Benton, Berg, Goldstone, Jacoby, Metts-Childers, Oppenheim (6)

RESOLUTION R-24-49 APPROVING A SECOND AMENDMENT TO THE RESIDENTIAL LEASE AGREEMENT WITH LAURA SIMO FOR THE PREMISES AT 1219 CARLISLE PLACE

Mr. Lichterman reported the property was acquired by the Village in 2015. Laura Simo had a three-year agreement with the Village and wants to extend the agreement for an additional three (3) years with annual escalators. Mr. Lichterman noted the Village worked with a real estate broker to set the market price for the lease.

Trustee Benton moved to approve a second amendment to the residential lease agreement with Laura Simo for the property located at 1219 Carlisle Place. Trustee Metts-Childers seconded the motion. The motion passed by the following vote:

AYES: Benton, Berg, Goldstone, Jacoby, Metts-Childers, Oppenheim (6)

NAYS: None (0)

DISCUSSION

POLICE ROLL CALL RECAP Mayor Shapiro reported the police community roll call was held on June 26 at Briarwood Park with 25 people in attendance. The next police community roll call will take place on July 24 at 7:00 p.m. at Jaycee Park.

NWMC GALA Mayor Shapiro noted several Trustees attended the Northwest Municipal Conference annual gala on June 26. It was a terrific event.

CHICAGO SKY LUNCHEON Mayor Shapiro reported that the Chicago Sky held a luncheon last week and it was a very nice event. He met some of the Chicago Sky players who attended.

FAMILY DAYS Mayor Shapiro reminded everyone that Family Days will take place on July 3 and 4. There is a huge schedule of events including live music and fireworks on July 3. He noted the events planned for the Fourth of July include the Rotary Race, breakfast in the park, an arts and crafts market, a pie eating contest, in addition to the parade at noon and much more. Mayor Shapiro thanked the Family Days Commission for putting this event together. He pointed out there will be extra safety measures in place for the fireworks demonstration and the parade.

PROMOTIONS Mr. Street reported Melissa Gocek was promoted to the position of IT Systems Specialist and Jessica Sciaretta has been promoted from Administrative Intern to Management Analyst.

CLOSED SESSION Trustee Oppenheim moved to enter into Closed Session pursuant to 5ILCS 120/2(c)(8), 120/2(c)(11) and 120/2(c)(21). Trustee Berg seconded the motion. The motion passed by the following vote:

AYES: Benton, Berg, Goldstone, Jacoby, Metts-Childers, Oppenheim (6)

NAYS: None (0)

The meeting adjourned to Closed Session at 8:04 p.m.

ADJOURNMENT There being no further business or discussion, Trustee Metts-Childers moved to adjourn the meeting. Trustee Berg seconded the motion. The motion passed unanimously on a voice vote.

The next regular Board of Trustees meeting is scheduled to take place on Monday, July 15, 2024, at 7:30 p.m.
